    Artykuł jest sprawozdaniem z badań dotyczących zadań Sił Zbrojnych Rzeczypospolitej Polskiej realizowanych celem przeciwstawienia się zagrożeniom o charakterze terrorystycznym w cyberprzestrzeni. Badaniami zostały objęte zasadnicze akty polskiego prawa regulujące powyższą tematykę. Przedstawiane przedsięwzięcia sił zbrojnych powiązane są z zadaniami realizowanymi w celu zapewnienia bezpieczeństwa w cyberprzestrzeni. Artykuł ponadto, przedstawia terminologię z zakresu cyberbezpieczeństwa obowiązującą zarówno Polsce, jak i w międzynarodowych organizacjach takich, jak Sojusz Północnoatlantycki oraz Unia Europejska.
    The article is a report on the research on the tasks of the Armed Forces of the Republic of Poland carried out in order to counter terrorist threats in cyberspace. The research covered the main acts of Polish law regulating the above-mentioned issues. The presented undertakings of the armed forces are related to the tasks performed to ensure security in cyberspace. In addition, the article presents the terminology in the field of cybersecurity in force both in Poland and in international organizations such as the North Atlantic Alliance and the European Union.

    Techniki informacyjne zdominowały XXI wiek. Szybki rozwój technologii i komunikowanie się za pomocą urządzeń mobilnych stwarza duże problemy związane z bezpieczeństwem ich użytkowników. Biały wywiad, który polega na pozyskaniu informacji z otwartych źródeł informacji (Open Source Intelligence), ma coraz większe znaczenie. Z tego powodu bezpieczeństwo danych użytkowników sieci online jest zagrożone. Autorka tekstu zwraca uwagę na źródła pozyskiwania informacji o użytkownikach urządzeń mobilnych z wykorzystaniem cyberprzestrzeni, które rzutują na ich bezpośrednie bezpieczeństwo w Internecie.
    Information technologies have dominated the 21st Century. The rapid development of technology and communication with mobile devices spawns major security problems for their users. “Opensource intelligence”, which is based on gathering information from open source information (OSINT), is more and more important. Due to its widespread access, the security of online users data is at risk. The author attracts the attention to sources of obtaining information by mobile users, which affect their direct online safety.

    In the heavily computerized world based on networks (e.g., social or computer networks) and IT tools, the level of security of citizens in cyberspace will play an increasingly important role in ensuring state security. In fact, cyber threats may affect not only individual units, but also entire systems composed of diverse components. The purpose of this paper is to indicate what effect the actions taken by citizens in cyberspace have on state security. Therefore, it is necessary to find answers to the following questions: Can citizens significantly affect the level of state security? How can the actions taken by citizens in cyberspace influence the formation of the level of state security? The author used the following research methods in his research: system approach, comparison, inference, analogy, abstraction and generalization.

    Opis:
    On March 11, 2022, Polish parliament, the Sejm passed the Law on Homeland Defense. The Law replaces 14 other legal acts in the field of military law. The main goal of the Law was to prepare the Polish Armed Forces for the processes of rapid increase in the manpower and technical modernization, also due to the current geopolitical context related to the war in Ukraine. The Law is extensive. Although the improvement of Poland’s cybersecurity was not its primary goal, the Law introduces a number of solutions that undoubtedly pursue such a goal. This paper discusses selected issues in the field of cybersecurity included in the Law, and regarding the method of defining the cyberspace, organization and tasks of the Cyberspace Defense Forces, including the socalled proactive protection and active defense, as well as the competence of military authorities to access and manage data.

    W XXI wieku, w którym ranga informacyjnego wymiaru bezpieczeństwa znacznie wzrosła, a informacja stała się towarem pożądanym, wręcz strategicznym, jej pozyskanie i umiejętne wykorzystanie może przyczynić się do sukcesu organizacji. Szczególnie istotne znaczenie posiadają informacje niejawne, których nieuprawnione ujawnienie może wiązać się z zagrożeniem bezpieczeństwa państwa i jego obywateli. W artykule wskazano główne zagrożenia dla systemów teleinformatycznych Sił Zbrojnych Rzeczypospolitej Polskiej, przetwarzających informacje niejawne. Omówiono także strukturę i zadania elementów systemu reagowania na incydenty komputerowe w resorcie obrony narodowej.
    In the twenty-first century, in which the rank of information security dimension has increased considerably, and the information became a commodity desired, even strategic, its acquisition and appropriate use can contribute to the success of the organization. Of particular importance are the classified information whose unauthorized disclosure could be a threat to the security of the state and its citizens. The article highlights the key threats to IT systems of the Polish Armed Forces processing classified information. Structure and tasks of the elements of the Computer Emergency Response in the Ministry of National Defense have also been discussed.

    Celem niniejszego opracowania jest interpretacja, na podstawie ogólnej analizy dokumentów strategicznych i doktrynalnych, działań Federacji Rosyjskiej w przestrzeni informacyjnej. Radio, telewizja, prasa, jak i uważany za najistotniejszy element w podsystemie technologicznym internet, stanowią współcześnie narzędzia do obrony i ochrony interesów państwowych. Autor dokona interpretacji działań Federacji Rosyjskiej w jednym z kluczowych dziś obszarów przestrzeni informacyjnej – cyberprzestrzeni oraz unikalnego postrzegania przez Rosjan tego obszaru.
    The purpose of this paper is the portrayal of the activities of the Russian Federation in the information space. Author’s analysis focuses on the basis strategic and doctrinal documents. Radio, television, the press, and considered as the most important element in the technological subsystem – the Internet, they are tools of defense and protection of the main interests of the states. The author will interpret the actions of the Russian Federation in one of key areas of the cyberspace. Also, the article contains analysis of the unique Russian perception of this area.
