Opis:: The EU membership requires introduction of significant changes in the agricultural sector. Such changes will not be possible without investments in human capital. The aim of the paper is to make an attempt at presenting the coincidence of three factors conducive to the development of lifelong learning process in rural areas: 1) EU and Polish legislation concerning the cross-compliance rule enforcement; 2) EU financial support for human capital development in the EU second programming period; 3) new banking product connected with financing adult education (Individual Learning Accounts, ILA).

Opis:: Praca poświęcona jest wykorzystaniu funduszy pochodzących z Programu Rozwoju Obszarów Wiejskich (PROW) w latach 2007–2013 przez małopolskie gospodarstwa agroturystyczne. W artykule zaprezentowano gospodarstwa agroturystyczne w Małopolsce z uwzględnieniem poszczególnych powiatów. Przedstawiono wsparcie finansowe, jakie uzyskały gospodarstwa agroturystyczne ze środków Programu Rozwoju Obszarów Wiejskich. Dokonano analizy głównych czynników, które przyczyniają się do korzystania ze wsparcia z funduszy europejskich przez gospodarstwa agroturystyczne.
The work is devoted to the use of funds from the Rural Development Programme for the years 2007–2013 by agritourism farm in the Małopolska province. The article describes the agritourism farm in the Małopolska, taking into account all counties. Another issue concerns financial support which agritourism farm received from the Rural Development Programme. By using statistical data author of the paper analyzes the main factors that contribute to the use of support from European funds by agritourism farm.

Opis:: In the last years Ukraine has allocated considerable, with respect to their load on the budget, financial resources for agricultural support. However the significant increases of budgetary support do not substantially influence the effectiveness indices nor agricultural yields. Such information testifies to an imperfect nature of the internal support mechanism of Ukrainian agriculture. As the result, the domestic support did not become an effective stimulus for a production quality increase nor for a rise in the stock breeding production. In 2008 Ukraine gathered the biggest grain harvest. Increased production did not improve the financial results of agriculture and did not produce a stable and dynamic branch development because of the negative influence of world finance crises. Unbalanced supply and demand for agricultural production, low buying ability of inhabitants, lack of branch effective mechanism of domestic support caused complications of price situation in the domestic food market.

Opis:: The problem of effective using of gated out budgetary funds in agrarian sector is discussed. An offer of development of a procedure which should consider potential productivity of each region and agricultural organization and promote a decrease of differences between enterprises and territories on a level of economic development is presented. Besides it is necessary to consider the future membership of Belarus in the World Trade Organization (WTO). Entering condition in this organization for the agrarian sector is a removal of budget assignments on financing exports and a limitation of level of the state support for agriculture.

Opis:: The paper discusses difficulties connected with obtaining public fund for the realization of programs of educational opportunities equalization (competition and non-competition versions). The comparative studies have been prepared on the basis of two latest legislative solutions: program of assistance for children and youth from former State Agricultural Enterprises; regional programs of educational opportunities equalization. The article also includes the financial results of assistance forms accumulation in both competition and non-competition. The potential value of the obtained financial support highlights the threads of increasing the differences in the access to education. Promotion of the competition in the realization of the program of educational opportunities equalization will increase the existing territorial differences.
