Opis:: In this paper the operation costs of the municipal water treatment plant in the biggest Polish town in Podlaskie province was analyzed. Capacity of this WTF is 600 m3/h. Water treatment processes are primarily focused on removal of iron, mangnese and turbidity and disinfection by UV rays. Water is taken by 19 wells and then it is oxygenated. From aerators water is addressed to ten filters, which filter water at a speed of 8.5 m/h. The analysis of the operation costs of the municipal water treatment plant was carried out by a method of testing and interpretation of the materials provided by the Water and Sewerage Company in a big town in the Podlaskie Province. It was established that, groundwater treatment plant operation costs, carried out in 2010–2012, showed the highest share of depreciation and remuneration costs.

Opis:: Prawo Unii Europejskiej i Polski formułuje dwie podstawowe zasady odnoszące się do usług wodociągowo-kanalizacyjnych, czyli zasadę zwrotu kosztów usług wodnych i powiązaną z nią zasadę eliminacji subsydiowania skrośnego. W Polsce usługa uzdatniania i dystrybucji wody świadczona jest w ten sam sposób dla wszystkich usługobiorców. Inaczej jest w odniesieniu do oczyszczania ścieków. Ścieki z gospodarstw domowych mają inny skład i stężenie zanieczyszczeń niż ścieki z zakładów przemysłowych, dlatego też koszty ich oczyszczania kształtują się na innym poziomie. Jednak przedsiębiorstwa wodociągowo-kanalizacyjne ustalają bardzo często jedną cenę dla wszystkich taryfowych grup odbiorców, stanowiącą średni koszt oczyszczania ścieków. W artykule zaprezentowano zatem rodzaje subsydiowania skrośnego w usługach wodnych oraz przykładowa procedurę eliminacji subsydiowania skrośnego w odniesieniu do grup odbiorców usługi odprowadzania i oczyszczania ścieków.
In law of the European Union and Polish were formulated two basic principles relating to water supply and sewerage services, the principle of cost recovery of water services and the principle of cross-subsidization elimination. In Poland, the service of water treatment and distribution is provided in the same way for all customers. The situation is different with regard to the wastewater treatment. Wastewater from households have a different composition and concentration of pollutants than wastewater from industrial plants, and therefore the cost of their treatment are at a different level. However, water supply and sewage companies often set one price for all audiences tariff, representing the average cost of wastewater treatment. This paper presents the types of cross-subsidization of waster services and a procedure for the elimination of cross-subsidies for customers of sewage collection and treatment services.

Opis:: The aim of the paper is to present the conducted analyses of pre-feasibility study of different approaches for wastewater management in a settlement of 180 persons. In the assessment both technical and economic aspects were analyzed. The costs were calculated for three different and, at the same time, most popular as well as possible technical solutions like: (i) construction of local wastewater treatment plant with gravitational and pressurized networks, (ii) construction of single family wastewater treatment plants, (iii) construction of sealed septic tanks. Carried out analyses of investment and maintenance costs revealed that at the stage of construction the most expensive is local sewer network with treatment plant, while the construction of a single family treatment plant has similar cost regardless of the technology used. When the long term operation and investment cost are accounted the most economical reasonable solution is the application of wetland treatment for household wastewater treatment.

Opis:: W wielu gminach wiejskich budowa systemu odprowadzania i oczyszczania ścieków wciąż jest aktualnym i ważnym problemem gospodarki wodno-ściekowej. Poza gromadzeniem ścieków w zbiorniku bezodpływowym rozwiązaniem oczyszczania ścieków z budynków indywidualnych pozbawionych dostępu do sieci kanalizacyjnej jest budowa przydomowych oczyszczalni ścieków. Budowa przydomowych oczyszczalni ścieków stawia przed gminami oraz ich potencjalnymi inwestorami szereg wyzwań, dlatego warto przeanalizować ich funkcjonowanie oraz dokonać oceny już istniejących obiektów, tak aby w przyszłości były wybierane systemy sprawdzone w praktyce o wysokiej skuteczności działania oraz prostej i niezawodnej eksploatacji. W pracy dokonano oceny kryteriów wyboru przyjmowanego rozwiązania technicznego i funkcjonowania przydomowych oczyszczalni ścieków.
In many rural communities the building of sewage collection and treatment system is still current and important problem of water and wastewater management. Besides the collection of sewage in the septic tank, the solution for wastewater treatment from individual buildings without access to sewerage system is the construction of household sewage treatment plants. Construction of household sewage treatment plant poses a number of challenges for municipalities and potential investors. The existing plants should be analyzed, so that in the future the selected systems would be characterized by high performance, simple operation and reliable exploitation. In the paper, the assessment of selection criteria of adopted technical solution and the functioning of household sewage treatment plants is carried out.
