    In the context of territorial governance, a metropolis is not a single city within its administrative boundaries but a wider functional area comprising several municipal units. All attempts to create formalized institutions for such areas lead to the problem of establishing political and organizational relations between the metropolitan and the regional authorities. Achieving a balance of power between them is not an easy task and is sometimes even more difficult due to the political and partisan rivalry between the opposing sides. In this paper experiences of West European countries are presented and confronted with the recent discussion about statutory metropolitan areas in Poland. Four types of relations between the metropolitan and the regional level are distinguished: patronage, insignificant, conflict-provoking, and internalized. The essential conclusion of the paper is that strengthening the regional and metropolitan governments at the same time inevitably leads to institutional and political conflicts. This is especially true when both the regional and metropolitan authorities feel that their position is not fixed and grounded within the administrative system of the state. The latest draft of the so-called Metropolitan Act in Poland is most likely to lead to the conflict-provoking model of political relations between the metropolitan and regional governments. Introducing a strong metropolitan level of territorial governance seems to be very controversial because it breaks the current status quo. However, another scenario – an institutional void between the local and the regional government – is much worse for the development of Poland’s largest metropolitan areas.

    Socio-economic development shows differences as regards the level and dynamics in space. Among factors which cause these differences, apart from environment's resources, labour and capital, one can also list such factors as social and institutional capital as well as the existence of metropolis. The aim of the article is to explain: 1) whether and why metropolis can be an impulse for innovative processes and modernization of the region's economy; 2) whether, after the washout phase of growth impulses from the surrounding area may experience phase of the positive impact of metropolis on the region's economy can emerge; 3) what are the necessary conditions for positive effects in the metropolis' surroundings. These problems are analysed in detail on the example of Poznań Agglomeration and Wielkopolskie Voivodship. The conducted analyses confirmed the positive impact of Poznań Agglomeration on the adjacent areas. The positive effects include: inflow of population, higher affluence, increase in the districts' (gminas) own income, higher entrepreneurship, faster inflow of foreign capital. These effects assume different directions, apart from the rings of gminas surrounding Poznań. They were more intensive in the areas south-west, west and south- east from Poznań than in those east from Poznań. A factor which facilitates positive effects of metropolis' growth in the region is sufficiently developed response environment of the surrounding areas with sub-regional centres as well as adequate internal policy of regional authorities.

    The statistical data of international institutions indicate that Poland is the only European country enjoying economic growth in 2009. Since the beginning of 2008 the GDP of the EU was systematically falling down, while in Poland the fall of only 0,1% percentage change on previous year) was observed only in the Q4 of 2008. In 2009 Poland as the only EU Member State reached the positive economic growth (1.7% according to Eurostat data), although individual Polish regions differed in terms of the key socio-economic indicators for 2009. On of the key factors stabilizing the economy and preventing recession – alongside relatively limited openness of the economy, large and relatively stable internal market, moderate public debt and moderate level of business sector debt – was among others inflow of EU funding, which enabled increase of the volume of private and public investment co-financed from EU sources. Utilization of funds varies among Polish regions, depending on the degree of compatibility of regional allocations with the expectations of recipients, on the level of activeness of target groups and in particular on the institutional capacities for EU funding operations. The article discusses the assessment of the level of structural funds utilization by Polish regions in the conditions of lowering dynamics of economic growth, with particular focus on Łódź Voivodship, for which results are presented in relations between metropolis and region.

    Artykuł opisuje obszary metropolitalne w Europie w ujęciu statystycznym. Przedstawia sposób zbierania danych w celu porównywania obszarów miejskich we wszystkich państwach członkowskich oraz opisuje statystyczną klasyfikację NTS, która pozwala identyfikować obszary metropolitalne. Dla pełnego zrozumienia miejsca problematyki miejskiej w badaniach unijnych, artykuł przybliża ich genezę. Charakteryzuje także program Urban Audit, który ma istotny wkład w wydzielanie regionów metropolitalnych w Europie. Na zakończenie wskazuje pozytywy, jak i mankamenty przedmiotowego podejścia metodologicznego.
    The article describes metropolitan areas in the European Union, in statistical aspect. It shows in what way the data on cities are gathered, and how major urban areas and metropolitan regions are separated. The article describes the metropolitan areas in Europe, in a statistical aspect. It presents the method of gathering data in order to compare the urban areas in all member states. To begin with, it focuses on statistical classification of the Nomenclature of Territorial Units for Statistics – NUTS. It allows to gather the data, including cities, and identify the metropolitan areas. The article also includes a description of a short genesis of urban aspects in the EU’s research. The Urban Audit programme plays a major role in the research. It plays an important role in separating metropolitan areas in Europe. Finally, the article presents the positive and negative sides of the methodological approach.
