Economic development has negative impacts on the environment and spurs an upward trend of environmental degradation and resource depletion. However, as incomes increase, the structure of the economy may change, shifting from a resource-intensive economy to a serviceand knowledge-based technology-intensive economy. Marine Fisheries development is one of the economic’s sector that contribute on regional economic growth in west java province. This paper present the Input Output Analysis to show economic contribution of Marine fisheries of southern west java province. Total contribution (direct and indirect effect) of marine fisheries in the Southern West Java economy range from 12.7%, 13.1% to 14.6% in terms of value added, employment and production value. The direct economic contribution in 2017 for the first two measures is 5.5% and 7.3%. Recommendation as consequences of this finding are investment should be alocated to fish culture on high value fish species. Concerning investment on marine fisheries resources, it needs increasing financial institution supporting.

The traditional approach for managing the fisheries is the acquiring of property rights over the fishery through legislation by the state. The state than parcels out rights and establishes rules (regulations) of use for the fishers. The state regulates the resource. The conventional literature in resource economics provide some insights into how common property resources such as fisheries, can be managed in a sustainable manner. Common property regimes, such as collective resource management systems, develop when a group of individuals are highly dependent on a resource (s) and when the availability of the resource (s) is uncertain or limited. There is a need to empirically evaluate the nature of the transaction costs involved in fisheries co-management institutions as a basis for defending a move away from the more centralised form of fisheries management institutions. The discussion presented in this paper will serve as a basis for further operationalization of the categories of transaction costs and for empirical case study analysis.

Sharks are marine animals that play an important role in marine ecosystems especially as the main predator, thus controlling the dynamics of populations of other organisms at lower trophic levels. Sharks are often caught as a byproduct of capture fisheries in Indonesia, making Indonesia one of the five largest shark contributing countries in the world according to the FAO. A study of shark populations needs to be done to evaluate its stock in nature. The Mayangan Coastal Fishery Port, Probolinggo is one of the largest fishing ports in East Java with the majority of fishing gear used being cantrang. This study will discuss the shark bycatch volume in fishing activities using cantrang fishing gear at PPP Mayangan, Probolinggo. The use of cantrang fishing gear in Mayangan Port Probolinggo has produced around 6242.9 kg of shark production each year for the past 10 years. The highest production was found in 2011 which reached 10980 kg while the lowest was in 2019 with a total production of 412 kg. The pattern of the development of shark catches at PPP Mayangan Probolinggo showed a decrease in the number of catches, indicating the enforcement of law regarding cantrang usage has been well adapted.

This paper summarises the methodological approach and main results of the Coastal project (Employment and Human Resources in the Fisheries Socio-Economic System). This project had as its main aim the search for alternative futures for the fisheries sector in West Java, with particular attention being paid to the human resources situation and the working and living conditions of the fisheries-dependent populations in the coastal areas. This is a particularly interesting case, since fisheries were once an important activity and they are now in deep recession, even though it is generally recognised that the future utilisation of maritime resources offer an immense potential. As part of the research, a Delphi exercise was implemented involving in two successive stages some of the leading actors and experts dealing with the sector in West Java. Other initiatives were held in the context of the Coastal project providing direct and indirect inputs to the scenarios and recommendations that were put forward in the sequence of the Delphi exercise. Overall, the activities described in the paper contribute to the mobilisation of major actors and to discussions that may have practical implication for the future of the sector - if certain conditions are now met in the follow up to the project.

The aims of this research were to analyze the rate of growth of the fisheries sector from year to year in Nabire District and analyze the role of the fisheries sector to regional development in Nabire District. The research method covered Shift Share analysis and competitive analysis region, using Location Quotient (LQ), Localization Index (LI) analysis, and Specialization Index (SI) analysis. Shift Share analysis results indicate that the fisheries sector of Nabire District has a slower growth profile and has a low competitiveness. The results of the analysis of regional advantages by using LQ with the average rate of 1.43; LI with the average rate of 0.01; and SI with the average rate of 0.00 to 0.01 indicate that the fisheries sector is a basis sector, but not the prime mover sector of the economic sector.

This paper on the role of Fisheries resources in National development is aimed at highlighting the role of Fishery products in Nation building. Fishery products of finned Fish species like Cod, Flounder, Salmon, Catfish, Goldfish, Sea urchins, Shrimps, King crab, Halibut, Mollusk and Echinoderms that come from both capture Fisheries and Aquaculture provide employment, food security, improves welfare, nutrition and a healthy population. Also serve for International trade and foreign exchange in goods like Leather and polishing materials that come from the skin of Cartilagenous Fishes. Ice Fish, dried and canned Fishery products, Salmon roe (egg) and Fish oil used for the manufacture of Soap and Medicinal Oils like the Cod Liver Oil. Fish intake also reduces the condition atherosclerosis thereby combating cardiovascular diseases. However, the Fishery Subsector has some constraints such as by Catch, improper funding, poor input Facilities, Poverty in Fishing Communities, Water barriers, effect of climate change and lack of comprehensive Man power development and training programmes. It is therefore recommended that Government, Donor agencies and international trade unions make effort to increase the educational and capital base of small-scale Farmers; distinguish between Farmed and Wild products, provides Comprehensive Man power and training programmes for all Cadre, providing transportation systems for better appreciation and Productivity in the fishery sub-sector. Laws and by-laws should also be enacted to prevent indiscriminate fishing to avoid over exploitation and extinction of our Aquatic Species.

Fisheries are one of the agricultural sub-sectors that have abundant natural resources and high production value, but that does not make small fishermen prosper. This study aims to determine the level of welfare of capture fishermen households in Pangandaran Sub-district of Pangandaran Regency and the factors that influence it. This study used descriptive basic methods. The research location is in Pangandaran Sub-district of Pangandaran Regency. Sampling takes the accidental sampling method. The data used are primary and secondary data with interview techniques and observations. For the analysis using the Fisher Exchange Rate formula and multiple linear regression analysis. The results showed that the average Term of trade of fishermen in Pangandaran Sub-district was 0.96 or below one (<1). This means that fishermen have not been able to meet household needs and it can be said that fishermen's households are less prosperous. The factors that influence it are the outflow of work time (X2) with the regression coefficient of 0.017 and income (X3) with a regression coefficient of 0.045.

Climate change poses special challenges for decision makers in Indonesia related to inherent uncertainties in future climate projections and the intricate relations between climate change, physical and biological systems, and food security. At present, however, coastal and marine subregions do not have the adaptive capacity needed to overcome this challenge. This paper examines the impact of climate change on food security in coastal and marine Indonesia. It aims to inform decision makers with up-to-date information about vulnerability to climate change, and to facilitate the development of adaptation strategies informed by the experience and knowledge of experts. Climate and extreme weather hazards associated with the coastal and marine sectors cover different factors but are related to sea level rise, rising coastal water temperatures, and tropical storms and hurricanes. Potential vulnerabilities for coastal zones include increased coastal erosion which causes changes in coastline, loss of coastal wetlands, and changes in fish profiles and other marine life populations. Adapting to climate change will ultimately require more systematic integration of governance strategies, science, regulatory systems, policy, and economics at an international level to deal effectively with the wide range of impacts projected for Indonesia. This integration will be shaped through formal mechanisms such as the development or modification of laws, regulations, and policies.

Fiheries products that will be exported or marketed domestically, must have the specified food safety criteria. One of the criteria that the products is safe to be marketed and consumed is free from the presence of pathogenic bacteria. One of the common pathogenic bacteria found in food is Vibrio cholerae. The purpose of this research aims to examine, isolate and confirm the presence of dangerous pathogenic bacteria V. cholerae which shouldn’t exist in fisheries products with sample Frozen cuttle fish, frozen baby octopus small cut and Pasteurized crab meat. This research was held from July-August 2018 at Cirebon Test and Application of Fishery Products Technical Unit Agency. Data is collected through direct observation or testing in a microbiology laboratory with conventional methods using special media for V. cholerae such as Alkaline Peptone Water (APW) and Thiosulfate Citrate Bile Salts Sucrose (TCBS). The testing is qualitative, so the results obtained are either positive or negative. The results of the research showed that there’s no pathogenic bacteria V. cholerae were found in tested fisheries products so that they were safe to consume and satisfied the standards to be marketed.

The Bali Strait has very high pelagic fish resources, ranging from small pelagic fish to large pelagics, one of which is a type of tuna. Skipjack tuna (Euthynnus sp.) is one of the dominant and high economic value fish resources. The composition of fish catch landed in National Fisheries Port (PPN) Pengambengan in 2014 is dominated by small pelagic fish. The composition of the largest fish catches consists of lemuru, skipjack, mackerel and scad. This study aims to look at the production of skipjack tuna and season distribution for 5 years. This information can be used as an effort to manage fisheries in PPN Pengambengan continuously. This research was carried out in the waters of the Bali Strait with fishing base PPN Pengambengan. The catch of skipjack tuna in Bali is fluctuated every month during 2013 until 2017. The average catch is high in 2014, and the lowest catch was in 2016. This was allegedly due to the catches of previous years namely in 2014 – 2015 skipjack tuna fish resources were overexploited. The catch of skipjack tuna based on the season has the highest value in September - November (transition II (intern-monsoon)) and the lowest is in December-February (northwest season).

Goldfish is one of the most famous ornamental fish because of its body shape and color which was interesting to be maintained. The purpose of this research was to find the optimum dose of pumpkin and carrot flour combination on artificial feed to increase color brightness of goldfish. Complete Randomized Design with four treatments and four replications were used in the experiment. For the treatments, pumpkin flour 15%, pumpkin flour 7.5% with carrot flour 2.5% and carrot flour 5%, were studied. The parameters observed were color intensity, survival rate, and water quality. The results showed that supplementation of combination of pumpkin flour 7.5% with carrot flour 2.5% gave the highest color intensity of goldfish with TCF code 0815 and score 2.11 with 100% survival rate. Water qualities during the research were still in optimal condition.
