The situation after the elections of 1992 showed that an ordinary federation was probably an invincible barrier for the future constitutional development. Public opinion did not accept the idea of the division of the Czechoslovakia. The dissolution of Czechoslovakia resulted from an objective situation generated by the elections and escalated with the non compromising ambitions of the winning coalitions in both countries. Constitutional curiosity of the situation of the Czechslovakia consisted in the conflict beetwen federal consitution and new Slovak constitutional system (since 1.10.1992) when each of these declared its supremacy.
O konstytucyjności zakończenia istnienia Czechosłowacji. Sytuacja po wyborach w 1992 r. pokazała, że zwykła federacja była prawdopodobnie barierą nie do pokonani dla przyszłego rozwoju konstytucyjnego. Opinia publiczna nie zaakceptowała idei podziału Czechosłowacji. Rozpad Czechosłowacji wynikał z obiektywnej sytuacji wywołanej wyborami i eskalowanej bezkompromisowymi ambicjami zwycięskich koalicji w obu krajach. Konstytucyjna osobliwość sytuacji Czechosłowacji polegała na konflikcie między federalną konstytucją a nowym słowackim systemem konstytucyjnym (od 1.10.1992), gdy każdy z nich deklarował swoją supremację.

Opis:
Right from the beginning, the subject of the Warsaw Uprising was often manipulated or even entirely erased from public discourse under the Stalinist regime. It was only after the liberalization of culture and the easing of censorship-related repressions that the said topic returned in literature. The paper focuses on the censorship bureau’s approach to the image of the Uprising presented by writers. Moreover, it attempts to specify – on the basis of specific examples – the kind of content that was accepted, rejected or amended. The juxtaposition of censors’ documents and the content of the published works allows for the examination of the depth of censors’ interventions and their methods of manipulating historical facts. Those areas of special interest include: presentation of the division among the insurgents who were supposed to belong either to the brave ordinary soldiers or the passive leadership, as well as the attitude towards the People’s Army, the First Polish Army, the Home Army or the Red Army, with special regard for its passiveness during the Uprising.

The aim of this article is the presentation of the scope of responsibility of employers towards workers’ families in Poland in the interwar period. The article also shows how those duties were fulfilled. This issue appeared in Europe with the development of social insurance programmes and labour laws. The Second Republic of Poland built its own legal system for employees’ families. It included health insurance and benefits, families’ pensions and funeral allowances. Certain obligations were also imposed on employers in the context of labour law. The most important was the obligation to open nursery schools for the children of women who worked in factories.

The subject of the research is the examination of features and significance of two modern types of investment intended for financing entrepreneurship: that is, foreign direct investment and venture capital investment. The starting point of the study is the sector of small and medium-sized enterprises and entrepreneurs with all the challenges and opportunities that characterize its financial position in the Republic of Serbia. The aim of this research is to analyse the impact of both direct investment and entrepreneurial capital investment on small businesses, or more precisely, to examine the influence of foreign direct investment and venture capital investment on entrepreneurship. This paper focuses on the impact that these types of financing have on management, financial stability, and the performance of the relevant business entities. Furthermore, the current situation and perspectives of these types of financing are analysed in detail. The aim of this paper is to provide insight into the effects that foreign direct and venture capital investments have on Serbian small and medium-sized enterprises and the entrepreneurial sector, as well as to point to what is currently the more favourable solution for the financing problem with which these entities are faced. The following methods are used for the preparation of this paper: a detailed analysis of the content of European and national statistical reports; available national and foreign literature of international and domestic authors in the field of foreign direct investment, venture capital investment and entrepreneurship; descriptive and comparative methods.

The topic of brownfield regeneration has been the focus of planning debate for years. However, the aspect of institutional cooperation and strengthening the institutional capacity in order to cope with a complex task of brownfield regeneration is considered a challenge. This is particularly true for the post-socialist countries and, hence, the Czech Republic, Hungary and Serbia are chosen as the case studies of this research. By implementing a concise survey of both the institutions and policies related to the topic of brownfield regeneration in the selected countries, the research aims at determining the form, extent and nature of collaboration between different sectors, disciplines, and institutions. Based on such insights, it is finally possible to provide the recommendations for more effective institutional design within specific political and socio-economic context.

The article is devoted to the sphere of higher education in two former Soviet countries: Russia and Belarus . It is aimed to compare the systems of higher education in these countries under the angle of global and regional challenges . The article is based on national statistics from both states and survey data . The author analyses the ways that each of the countries’ practices to increase its educational competitiveness on the global level and adapt to the market conditions . It is described that both countries use such mechanisms in the sphere of higher education as an educational service for foreign students and membership in the educational associations (European and Eurasian) . The scale of the systems of higher education and their potential are described to explain the similarities and differences between the two countries. Three types of educational integration are described . The article concludes that the system of higher education in Belarus is currently developing in a way that differs from Russia and its achievements are much smaller; at the same time, regardless of the declarations on the necessity of internationalisation, current development leads Belarus further away from the European education system, while also not make it closer to Russia . A lack of resources and political dominance over the educational goals make the Belarusian system of higher education not as attractive for students as the Russian one.

This article analyses the parliamentary elections held in the Republic of Moldova in 2021, as a result of which the right-wing party, formerly in opposition, won, and was able to form its own single-party government with a parliamentary majority, which has not happened in Moldova exactly 20 years – since 2001. In this article the basic positions of the “left” and “right” political camps in the Republic of Moldova before the elections are analysed; as well as the mechanics of the electoral campaign and the voting process in different socio-geographical profiles. In 2021 The Republic of Moldova, for the first time in many years, faced the phenomenon of “overturning elections”; understanding the mechanics of which contributes to the development of a much better political and electoral process in general. At the same time, despite the special nature of the 2021 elections, the electoral political process in the Republic of Moldova continues to show several fixed tendencies, such as the geographical polarization of Moldovan voters residing in the EU or Russia, and the overall objective decrease of interest in the electoral process in general, regardless of the degree of the political and social representation of the political parties represented in the elections.

In December 1922, the first presidential election in history took place in Poland. Voting was not universal because the National Assembly made their choice. One of the candidates for the office of president was proposed by Stanislaw Thugutt. He was the leader of the Polish People’s Party “Wyzwolenie/Liberation”. PPP “Wyzwolenie/Liberation” was one of the largest peasant parties in interwar Poland. In comparison with the largest peasant party in the Second Polish Republic – the Polish People’s Party “Piast” was a leftist party. On December 9,1922, both parties supported the same candidate in a decisive vote. It was Gabriel Narutowicz, who was then the Minister of Foreign Affairs. In addition, he was a well-known civil engineering engineer in Europe, in particular hydroelectric power plants. It should be emphasized that Narutowicz was not a member of PSL. Unexpectedly, Narutowicz won the election and became the first president in Polish history. In the decisive fifth vote, he defeated the right-wing party candidate. It was a great success for Thugutt, who proved to be a foresight politician. Unfortunately, a week after the election, Gabriel Narutowicz was murdered by a right-wing fanatic. However, this did not change the fact that the first president in Polish history was the candidate proposed by the people’s party.

As a broader realm of human endeavor and communication, education seems as fundamental as human group life itself. However, liberal education and scholarly ventures are much more problematic and fragile features of community life. Still, a liberal education is not the same as scholarship and some important distinctions are made between these two realms of activity prior to considering the ways in which they are envisioned and defended by two classical Greek authors Plato and Isocrates. Although both Plato (c420-348BCE) and Isocrates (c436-338BCE) were students of Socrates (c469-399BCE) and share an emphasis on the importance of knowing, their approaches to human knowing and acting are notably different.Clearly, Plato's depictions of the education and scholarship are considerably more extensive and are philosophically as well as theologically more engaging. Likewise, Plato has had vastly more impact on Western social thought than has Isocrates. Still, Isocrates addresses education and scholarship in distinctively more pluralist and humanly engaged terms. Following an examination of Plato's analysis of education and his defense of scholarship as these are addressed in Republic, Laws, and Charmides, attention is given to Isocrates’ defense of educational ventures. Notably, Isocrates defends education and scholarship from the positions that Plato and (his principal spokesperson) Socrates promote, and – as well, – from the ignorance and disregard of the community at large.

The research issue is to describe the tourist accommodation used for specialised tourism, including its types, distribution and scale, in the northern part of the Eastern Carpathians in the former Ukrainian Soviet Socialist Republic. The authors focused on the 1970s and 1980s which were the ‘golden age’ in the development of tourism in the Soviet Union. As a result of the analysis, 51 accommodation facilities were identified offering nearly 7,300 beds in the mid-1980s. It was the time when the development of that area reached its peak.

In his book Revolutionstagebuch 1919, Victor Klemperer presents events taking place during the time of the Bavarian Soviet Republic as a tragicomedy – a mixture of ridiculousness, bitterness and crime, while fiercely criticising the mentality of the conservative bourgeoisie of Munich. In his vivid descriptions of successive events as they unfold in the besieged city, the author depicts the defeat of the 1918-1919 Revolution – one of the most decisive moments in German history.
Victor Klemperer beschreibt in seinem Revolutionstagebuch 1919 die Ereignisse der Münchener Räterepublik als Tragikomödie – eine Mischung aus Lächerlichkeit, Verbrechen sowie Bitterkeit – und übt zugleich Kritik an dem konservativen Münchener Bürgertum. In anschaulichen Momentaufnahmen aus der belagerten Stadt schildert er das Scheitern der Revolution 1918/1919, einen der entscheidenden Wendepunkte der deutschen Geschichte.

There is a growing recognition among scholars that those engaged in qualitative research often face a number of serious methodological and personal challenges. Rather surprisingly, these difficulties receive relatively limited attention within the academic literature. Given the rising role of qualitative methodologies within social science research, the benefits of and the need for honest and practical discussions regarding what researchers should expect when entering fieldwork become increasingly obvious. This article draws on my fieldwork experiences of studying public corruption in the Republic of Moldova, a former Soviet state. I provide reflections on the methodological, practical, and personal challenges of conducting qualitative research on a sensitive issue within a social setting that is not structurally inclined to support projects of such nature. The discussion is primarily focused on the research difficulties that are bound to arise with any attempt to confirm previously suggested propositions within the post-Soviet social matrices. This article and the suggestions made here fall in line with a number of other recent works which have been motivated by the call to share insights and guidance about the challenges, “tricks of the trade,” and dangers of fieldwork in remarkable settings.
