This article addresses the arguments in an article in the quarterly Polish Sociological Review, no. 1(193)2016, entitled ‘The Rocky Road of Europeanization in the New Member States: From Democracy to a Second Try at Democratization’ by Attila Ágh, a Hungarian political scientist. In my opinion, Ágh’s interesting article, which looks at political transformation processes, Europeanization, and democratization in new member states of the European Union (i.e., Bulgaria, Croatia, the Czech Republic, Hungary, Poland, Romania, Slovakia, and Slovenia), has certain methodological and factual deficiencies. Moreover, it contains numerous ideas that I believe are debatable and require further empirical research.

This article is about the discussion which has been going on in Western Europe concerning interpretation of the Europeanization concept and the resulting theoretical instruments for the analysis of the effects of European integration on the political transformation in Poland after the fall of communism. It presents selected mechanisms and channels of Europeanization of EU member states with reference to the “new democracies” and the anticipative modernization of Central-Eastern Europe. This perspective is used to discuss the specific nature of Europeanization of the post-communist countries and the posttransformation crisis of democracy in some countries in the region following accession to the European Union in 2004. This crisis, according to the author, was also caused to a certain extent by the contingencies and conditions of EU accession. In Poland these contingencies and conditions triggered fears of perpetuation of the country’s peripheral position vis-à-vis the “old” European countries. These fears are related to various interpretations of modernization, dependency theory, the world system theory and globalization.

This paper analyzes recent socio-spatial changes in cities adjacent to European Union internal borders. The idea is to show how mutations in the functioning of territorial nation-states in the conditions of post-1989 transformations, European integration, and, more broadly, economic globalization, are reworked by trans-border municipal cooperation. All these macro changes are unpacked from the angle of the growth of the importance of the urban scale in comparison to the national scale and the more active role of cities as units in changing scalar hierarchies. More specifically our focus here is on the strategies of placepromotion of the German-Polish border city Goerlitz-Zgorzelec in the context of planning hallmark events (here, European Capital of Culture 2010). This article argues that closeness to a political border is utilized by Goerlitz-Zgorzelec within various strategies for gaining place-specific competitive advantage by means of an active politics of scale.

This article discusses the development of state policy concerning national minorities in Poland after 1989 from the perspective of its internationalization and the Europeanization of its legal foundations, i.e., guaranteed legal status for minorities and the nature and scope of minority rights. The thrust of the article is that Europeanization of Poland’s national minority policy progressed in several stages and that the process ofEUaccession was not the only impulse for this progression. Initially, Europeanization focused on regulation of the status of minorities by means of bilateral treaties with Poland’s neighbours which included special “minority clauses.” The next stage was connected with the EU accession process. In this stage, protection of minorities was one of the most important political criteria against which candidate progress was evaluated (the so-called Copenhagen criteria) and it ended with the acceptance of international documents (mainly European Council documents) concerning the protection of minorities. The last stage concluded with the passing and implementation of a special minority act in 2005. Paradoxically, external factors (the influence of international institutions) had the greatest impact on the Europeanization process in the early 1990s. Later developments were apparently more influenced by internal factors, especially the need to regulate the legal status of such minorities as the Silesians and the Kashubians.

There has been recently a change of paradigms in the academic literature on the historical trajectory of the new member states (NMS). It has been in the last years switching from the success stories to the danger of peripherialization what I call the Rocky Road of Europeanization. Instead of positive evaluations of the first ten years in the EU, more and more “balanced,” “mixed” or even negative evaluations have appeared. These evaluations have been based on the huge datasets of the international ranking institutions like the Bertelsmann Foundation, The Economist Intelligence Unit (EIU), Freedom House, IMF, OECD, Open Society Institute and World Economic Forum. The huge datasets have facilitated the elaboration of the conceptual turning point in the evaluations of the NMS historical trajectory. This theoretical paper-relying on the above datasets-deals with the controversial development of democratization in NMS in the Quarter-Century of systemic change and after Ten Years of the EU membership. It tries to elaborate a new conceptual framework on the decline of the top-down democracy, leading to democracy capture or façade democracy, and on the return to the participatory democratization as a bottom-up process.
