    European Code of Good Administrative Behaviour
    Opis:
    The proper functioning of local-government administration means not only improving legal and organisational solutions, but mainly officials abiding by ethical principles. Therefore, an important role in the process is played by the ethical standards of good administration referred to in the European Code of Good Administrative Behaviour. The principles apply to the assessment of the operation of public administration. They reflect the duties of the administration towards the citizens. The purpose of this paper is to assess the importance of the principles of ethics as a factor conditioning the efficient operation of local government administration. The questionnaire research carried out among local government staff and their stakeholders enabled the identification of the most frequent irregularities in the work of the officials and indicates the importance of the principles of ethics in the process of eliminating irregularities.

    The character of investment tasks for powiat and gmina and also the character of purposeful funds and legal specified directions of their spending point out that using those funds can not have only commercial character. Organizing form of those funds is fundamental element which points out the way and instruments for realization ecological activities. Appraisal of investment efficiency should be complex. Because it is difficult to value financial efficiency and adopt it into acting value of those subjects which do not fulfil only economical criteria or those criteria are fulfiled in only limited range, because they first of all they realize non economic purposes. In the process of spending ecological funds we should improve criteria of economic, ecological and social efficiency, especially in the situation when different sources of financing ecological investment are connected.

    Przedmiotem rozważań zawartych w artykule są derywaty ekspresywne, których podstawami są nazwy urzędów (np. burmistrz — burmistrzunio), stanowisk administracyjnych (np. naczelnik — naczelniozo) i funkcji polityczno-społecznych (np. radna — radmistrzyni). Na materiał zebrany na potrzeby analizy słowotwórczej składają się wyłącznie nazwy pospolite. Nadrzędnym celem rozważań jest pokazanie bogactwa wykładników formalnych służących wartościowaniu nazw stanowisk i funkcji skupionych wokół samorządu terytorialnego i administracji państwowej.
    The subject of the considerations contained in the paper will be expressive derivatives, the basis of which are the names of offices (burmistrzunio), administrative positions (naczelniozo) and political and social functions (radmistrzyni). The material collected for the purposes of word-formation analysis consists only of common names. The overriding aim of the considerations is to show the wealth of formal exponents used to evaluate the names of positions and functions focused around local government and state administration.

    Artykuł podejmuje tematykę szeroko rozumianej świadomości podatkowoprawnej podmiotów administracji rządowej, co do zasady z obszaru danin publicznoprawnych. Podstawowym celem rozważań jest ukazanie, na podstawie Krajowej Administracji Skarbowej oraz pakietu ustaw pt. Podatkowy Polski Ład/Niskie Podatki, tzw. rozdźwięku pomiędzy celami deklarowanymi przez kierownictwo Krajowej Administracji Skarbowej oraz Ministerstwa Finansów a rzeczywistością. Co więcej, zasadnicza wątpliwość, którą autor próbuje wyjaśnić, sprowadza się do pytania: „Czy osoby powoływane na kierownicze stanowiska w administracji podatkowej/skarbowej powinny mieć »sprofilowane« wykształcenie oraz »ukierunkowane« doświadczenie w zakresie wymiaru, poboru i egzekucji danin publicznoprawnych?”.
    The article takes up the subject of broadly understood tax-legal awareness of government administration entities, as a rule in the area of public law levies. The basic aim of the considerations is to show, on the basis of the National Revenue Administration and the package of acts entitled “Polish Tax Order/Low Taxes”, the so-called “gap” between the goals declared by the management of the National Revenue Administration and the Ministry of Finance and the reality. Moreover, the fundamental doubt, to which the author seeks an answer, boils down to the question: should persons appointed to managerial positions in the tax/tax administration, have a “profiled” education and experience “focused” on the assessment, collection and enforcement of public law tributes?

    Opis:
    The issue of the size of public administration is commonly researched. Most of the times this topic is tackled from a macroeconomic perspective, considering local and central administration together. That is why this paper uniquely takes on the local perspective only, analysing the size of local government (i.e. size of public administration at the local level) in Polish regions during the period of 2009–2013. Based on the existing literature, we chose five variables of the size of local administration at the commune level connected with employment and reflecting costs related to the functioning of local administration structures. All indicators were expressed per capita. With the usage of ANOVA, we proved significant differences in the size of public administration across regions for all variables. To compare the size of local governments across regions, we ranked all variables individually, and then we calculated the average ranking for all variables. Our findings have clear implications for policy makers, providing information about the regions with the biggest/smallest size of public administration at the local level. Our study suggests simple and accessible tool for continuous reporting on the size of public administration in order to monitor costs also in the upcoming years. The results of the monitoring could also be used for the establishment of an incentive program for regional policy representatives.

    Corruption is an actual threat to democracy as it impairs the citizens’ trust towards the state. Therefore, it is necessary to undertake any actions that would prevent it; actions that would promote the formation of ethical structure in all departments of administration, as well as would build an ethical awareness among local government employees and city councilors. Ethical behaviour is dependent on clear procedures, good regulations and their proper interpretation. The principal objective should be to increase the citizens’ trust towards public administration and to improve administrative work. That is why one of the most obvious techniques (but not the only one) of raising ethical standards is to implement an adequate system of choice and selection of employees. In Poland, when the moral standard of a candidate for a post in public administration comes under close scrutiny, any doubts are quite often eliminated by the assumption that, if the candidate is patronized by a third party, its authority is a warrant of his or her adequate ethical standard. Of course, it’s a wrong point of view. The above-mentioned examples indicate that the rules of ethics should be introduced to public administration work because they guarantee that the quality of services will be good, they will neutralize corruption and, if followed, they will enable preparing public administration officers and local government representatives to assume responsibility for their actions.

    Opis:
    This article presents the practical aspects of human resource management in local government. The subject of research is the phenomenon, activities and processes in the public sector units. In my study the methods used to diagnose the nature of the issues under consideration: observation, examination of documents and a questionnaire. The survey was attended by employees of the four offices of the county Brzezinski: Jeżów Municipal Office, Municipal Office Brzeziny, Brzeziny City Office and district office in Brzeziny. The selection of these sites was not random. It was decided to analyze how local governments operate at the level of municipalities, cities and the county. The survey questions covered both working atmosphere, tasks, responsibilities and practices observed the functioning of local government units. Observations and comments of employees at various levels were used for further analysis and research on issues of organization and operation of selected aspects of human resource management in the public sector.
    Celem artykułu jest przedstawienie praktycznych aspektów zarządzania zasobami ludzkimi w samorządzie terytorialnym. Przedmiotem badań są zjawiska, czynności i procesy zachodzące w sektorze publicznym. W badaniach własnych zastosowano metody pozwalające zdiagnozować istotę rozpatrywanego zagadnienia: obserwację, analizę dokumentów i ankietę. W badaniu ankietowym wzięli udział pracownicy czterech urzędów z powiatu brzezińskiego: Urzędu Gminy Jeżów, Urzędu Gminy Brzeziny, Urzędu Miasta Brzeziny oraz Starostwie Powiatowym w Brzezinach. Wybór tych miejsc nie był przypadkowy. Postanowiono przeanalizować, jak funkcjonują samorządy na szczeblu gminy, miasta i powiatu. Pytania zawarte w ankiecie dotyczyły zarówno atmosfery pracy, zadań, obowiązków oraz obserwowanych praktyk funkcjonowania jednostek samorządu terytorialnego. Spostrzeżenia i uwagi pracowników różnych szczebli posłużyły do dalszej analizy i badań nad problematyką organizacji i funkcjonowania wybranych aspektów zarządzania zasobami ludzkimi w sferze publicznej.

    Opis:
    The Ministry of Internal Affairs was one of the largest and most complex administrative structures of the Second Polish Republic. However, its most important department was the general administration. Therefore, the performance of tasks of the administration of internal affairs in the field of military issues was presented through the activity of its most important department, i.e. the general administration, represented by voivodes and governors. These tasks were carried out in the context of administrative policy in force at the given historical period. The most important areas of the Ministry’s work in military issues were, in the first place, the problems of conscripts recruitment to the army (military draft) and, in the years 1918–1920, the fight against anti-draft propaganda conducted by the subversive groups (KPRP /KPP – the Communist Party of Poland). After the end of the Polish-Bolshevik war in 1920, its organs worked to secure the living basis for thousands of demobilized soldiers. They devoted much attention to the problems of mobilization and its shield, military preparation as well as, after 1926, the physical education and military preparation. They were also active in the field of so-called passive airborne and antigas defence, involving in it the organizations and social associations. They paid benefits for the families of conscripts as well as orphans and widows of the soldiers killed during the First World War and Polish-Bolshevik war. The Ministry of Internal Affairs, in the performance of its tasks in military issues, closely cooperated with the military affairs structures, in particular with the Ministry of Military Affairs, Polish General Staff, general district commands/corps district commands, military units commanders (divisions, regiments), poviat replenishment councils.
    Resort spraw wewnętrznych był jedną z największych i najbardziej złożonych struktur administracyjnych II Rzeczypospolitej. Natomiast jego najważniejszym działem była administracja ogólna. Dlatego też, wykonywanie zadań administracji spraw wewnętrznych w zakresie spraw wojskowych zaprezentowane zostało poprzez działalność jej najważniejszego działu czyli administracji ogólnej, którą tworzyli wojewodowie i starostowie. Wykonywanie tych zadań odbywało się w kontekście obowiązującej w resorcie, w danym okresie historycznym, polityki administracyjnej. Do najważniejszych obszarów pracy resortu w kwestiach wojskowych należały, w pierwszej kolejności, zagadnienia poboru rekrutów do wojska, a w latach 1918–1920 zwalczanie propagandy antypoborowej prowadzonej przez ugrupowania wywrotowe (KPRP/KPP). Po zakończeniu wojny polsko-bolszewickiej w 1920 r. jego organy pracowały na rzecz zabezpieczenia podstaw bytowych tysiącom zdemobilizowanych żołnierzy. Wiele uwagi poświęcały problemom mobilizacji i jej osłonie oraz sprawom przysposobienia wojskowego. Działały też na polu tzw. biernej obrony przeciwlotniczej i przeciwgazowej, angażując w nią organizacje i stowarzyszenia społeczne. Wypłacały zasiłki dla rodzin poborowych oraz sierotom i wdowom po żołnierzach, którzy zginęli podczas I wojny światowej i wojny polsko-bolszewickiej. Resort spraw wewnętrznych, realizując przynależne mu zadania w kwestiach wojskowych, ściśle współpracował ze strukturami resortu spraw wojskowych, w szczególności z Ministerstwem Spraw Wojskowych, Sztabem Generalnym, dowództwami okręgów generalnych/dowództwami okręgów korpusów, dowódcami jednostek wojskowych (dywizji, pułków), powiatowymi komendami uzupełnień.
