This article is based on a narrow definition of civil dialogue, which includes interactions between the bodies of public administration and non-governmental organisations (NGOs). The models of civil dialogue present in the basic units of local government (communes-Polish: gmina) were compared with the precepts of the European model of good governance. The author describes local civil dialogue in Poland (on the basis of existing data) and presents the results of his own research. These results show the approach of non-governmental organisations to social consultation with large municipal self-governments, as well as the reasons why NGOs avoid transparent forms of political communication.

The article departs from the discussion of the sources of the scholar interest in civil society and proceeds to the functional expectations about it. It claims that the concept of civil society, as it is frequently used in scientific and political debates, has specific cultural roots, which makes a trans-cultural analysis difficult or perhaps even impossible. Furthermore, the article addresses three conceptual problems of civil society, namely the issue of what constitutes civil society, its autonomy and impact as well as the challenge of civil society to the state. The central argument of the article is that in order to examine the impact of civil society on governance and democracy, it is recommendable to include three levels of analysis, namely the structure and functions of civil society (including also the possibly negative impact of civil society), the type of state co-existing with civil society as well as the character of the relationship between state and civil society.

This article is about the evolution of the concept of civil society which has been taking place in response to the changing socio-political context. This process can be observed from two different perspectives. On the one hand, the concept is clearly contextual-it is always embedded in the problems of particular times and particular societies. On the other hand, the observed changes have a common vector. This can be seen in the parallel vicissitudes of the concept and its designates-social emancipation in modern times has been turbulent and erratic. One of the main advocates of this perspective is Amartya Sen (2002). This perspective also helps us to view contemporary civil societies as located on the aforementioned vector. This article tries to reconstruct it using a taxonomical analysis of aggregated data from the International Social Survey Programme 2004: Citizenship. The diversity of attitudes and patterns of civil activity in contemporary democracies is certainly multidimensional but the main axis is apparently defined by the post-industrial social formation and post-materialistic orientation

The article provides an analysis of the re-formation of the civic sphere and civil society in the postcommunist environment. Focusing on the widespread tendency to equate civil society with the organized public involvement through non-profit and non-governmental organizations, it points to tensions and conflicts that such equation brings about. It is inspired by an extensive research project, yet it also draws on two distinct theoretical perspectives in particular. Luhmann’s and Alexander’s conceptual schemes serve here to account for the relations between various components of the formation of civic identities after 1989: the specific historical situation and the modern concept of active citizenship, the organizational form of civic associations and symbolic representations of civil society, concrete relationships or organizational practices and the identity of the civic sector.

This article is situated in the humanistic sociology and social anthropology approach. In this approach, civil society is viewed as a society’s style of culture with respect to individual participation in group life based on common moral order. Its objective is to try to determine the extent to which western conceptions of civil society can be transferred to Chinese culture. It also strives to reconstruct civil behaviour patterns in China from a historical perspective. The basic tenet of this article is that, in the course of its evolution, Chinese culture developed various motivation and action patterns which may be the beginnings of a civil engagement. It is possible to formulate such a tenet on the assumption that civil society in contemporary China is largely based on tradition. It is tradition which defines the forms of non-institutional, self-organizing “second society.” One of the consequences of the adoption of this tenet is this article’s focus on analysis of the barriers against, and opportunities for, further development of civil society in contemporary China.

This article strives to assess the condition of the contemporary state. The author thinks that the contemporary state is more powerful than ever in history and that this power is strongly rooted in the wants of its citizens. The recent global economic crisis has legitimized the state even further. Although the contemporary state is increasingly polycentric and its structures are less and less hierarchic and transparent, the identity and integration of the political system are not in danger. The state’s immense power is a serious threat to its citizens and to democracy. The processes of nationalization of societies are stronger than the processes of socialization of states. Hence one of the (widely understood) key problems of theWest is how to preserve citizen autonomy. This autonomy is being increasingly threatened by various state agencies and the welfare state’s typical clientism, which try to control each and every citizen. The usual response to this danger is to call for limitation of the state’s role, for a minimal state, etc. This author thinks that such postulates are unrealistic, because citizens want the state to be a welfare state and because such a state is functional for democracy. The best response to the threat to individual autonomy and to democracy is the republican response: only the politically mobilized people can maintain an elementary level of state socialization and an essential degree of state segmentation, both of which create the necessary space for individual freedom.

In the late 1970s, Stefan Nowak posited the existence of a sociological vacuum in Poland, and his concept became one of the most widely employed in studies of this society. The author of the present article uses an inventory of publications citing Nowak’s perspective to analyse the manner in which this key concept has been implemented in sociological explanations. According to his findings, the idea appears to be most often used in accounts of the 1980s “Solidarność” movement, in reference to civil society and social capital, and in treatments of democracy in Poland. The validity of Nowak’s idea is not usually questioned, and scholars referring to his thesis frequently modify the initial argument by shifting its meaning and ignoring its national identity element. Furthermore, in the analyzed works, the authors point to a sociological vacuum as an obstacle to the desired development of civil society, social capital, and democracy in Poland. This is usually done without deeper theoretical or empirical discussion, and in an essayistic and dramatized fashion. Such an anxiety about the lack of necessary ingredients in Polish society is described as horror vacui-i.e., fear of empty space.

Democratic consolidation is a complex problem area. In this article it is analyzed, first, from the perspective of the concept of support for democracy, originally conceptualized by David Easton and then elaborated by Hans-Dieter Klingemann and Russell Dalton. Second, since democratic institutions and procedures do not operate in a void, the social context of civil society, social engagement and political parties are analyzed. As far as possible, the empirical analyses are conducted according to a complex and ramified theoretical model based on these concepts. Eleven European countries are analyzed including seven established democracies, three of which are historically Catholic countries (Spain, Italy, Ireland). In light of the importance of the communist legacy, the data for Germany are presented separately for western and eastern lands. The data presented in this article are derived from the most recent, publicly accessible research containing comparable information on all 11 countries, with a few minor exceptions.

This article discusses The Self-governing Republic, a programmatic-ideological conception which was part of the “Solidarity” Program accepted at the union’s First Convention in 1981. This conception was rooted in the ideas of the democratic opposition of the nineteen-seventies but it also reflected the pivotal changes in social consciousness which took place in 1980–81. Its main focus were postulates for the development of democratic institutions in all walks of social, political and economic life, postulates concerning the development of participant institutions, and the postulate to lay the moral foundations for democracy (e.g., responsibility of those guilty of communist crimes). This text confronts the programmatic legacy of The Self-governing Republic with its only partial implementation after 1989. The foundations of procedural democracy had been lain by this time but development of themoral foundations for democratic transformation were conspicuously lacking. The institutions of social self-government were only partly developed in the formof territorial self-government and, not without considerable resistance, development of the NGO sector which became the main programmatic successor of “Solidarity’s” legacy. In the nineties those changes which did take place in this sector were mainly the result of grassroots pressure and foreign aid. Since 2001/2002, however, positive institutional improvements have been observed in the vicinity of this sector. These improvements correspond with the sector’s new conditions of functioning following Poland’s accession to the European Union.

In recent years, many Polish cities have become the sites where a new urban movement emerges, shaped in the meeting between the engagement of neighborhood activists around what Mergler (2008) has called a „concrete narrative” of particular space and everyday needs, and the inspiration of internationally connected „norm entrepreneurs” (Finnemore and Sikkink 1998). As part of the movement formation, a number of small groups and local associations have become important in the process of linking local issues to the global dispute over quality of life in urban areas. Although the process is multi-faceted and the involved actors diverse in nature, we claim that it can be described and analyzed by using the recently developed framework of Strategic Action Fields (Fligstein and McAdam 2011, 2012). We illustrate how this new group of civil society actors have become important in the „game of the city” in Poland-thus re-negotiating the public-private divide, which is a crucial part of the urban policy field in-between a retreating city-level public sector and the entrance of corporate actors.

This article synthetically presents the origins and development of civil society in post-1989 Poland. Having reviewed many years of research, the author proposes nine general theses which characterize these processes. 1) Civil society developed in seven basic socio-institutional areas including local communities, informal movements and initiatives, individual civic activity, some parishes and religious groups and the NGO sector. 2) Civil society in Poland is relatively small-scale and concentrated in enclaves. 3) Two major factors contributed to its development: bottom-up (grassroots) citizen activity and foreign support. 4) The Polish elite were a “grand absentee” in this process. 5) In addition to “betrayal by the elite,” other significant barriers to the development of civil society in Poland can also be identified. 6) The civil sector in Poland continues to be a wasted opportunity and potential. 7)After 2000 a specific, pro-developmental institutional change has been observed in the civil society area but has not yet produced positive effects. 8) Following the EU accession in 2004, partial “Europeanization” of civil society took place in Poland but its impact on the civil sector has been equivocal, at least so far. 9) Development of civil structures is essential for the normal functioning of democracy (at least in Polish conditions): civil society, based on the unique capacity to develop secondary groups, cannot be substituted in this role by quasi-civic, primary attachments and structures.
