Opis:
The state sector in the Italian economy dates to the 1930 s. Although back than it was considered a temporary solution to help strategically important companies survive the Great Depression, it quickly grew. After the war the state sector was the prime enforcer of the governmental strategy of rapid industrialization. The general opinion on the activities of the state sector after the war is positive as it helped the economy grew and modernize. The downside laid particularly in close ties of the state sector to the political life of Italy and resulting scandals.

The investment policy at that time had to be conducted on the basis of far-reaching autonomy of public sector units. Creativity of employee is a prerequisite of efficiency of public sector. To a significant extent its level is determined by the model of organizational management. Therefore, inspiring are the ways of creativity building in public sector institutions. In the opinion of the Author, management style plays a significant part in supporting the development of the competence of creativity. Thus, the article presents the analysis of the influence managers have on shaping creativity of their employees in public sector in Poland. Researching the opinions of 346 employees of public sector has been the basis of drawing conclusions that enable both evaluation and identifications of impediments to the impact of managers on creativity of employees.

This paper is focused on informal relations between state authorities and business, which exist in a peculiar Belarusian economic system, where the competition remains restricted, and the public sector based on large companies continues to play a crucial role. The author argues that the Belarusian public authorities have developed a broad set of informal rules which allow them to extract resources from small and medium private enterprises (SMEs) and control the expansion of the private sector He also argues that as long as informal extractive institutions designed and maintained by the state remain in place, the improvement of formal business regulations alone will not produce the expansion of the SME sector In author's opinion, an extra-legal extraction of funds and informal discrimination against small and medium private enterprises are embedded in the logic of the centrally planned economy, which Belarus has preserved after the fall of the Soviet Union. This dissertation may also help to understand how SMEs operate in many other economies of the post-Soviet area and what obstacles to the development they face.

The book ‘A Game on the Future of Public Services in Poland’, edited by Wiesława Kozek and published in 2011 by University of Warsaw Publishing House, comes exactly on time to deliver up-to-date comparative information about the public sector restructuring in Europe and its impact on the quality of the public services. The editor and the authors of nine chapters (Wiesława Kozek, Agnieszka Maciuk-Grochowska, Beata Radzka, Julia Kubisa, Damian Podawca, Piotr Ostrowski, Joerg Flecker, Christoph Hermann) draw from the results of three-year project PIQUE (Privatisation of Public Services and the Impact on Quality, Employment and Productivity), as well as research of the Sociology of Work and Organisation Unit of the Institute of Sociology, University of Warsaw. The PIQUE project was carried out in the years 2006–2009 and founded by the European Commission 6th Framework Programme. Based on the project’s results, the book cover four sectors, electricity, postal services, local public transport and health services/hospitals in six European countries (Austria, Belgium, Germany, Poland, Sweden and the UK). The sectors were chosen to reflect the diff erentiated levels of liberalisation and privatisation and the variety of regulatory solutions. Obviously, the main focus of the book is on Poland, but the authors pay particular attention to the international contextualisation of their sectoral and company cases.

All the organizations of the contemporary society require professional management. Special challenges are to be faced by public organizations which – because of their public mission – are obliged to take care of the common good. Proper management of public sector organizations by leaders with leadership qualities determine the level of public value attained by the very organizations. In the era of knowledge-based society, the rudimentary role of leadership is to achieve high standards by the organizations in the area of knowledge acquisition, knowledge sharing, implementation of innovative solutions and the ability to adapt to fast changing environment. Leadership is also about creating corporate cultural identity – a significant link between corporate mission and its human resources so as to develop the best possible standards of providing public services to inhabitants of the set community.

In the years between 1944–1955 lasting foundations of the Polish economy were created based on communist dogma. In the mid-1950 s the so called socialized sector provided 75% of national income, however, multidirectional changes in economic policy in the following decades caused fluctuations in its importance. The changes were expressed by increases and decreases in the private sector share of jobs. As a result, the socialized sector was at its the peak in the 1970 s (86% share of the socialized sector in national income) only to fall to 81% of national income in the last year of communist rule. The dominance of the public sector was responsible for widespread mismanagement and social pathologies which led to the collapse of the economically inefficient system, preceded by a number of socio-political crises

Opis:
The paper analyses occupational stress occurring in three public sector units. The aim of the study was to identify stressors at work and working out solutions conducive to coping with stress present in professional life. Individual in-depth interviews covered 32 employees particularly exposed to strong stressors due to social nature of performed duties. In the course of the conducted research we have identified stressors’ sources, determined the perceived stress at work, and then tried to arrange them in the form of specific threats, appropriate for individual groups of studied officials according to their gender, age, education level, work experience and occupied position. Furthermore, we proved the importance of position at work in the human’s hierarchy of needs.

The aim of the article is to verify the impact of fiscal transparency on the quality and reliability of public finance sector data which in turn are the basis for formulating conclusions on the effectiveness of fiscal policy and the sustainability of public finance. The article identifies and provides examples of the primary areas that impair fiscal transparency in Poland, particularly: the scope of public finance sector, the extra-budgetary institutions and fiscal rules. In conclusion the author underlines that the findings based on published budgetary data can be subject to a significant error.
