The city of Puebla was put on the UNESCO list of Cultural Heritage of Humanity in 1987; its history dates back to the sixteenth century allowing for the preservation of various important buildings, such as churches with baroque and neoclassical facades, buildings from the period known as Novo Hispanics, when some of its historic neighbourhoods were founded, including the Barrio el Refugio, hereinafter referred to as BR, where indigenous people employed in the lime manufacture used to live. Since those times, however, the neighbourhood has become a place with bad reputation, “a den of thieves” (Leicht). The traditional, religious commemoration, the “Fiesta Patronal de la Virgen del Refugio,” is the most important celebration in the neighbourhood. In the Church of La Virgen del Refugio, built in the seventeenth century after an inhabitant painted a mural with the image of the virgin, the “mañanitas” are sung with the Mariachi. During the patronal feast, the “El Refugio Cultural Festival” is held with more than a hundred artists taking part and creating about a thousand murals according to the organiser’s estimation. This happens in the city where a project “Puebla Ciudad Mural” was started, as an initiative of the “Colectivo Tomate,” which sought to regenerate the neighbourhood through art, in alliance with the government and private companies. However, these policies are more tourist oriented rather than benefit the neighbourhood. For this reason, the graffiti movement “Festival Cultural el Refugio” is becoming a meeting point for urban artists from Mexico and Puebla, accustomed to taking up public or private space, as they demand space where they can live and express themselves. For ten years the festival has realised more than one thousand pieces of urban art, including Wild Style graffiti, bombs, stickers, stencil, and murals. All this is done under the patronage of the artists themselves, as three hundred of them come from all over the country to take part in every edition of the festival that does not receive any government support or other form of sponsorship.

Opis:
Street art (or more broadly urban art), as the name suggests, has its own specific place, which is the street. However one would be mistaken to think that this type of art can only be seen there. Most street art lovers know the works of their favourite artists primarily through the Internet, not only because this kind of art is ephemeral or not easily accessible (for example, due to its dangerous or exotic locations), but because it is perhaps the best documented art that has been created in the world. For artists and lovers of street art, the Internet has become a common space to share photos. More often than not, the Internet also becomes the only place where artistic ideas exist. Paradoxically, such art, which was supposed to be the nearest to the viewer in the physical sense, has become the nearest in the virtual sense. One can, however, hope that neither consumers of art. nor artists will have to give up their direct experience of art that builds our polysensory sensitivity.

Opis:
In 1999, the Governing Council of the Universitat de Barcelona approved the creation of the POLIS Research Center. Later, in 2016, the Center was ratified after passing an assessment of the Catalan Accreditation Agency (AGAUR). The Centre has an interdisciplinary vocation and brings together researchers from different research groups at the University of Barcelona and cooperates with nine European and Ibero-American universities in the fields of Arts, Architecture and Human and Social Sciences. Academically, the Centre has promoted the doctoral program Public Space and Urban Regeneration (1998–2017) and the Master’s Degree in Urban Design: Art, City, Society (since 2007) and the publication of the journal On the w@terfront. The research object of the Centre is the city and its public space and, more specifically, the role of citizens in the production of Public Art and Urban Design. For this reason, the work of the Centre covers the topics related to Urban Regeneration, Sustainability, Urban Governance, Civic Remembrance, Heritage. Throughout its twenty-year history, the Centre has developed a series of projects for citizen participation in various areas of the periphery of Barcelona: River Besòs (municipality of Sant Adrià de Besòs) La Mina neighbourhood (municipality of Sant Adrià de Besòs) and the Barcelona’s neighbourhoods of Baró de Viver and Bon Pastor. A characteristic of the work of the centre has been, and is, the endorsement of citizen participation, through an innovative approach based on enabling the creative empowerment of the neighbours within the framework of Participatory Action Research. This approach is based on a project methodology, as it is understood in various project disciplines from Art to Architecture, from Design to Engineering. This article, associated with the itinerant exhibition “20 years working with neighbours,” reviews the founding project carried out by the Centre, “Social Uses of the River Besòs” (1997–1999), analysing the lessons learned, with the aim of clarifying the research criteria that the Centre follows for the development of citizen participation projects.

Aspiring global cities, such as Taipei City in Taiwan, seek to accumulate cultural capital. For future-oriented local and global self-representation, they design cutting-edge contemporary museums. This paper analyzes the “urban imaginary” as constructed by new urban museumscapes. Choosing a case-study approach, it explores the embedding of a vanguard art museum project in Taiwan – the New Taipei City Museum of Art in Taipei – into long-term urban planning strategies. In order to understand the purpose and process of how the new museum of contemporary art. is devised as a public space of cultural self-representation and urban identity building, the study monitors the complete design process from the city government’s urban and institutional planning strategy to the architectural design. Evidence shows that the pathways of urban place-making for art and through art and design in Taipei are strongly determined by the historical role and current geopolitical repositioning of the city.

Opis:
In my paper I try to trace and understand the reasons for the birth of the 24/7 world as it is described by Johnatan Crary in his book 24/7 Late Capitalism and the Ends of Sleep. He proposes a grim vision of late capitalism in which sleep deprivation and the disintegration of public and private spaces will become a market necessity. My attempt to understand is supported on two other authors. First, Hannah Arendt provided me with an analysis of origins, transformations and somewhat present version of the relation of private and public spheres. Second, Fredrich Schiller delivered an interesting theory on the aesthetic ideal, art, beauty and human experience of beauty. These three analyzes stand as basis for my attempt to present a proposal to overcome the crisis described by Crary and the answer is related to the issue of aesthetic experience of street art in urban space.

Łódź, as a city of huge post-industrial and modern art potential, has become in recent years a unique Polish tourism destination whose urban fabric constitutes a perfect background for street art. Examples are the murals of the Urban Forms Gallery (large format artworks) which contribute to revitalisation as well as the creation of new tourism assets to form a new tourism space: art-tourism space. The paper describes both the process of creating this space as well as its distinctive features.

Following the development in 2011 of the Mural of Remembrance in Baró de Viver (Barcelona) the adjacent district of Bon Pastor, showed interest in a symbolic and artistic element of similar characteristics. However, from the beginning, Bon Pastor neighbours expressed the idea that writing their remembrance should not be performed on a linear support, but should be distributed by the territory. The research team of the Polis Research Centre started a participatory process (not yet completed) within the framework of cooperation agreements between the Centre, the Neighbourhood association and the local authorities of the Sant Andreu district. At the same time, the subject of this “memory space system” became a topic to be developed by one of the, interdisciplinary and international, teams of students of the Master in Urban Design, Universitat de Barcelona. This article presents the progress made.

The heritage of transcendental philosophy, and more specifically its viability when it comes to the problematic of the philosophy of social sciences, has been a key point of dissensus between Jürgen Habermas and Karl-Otto Apel. Whereas Apel has explicitly aimed at a transcendental-pragmatic transformation of philosophy, Habermas has consequently insisted that his formal pragmatics, and the theory of communicative action which is erected upon it, radically de-transcendentalizes the subject. In a word, the disagreement concerns whether transcendental entities have any substantial role to play in philosophical discourse and social-scientific explanations. My aim is to reconstruct how Apel establishes a connection between transcendentals, qua the ideal communicative community and the possibility of non-objectifying self-reflection. As I shall demonstrate, the principles that transcendental pragmatics sees as underlying social actions are not to be understood in a strictly judicial way, as “supernorms.” Rather, they should be conceptualized and used as a means for action regulation and mutual action coordination. Against this backdrop, I show that the concept of the ideal community provides the necessary underpinnings for Habermas’ schema of validity claims and the project of reconstructive sciences.

W repertuarze współczesnych ruchów społecznych w przestrzeni miejskiej coraz częściej odnaleźć można działania o charakterze artystyczno-kulturowym. Głównym wyznacznikiem tych działań jest oryginalność przekazu podzielanych wartości i roszczeń politycznych. Do działań ruchów społecznych zaliczany jest street art i należące do niego murale. Murale, będące z założenia sztuką egalitarną, angażują odbiorcę do dialogu, stając się sztuką zaangażowaną społecznie. Na przestrzeni ostatnich kilkunastu lat obserwujemy zjawisko tzw. muralowego boomu, czyli gwałtownego wzrostu artystycznego ruchu społecznego skupionego wokół murali. Na podstawie analizy historycznej działań muralistycznych zostaną przedstawione przykłady murali będących manifestacją poglądów politycznych. Murale te zostały wybrane według kryterium powstania podczas najważniejszych, współczesnych ruchów społecznych ostatnich dziesięciu lat. Ponadto analiza semiologiczna fotografii murali posłuży do scharakteryzowania fenomenu murali we współczesnym funkcjonowaniu ruchów społecznych oraz ukrytych elementów znaczących w przekazie.
In the repertoire of contemporary social movements in urban space, one can increasingly find activities of artistic and cultural character. The main determinant of these activities is their originality in conveying shared values and political claims. Street art and murals belonging to it are included in the activities of social movements. Murals, which by definition are egalitarian art, engage the viewer in dialog, becoming socially-engaged art. Over the last dozen or so years, we have observed the phenomenon of the so-called mural boom, i.e. the rapid growth of the artistic social movement centered around murals. Based on a historical analysis of mural activity, examples of murals which are a manifestation of political views will be presented. These murals have been selected according to the criterion of having been created during the most important contemporary social movements of the last ten years. Furthermore, a semiological analysis of photographs of murals will be used to characterize the phenomenon of murals in contemporary social movements as well as the hidden meaningful elements in the message.
