While much discussion centres on China’s engagement with Central and Eastern European countries, few studies investigate the role of subnational actors in the relations between the two sides. This paper brings China’s cooperation with Central and Eastern European (CEECs) countries, centred around what is popularly known as the “16 + 1” mechanism. It aims to unravel the link between local governments and the “16 + 1” cooperation mechanism. Local governments’ external cooperation is a new attempt in China’s diplomatic layout. It argues that the exchanges between local governments are a useful supplement to the in-depth cooperation between the two sides, and the cooperation between the two sides has formed a relatively stable pattern. At present, it has entered the stage of an in-depth integration focusing on optimization and upgrading. The further development of local cooperation mainly depends on whether it can play a sufficient leading role in the economic development of China and the countries of Central and Eastern Europe.

Opis:
American and Chinese interests seem to be at one time in agreement and at another at loggerheads over issues that involve armed services, diplomacy, economics, human rights, intelligence, trade and culture. Part of what may appear to be a growing déracinement, or mutual disenchantment, arising from diverse viewpoints over infrastructure development globally but especially in sensitive developing areas such as the stand-off in the South China Sea and elsewhere along the Pacific coastline of Southeast Asia, and the Western Pacific Rim. China seems to be reconstructing its ancient feudal empire, actual or imaginary, in the territory to its South, the ASEAN bloc. This article will address some issues of compatibility and conflict that unite China but that sometimes divide it from the United States and the West, then assesses what alternative strategies should be adopted or abandoned in the interests of global and regional harmony coupled with security. It urges greater cooperation and collaboration, a development of a code of conduct for state behavior in the Indo-Asia-Pacific region, together with a concerted East–West effort to maintain a stable economy for China and a sustainable trade relationship between China, Europe, and North America.

Chinese Shakespearean criticism from Marxist perspectives is highly original in Chinese Shakespeare studies. Scholars such as Mao Dun, Yang Hui, Zhao Li, Fang Ping, Yang Zhouhan, Bian Zhilin, Meng Xianqiang, Sun Jiaxiu, Zhang Siyang and Wang Yuanhua adopt the basic principles and methods of Marxism to elaborate on Shakespeare’s works and have made great achievements. With ideas changed in different political climates, they have engaged in Shakespeare studies for over eight decades since the 1930s. At the beginning of the revolutionary age, they advocated revolutionary literature, followed Russian Shakespearean criticism from the Marxist perspective, and established the mode of class analysis and highlighted realism. Before and after the Cultural Revolution, they were concerned about class, reality and people. They also showed the “left-wing” inclination, taking literature as a tool to serve politics. Since the 1980s, they have been free from politics and entered the pure academic realm, analysing Shakespearean dramas with Marxist aesthetic theories and transforming from sociological criticism to literary criticism.

Opis:
China’s role as an emerging aid provider and the concept of a social plan in Africa has led to polarised responses in the West. Several say that this “productivist” strategy is much less determined by the concepts of citizenship, legal, social rights, and much more regarding building functions. The purpose of this study is to examine whether the welfare and social policy ideas that characterize Chinese aid in Africa are influencing traditional donors and becoming global. The article utilised a qualitative study that has two main components. First, a comprehensive content analysis of over 50 key Sino-African, Chinese and Western policy documents from 2000 (since cooperation between Beijing and African countries first became institutionalised). Second, there were semi-structured interviews with Chinese, African and Western stakeholders in Addis Ababa, (Ethiopia), who was directly involved in the relationship between China and Africa and related development issues. The result of documentation and interview analyses show that there are currently significant differences between Chinese and Western approaches. China has made much stronger and more explicit links between development aid and economic activity than most Western donors. The aid is usually implemented through specific projects rather than broader programs or policies.

World’s Internet market is dominated by the companies based in United States, but fast growing Chinese companies try to challenge them, and already took the second position. Their success is based on economies of scale and network effects gained thanks to their operations in the Chinese market. This two strategic advantages enable Chinese companies to successfully compete in the global Internet market. Research presented in this paper positively verifies hypothesis that PRC authorities contribute to the success of its companies through discriminatory practices, that do not allow foreign corporations to expand their operations in the Chinese market.

Shakespeare studies in Mainland China and Taiwan evolved from the same origin during the two centuries after Shakespeare being introduced into China in the early nineteenth century. Although Shakespeare was first seen on the Taiwan stage in the Japanese language during the colonial period, it was after Kuomintang moved to Taiwan in 1949 that Shakespeare studies began to flourish when scholars and theatrical experts from mainland China, such as Liang Shih-Chiu, Yu Er-Chang, Wang Sheng-shan and others brought Chinese Shakespeare to Taiwan. Since the 1980s, mainland Shakespeareans began to communicate actively with their colleagues in Taiwan. With the continuous efforts of Cao Yu, Fang Ping, Meng Xianqiang, Gu Zhengkun, Yang Lingui and many other scholars in mainland China and Chu Li-Min, Yen Yuan-shu, Perng Ching-Hsi and other scholars in Taiwan, communications and conversations on Shakespeare studies across the Taiwan Strait were gradually enhanced in recent years. Meanwhile, innovations in Chinese adaptations of Shakespeare have resulted in a new performing medium, Shake-xiqu, through which theatrical practitioners on both sides explore possibilities of a union of Shakespeare and traditional Chinese theatre. This paper studies some intricate relationship in the history of Shakespeare studies in mainland China and Taiwan from a developmental perspective and suggests opportunities for positive and effective co-operations and interactions in the future.

Niniejsze opracowanie prezentuje rezultaty badania wpływu kursu walutowego Chin na bilans handlowy 41 państw Afryki Subsaharyjskiej w latach 1994–2016. Przy zastosowaniu rozszerzonego modelu grawitacyjnego, pogrupowane i niepogrupowane wyniki badania potwierdzają słuszność podejścia elastycznościowego i absorpcyjnego do bilansu handlowego. Podobnie test wrażliwości, dokonany poprzez podział analizowanego okresu na dwa podokresy (2005–2016 i 1994–2004), potwierdza słuszność podejścia elastycznościowego i absorpcyjnego do bilansu handlowego.
This study seeks to investigate theimpactof China’sexchange rate onthe trade balance of 41 Sub‑aharan African countries for the period from 1994 to 2016. Using an augmented gravity model, the grouped and ungrouped results of the study confirm the elasticity and absorption approaches of the trade balance. Similarly, the robustness check, by dividing the sample period into two sub‑eriods (2005–016 and 1994–004), also confirms the elasticity and absorption approaches of the trade balance.

This paper is based on the analysis of 261 video and word posts collected from four popular social media sites on which Chinese tourists shared their consumption-related experiences during and after the trip. It investigates Chinese international tourists’ diverse presentations of self to a broad audience online through explaining their shopping experiences and product reviews. Tourists are expected to balance multiple identities carefully when they project themselves online as consumers—on the one hand, they present themselves as global consumers and trendsetters who are strategic and savvy; while on the other hand, they still need to preserve and even emphasize their national identity as Chinese patriots. Providing the much-lacking qualitative insight, this study enhances our understanding of international tourists and their consumption behaviors, the construction and presentation of a digital self, and how globalization operates at the micro-level.

In the past decade, more and more cities in China have adopted policies to ban motorcycles in the name of crime prevention or modernization. This paper examines the differential role of mass media in the construction of motorcycle ban policies in Southern China in general, and in the city of Guangzhou in particular. Although Guangzhou was neither the first city to ban motorcycles nor the city adopting the most radical means of implementing this policy, the media have successfully constructed a social problem of banning motorcycles in Guangzhou. Using content analysis of newspaper articles, I found that from 2000 to 2009 nearly two thirds of newspaper reports on motorcycle ban policy in China were published by newspapers based in Guangzhou. I argue that the relatively liberal media in Guangzhou played a vital role in constructing the ban policy as a social problem. In addition, I examine media discourse in constructing the problem of motorcycle ban policy and argue that although the mass media are still under strict control and serve as mouthpiece of the Chinese Communist Party-State, their increasing commercialization has made it possible to work as claim-makers for a social problem in China.

The United States, as a leading world power, has to face China – an emerging powerful rival. The potential of both states’ power is measured by universal indicators. On a military level, these indicators are: military expenditure, soldiers/reserve/soldiers abroad, offensive weapons, nuclear warheads. On an economic level: GDP value, reserve currency/public debt to GNP, direct investment home and abroad. With regard soft power, six categories have been taken into consideration: diplomacy, socio-political, socio-economic, education, high and popular culture. All of the three researched levels were correlated with both states’ political system specificity and the character of the international arena’s relations. It allowed for the assessment of the current levels of both states’ power as well as their future prospects.

W latach 50. XX wieku delegacje artystów polskich do Chin stanowiły ważny element międzynarodowej polityki kulturalnej nowo powstałego bloku wschodniego. W założeniu miały służyć ugruntowaniu ideologicznego podobieństwa sztuki w krajach socjalistycznych i wzmacnianiu więzi politycznych. W praktyce stanowiły często istotne przeżycie artystyczne i źródło ważnych inspiracji dla odbywających je twórców. Artykuł analizuje trzy przypadki artystów, których rysunki dokumentujące podobne podróże znajdują się obecnie w zbiorach Muzeum Azji i Pacyfiku w Warszawie i w których twórczości doświadczenie to zaznaczyło się w różny sposób. Dla Tadeusza Kulisiewicza podróż chińska była ważnym epizodem, do którego wracał jeszcze po wielu latach. Aleksandra Kobzdeja zainspirowała do fundamentalnej zmiany w jego twórczości, rozpoczynając proces, który od socrealizmu miał go doprowadzić do abstrakcji. W przypadku Andrzeja Strumiłły stanowiła początek znakomitej artystycznej drogi, którą w dużej części wytyczyła fascynacja kulturami i sztuką krajów Azji.
In the 1950s, delegations of Polish artists to China were an important element of the newly formed Eastern Bloc’s cultural politics. In the assumption they were means of establishing ideological similarities of art in socialist countries and strengthening political bonds. In practice, it was often a significant artistic experience and a source of inspiration for its participants. The article analyzes three cases of artists whose drawings documenting similar journeys are currently in the collections of the Asia-Pacific Museum in Warsaw, and in whose work this experience was marked in different ways. For Tadeusz Kulisiewicz, the Chinese journey was an episode, which he returned to after many years. The experience inspired Aleksander Kobzdeja to make fundamental changes in his art, beginning a process that from socialist realism had lead him to abstraction. In the case of Andrzej Strumiłło, it was a start of an exquisite, artistic path, largely marked by the fascination with cultures and arts of Asian countries.

Obwohl Kafka sich mit den gesellschaftlichen Gefügen und Denkweisen Chinas zu Beginn des 20. Jahrhunderts auseinandersetzt, in einer Zeit also, in der China aufgrund seiner politischen Umbruchsituation internationale Aufmerksamkeit auf sich zieht, ist sein Bild von China wesentlich durch sein eigenes dichterisches Selbstbild geprägt. Dies wird an drei Beispielen aufgezeigt: Jan-Tsen-Tsais Gedicht In tiefer Nacht, Kafkas Erzählung Beim Bau der chinesischen Mauer und Dschuang Dsis Gleichnis Der Schmetterlingstraum.
Although Kafka deals with China’s social structures and ways of thinking at the beginning of the 20th century, that is, at a time when China’s political upheaval gets international attention, his image of China is essentially characterized by its own poetic self-image. This is to be shown on the basis of three examples: Jan-Tsen-Tsai’s poem „In the Depths of Night“, Kafka’s short story The Great Wall of China, and Dschuang Dsi’s parable Dreaming of a Butterfly.  
Kafka zajmuje się na początku XX wieku chińskimi zasadami funkcjonowania społecznego i chińskim ‚sposobem myślenia‘. Jest to czas, w którym Chiny – ze względu na przemiany polityczne w kraju – faktycznie wzbudzają zainteresowanie na polu międzynarodowym. Jednak obraz Chin w twórczości Kafki jest ukształtowany przede wszystkim przez własne wyobrażenia autora. Artykuł ukazuje to na trzech przykładach: wierszu Jan-Tsen-Tsais Głęboka noc, opowiadaniu Kafki Budowa chińskiego muru i paraboli Dschuang Dsis Sen o motylu.

Vietnam tries to respond to changing international situations, while attempting to stay in accordance with its own ambitions. China and the USA, the two superpowers, are the most important partners of Vietnamese strategy, which is determined by these two countries. The most important economic partner and ideological ally is China. But both sides have some serious problems to resolve such as maritime disputes. The situation imposes the need to seek counterbalance, a reliable ally who provides protection for its own interests. So Vietnam looks to balance improved relations with China while seeking deeper and multidimensional relations with the USA. The United States offers many advantages that are attractive to Vietnam. Inevitably, economic ties and new projects e.g. TPP, political, cultural and scientific cooperation make up these advantages. However, the United States can only provide support for the Spratly and Paracel Islands’ dispute and improving cooperative measures in the South China Sea with the presence of U.S. naval vessels and dialogue that assists Vietnam defense. Vietnam has again become an element in the American strategy of pivoting to Asia.
