The aim of the article is to identify problems and public expectations regarding parking and the application of different parking solutions. Based on the results of a CAWI questionnaire survey, an evaluation of selected parking solutions is presented. Among others, vertical parking has been taken into account, the use of which is associated with a reduction in the area required for parking and an improvement in environmental performance characteristics at the use stage. This study is part of the search for sustainable solutions in city logistics. The results of the study serve as an initial insight into the opinions of one group of users in the life cycle of a car park. They can be used as an introduction to the eco-design of parking solutions and to compare different parking systems. The study was carried out as part of a project entitled: “Analysis of the environmental impact of a vertical parking solution using life cycle assessment at the design stage” carried out at the Silesian University of Technology.

In this article the current and most important standards focusing on smart city sector and organizations issuing them were presented. The standard-setting family for smart cities consists of four basic standards: ISO 37101, ISO 37120, ISO 37122 and ISO 37123. The paper also presents the indicators on the basis of which a city can apply for a certificate of ISO 37120 standard and presents the possibilities of a register of different cities from all over the world in the Global Cities RegistryTM, developed by WCCD (World Council on City Data). Thanks to the data contained in the database, city authorities can answer the question: How prosperous is my city? and compare with other cities from around the world. As an example of the use of WCCD data, a comparison of 21 European cities in terms of the amount of renewable energy consumption in relation to the size of population living in the city has been presented.

Silesian cities are facing economic changes related, among others, to low-carbon transformation. The PN-ISO 37120 standard, which requires the analysis of a number of indicators that determine the directions of city development in particular areas of its functioning, may become a tool supporting city authorities in those activities. Having the above in mind, the authors of the article attempted to find an answer to the question whether the local administration employees of selected Silesian cities have knowledge of the PN-ISO 37120:2015 standard today, as it is an interesting tool for the implementation of the requirements for modern cities. Therefore, the knowledge of the content of the standard by the local government personnel seems to be necessary in order to decide whether this standard is an appropriate tool for the development of a particular city/municipality or not. The study was a pilot project and it involved two cities located in the Silesian agglomeration.

The smart city concept, influenced by societal changes, technology, and geopolitics, is transitioning towards a human-centered model—Smart City 3.0. Emphasizing community engagement, this model ensures that new technologies are tailored to each city's unique needs. The creation of a participatory society is essential for this approach, fostering public involvement in decision-making. Core mechanisms include public consultations and participatory budgeting, as legislated, enhancing co-management between authorities and residents. To successfully implement Smart City 3.0, it is vital to build a partnership based on mutual trust between local authorities and communities. Opinions must not only be expressed, but factored into city planning and development. Advisory bodies like city youth councils illustrate this approach, engaging youth in meaningful roles and ensuring their interests are represented. This paper investigates the vital role of community members in the creating of smart city. Additionally, the paper conducts a comprehensive review of various models of participation, evaluating their respective strengths and weaknesses within the context of smart city development.

Surveys performed among the residents of Zabrze indicate that in 2021 the majority of respondents (67%), wishing to use public services provided by the local government, still preferred to visit the office in person. Residents noticed negative aspects of direct service, such as queues of people waiting for the case to be completed (26%), excessive bureaucracy (24%) or lack of parking spaces (18%). However, they counted on help in completing the necessary formalities by officials who should be: professional (20%), communicative (18%) and kind (17%). The use of the digital platform (ePUAP) dedicated to customer service was reported by 32% of respondents. At the same time, as much as 40% of the respondents, in order to save time and to simplify procedures, declared their will to use innovative methods of remote contact with public administration (e.g. via social media). The COVID-19 pandemic showed that it was possible to increase (even by 250%) the number of cases handled remotely, which with over 90% of households in Poland with access to a computer network creates opportunities for integrated development as part of the Smart City idea. The aim of the paper was to identify the residents’ expectations related to the provision of public services by local administration. Precise determination of the ways of perception of both direct and remote customer service has not only an application value. It also allows for further research study on the management of local government, including the organization of management control, as well as social communication of local governments.

The purpose of this paper is to indicate the possibility of applying cognitive technologies in smart city services and analyze their impact on strategic management in the city. The subject of this study is the use of cognitive technologies in big data as one of the tools of smart city. The study also identifies the risks that may occur when using modern technologies at the local level. At the same time, it refers to features that can provide a form of safeguards for an individual's rights and freedoms. This article also covers legal issues that affect the use of cognitive technologies in local government units. This paper indicates that the challenge that local governments should now meet is to build a Smart Sustainable City. Implementation of modern solutions should strive to improve the lives of all residents and thus prevent the exclusion of social groups or individuals.

A city based on the sustainable development priorities, friendly to its residents, combines human activity, technology challenges, and environmental requirements. The implementation of the idea of smart city should be discussed with regard to specific areas of activity. In order to identify the way of perceiving the activity conducted under this concept, a survey was carried out among employees of the City Office in Zabrze. The cognitive, competence and informational scope was verified. It was found that the overwhelming majority of officials (79%) are convinced that smart city principles are being implemented. The survey participants also provided specific examples of smart-city initiatives undertaken in the city, and a significant part of the respondents (64%) assigned their professional tasks to them. Moreover, three out of four surveyed officials in Zabrze declared that they know the tools supporting the smart urban development. The results presented in the article constitute pilot studies aimed at understanding the extent to which the Smart City idea is known by local government administration employees. In addition, these results serve as a tool for the authorities of Zabrze to disseminate knowledge about smart city among employees of the city hall.

The article attempts to identify opportunities to improve the quality of life of older people by implementing smart city solutions. Literature research presented in it contains answers to the following questions: what is planned to be achieved as a result of the smart city concept implementation, why this concept is implemented, who participates in this task and how to achieve the expected result of smart city implementation. In response to the first and second question, attention is paid to the needs of older people – smart city solutions exploitators, associated with a specific type of transport, which must be met to achieve quality of life at a certain level. The answer to the third question is an indication of the participants, such as designers, constructors, producers of solutions in the area of the smart city, as well as their exploiters. The last ones may be customers of transport organizations (passengers, users of the water supply system), users (drivers) and maintainers of transport means. Participants in transport systems – local authorities responsible for its functioning as well as the management of the transport company – may also participate in the discussed participation. Tasks that should be given to individual participants in the process of meeting needs have been defined. It was also pointed out that their role should not focus solely on technical aspects, but social participation is of particular importance, on which the quality of life of people in society depends.

Managing the natural environment in the city is an important element of city management. Smart city authorities should take into account the opinion of residents about the comfort of living in the urban environment management strategy. A very important element of the natural environment in the city is air quality, which significantly affects the comfort of living in the city. The article presents surveys of opinions of the residents of a selected city in Silesia in Poland. The respondents' knowledge on the sources of air pollution in the city, the perceived health effects resulting from polluted atmospheric air and the expectations of residents towards the city authorities were examined using the anonymous questionnaire method. Residents' behavior in the situation of increased air pollution was also examined. On the basis of surveys, prophylactic pro-ecological activities were identified with the highest degree of acceptance of the local community as potential directions of urban environment management. The implementation of such activities, taking into account the opinions and preferences of the residents, is part of the co-management of the intelligent city.

In the article the idea of the “Smart City” is analysed mainly from the view point of technology. The author presents in the first part of the paper the brief review of technical issues connected with implementing the concept of “Smart City” into practice. These review is illustrated in the second part of the paper by some practical results, which are treated as a background for formulating a research problem which is tried to be presented in the third part of the paper: the problem of recognizing needs in the complex field of activities, assessing these needs and - basing on results of such an assessment - designing some integrated solutions that should be used in management of the identified resources. The final part of the paper contains some conclusions and introduces directions for further research.

The results of the conducted pilot research indicated the basic local problems of the residents of Zabrze city. The purpose of the next research was to answer the question: how to improve the quality of life of residents in a city with significant air pollution. Activities aimed at this goal are inscribed in the idea of "smart city". The article presents the results of pilot measurements of air pollution with toxic gases in the Zabrze city in the Silesian agglomeration (Poland). Field studies at selected locations in the city concerned measurements of nitrogen dioxide, sulphur dioxide and carbon dioxide. The aim of these studies was to identify areas of the city with significant air pollution with toxic gases in order to plan further detailed research. Made measurements showed the appearance of the local problem of accumulation of pollutants in several areas of the city. The results obtained were compared with surveys conducted among residents of the Zabrze city. The aim of the survey was to examine the respondents' awareness of: the location of areas with noticeable air pollution and health problems resulting from air pollution in the place of residence. The article also presents a plan of possible actions for the city of Zabrze within the framework of the "smart city" idea to improve the quality of life of the local city community in conditions of increased emission of gas pollution in the city.

The article analyses the problems (dilemmas) in approach to the environmental protection and management. EU has declared the plan for the Great Reset of global economy and environmental politics. The idea is not new, but the approach is expected to be completely different. While the EU leaders set the strategy of centralisation, there are strong claims for opposite way – decentralisation. The second dilemma we analyse in our article is the problem of European Commission massive support of green investments (including using of renewable sources of energy and focus of environmental protection), especially after lockdowns connected with covid pandemic which meets with the strong negative position of those economical circles which see such types of initiatives as green shooting to the economy. Terra Carta as an integral part of Sustainable Markets Initiative was launched in 2020. The third dilemma we pay our attention is connected with the efficiency of new environmental taxes. The article focuses also on the good practice as can be seen in environmental protection management efforts and green solutions for using and saving energy resources. As an examples we assess the projects supporting use of renewable energy in Africa (e.g. Lights for Africa), Cradle to Cradle Program (C2C) and we go back to the Come2CoM. The whole is analysed in the context of corporate social responsibility.
