This article addresses some aspects of the functioning of the concept of ‘citizen’ in the political discourse of the Polish-Lithuanian Commonwealth in the latter half of the eighteenth century. In the dominant nobility’s discourse, the concept gained a strictly defined meaning: a citizen was, namely, a person entitled to wield or exercise political power in the state. In the estate society realities, it actually boiled down to mutual identification of two concepts: ‘citizen’ and ‘nobleman’. The bourgeois conception of citizenship took shape in confrontation with such understanding of the idea, formulated and propagated by Protestant townsmen – mainly by Wawrzyniec Mitzler de Kolof and Michał Gröll, book traders, printers and publishers from Saxony. They derived the meaning of ‘citizen’ from ‘resident’. In such a concept, the term extended to all the inhabitants of Poland-Lithuania – apart from the nobility, it included, also the townspeople and the peasantry. In this context, of relevance are the changes in the meaning of the German term Bürger (burgher, citizen of the state), which influenced Polish political discourse. This leads to the conclusion that the latter half of the eighteenth century saw the idea of citizenship in its modern meaning.

On the Old Believers in Ukraine in the eighteenth century (Summary)The article offers the analysis of the structure and size of the households of the Old Believers living in the vicinity of Żytomierz in Ukraine in the eighteenth century. The Old Believers form a denomination that carved itself off from the Russian Orthodox Church in the latter half of the seventeenth century. The population census of 1795 serves as the basis of the analysis carried out in the paper. The households of the Old Believers were usually made up of 7.3 persons, with 6.5 persons forming the host’s own family. The majority of the families of the Old Believers were nuclear in their structure. Worthy of note is also a patriarchal character of the presence of adult relatives in these households. Among the host’s adult relatives who stayed in his household were, in the main, either his married brothers or his married sons. The vast majority of the farms owned by the Old Believers were thus inherited by male successors.

The political discourse in the Polish-Lithuanian Commonwealth changed deeply in the second half of the eighteenth century. New concepts, terms and notions were integrated into it, some of them drawn from the vocabularies of Western philosophers. The article tries to answer the question what these concepts or notions were, and how their adaptation informed the language itself and the descriptions of the political world and political-system projects formulated in it. Based on the analysis of theoretical treatises as well as writings produced as part of current political debate of the years 1764–92, the author seeks to demonstrate the ways in which the political disputants of King Stanislaus Augustus’s time endeavoured to face the state’s crisis through introducing new words and ideas, and in which the language was adapting to the challenges of the changing socio-political situation. She argues that the concepts which appeared in the last quarter of the century in the Polish political language were fundamental to the description and view of the world – to the extent that a breakthrough in Polish discussion on society and state is identifiable along these lines.

It may seem that we know a lot about the elections and coronations of Roman kings and emperors in the seventeenth and eighteenth centuries, and this also applies to the one of 1745, when Francis I Stephen became emperor. However, very little attention has been paid to the electoral delegations, their tasks, and their role in the pre-election negotiations. This article will therefore analyse the instructions issued by Queen Maria Theresa of Bohemia, who did not personally come to Frankfurt am Main for the election, to her diplomats. The analysis will then be supplemented by additional sources from the National Archives in Prague, where the reports of the delegation and other sources have been preserved. The election of 1745 is thoroughly compared with the elections of 1657–58 (Leopold I), 1711 (Charles VI), and 1742 (Charles VII). The author shows who made up the Bohemian delegation and how some of these diplomats’ tasks changed over time. Although the delegation of three noblemen – Counts Wurmbrand and Khevehüller, and Baron Hilleprand – had mainly ceremonial tasks, its role was also crucial in the actual negotiations, both on the very day of the election, then when it represented the Queen in the cathedral, and finally in conclave vote and when it was given other tasks (such as organising the celebratory banquet, illuminating the houses, etc.). It is evident that the delegation helped Queen Maria Theresa and her family regain possession of the imperial title.

The life and work of executioners in Ducal (Brandenburg) Prussia in the early modern period have not yet been thoroughly studied. The article presents one of them, who held his post in Königsberg in the first half of the eighteenth century. His wife assisted him actively in running his office.

The article looks into the participation of the bishop ordinary of the diocese of Vilnius, Kazimierz Konstanty Brzostowski, and his suffragan, Maciej Józef Ancuta, in Lithuanian politics of the period between 1709 and 1717. The study has been based on the letters written by the bishops to the Lithuanian chancellor. It examines the bishops’ attitude towards Russian contributions, the taxation of Church estates, the arbitrary contributions raised by the Lithuanian army, the introduction of Saxon troops in 1713, the reaction to the king’s policies, and the attitude towards the nationwide uprising against the Saxon troops known as the confederations of Tarnogród and Vilnius. Finally, the bishops’ opinion on Russian mediation and the notorious Silent Sejm, where it was agreed that the liberum veto would be invalid. The bishops of the diocese of Vilnius were rather indifferent to the internal problems of Lithuania. They defended the immunity of the Church estates and disapproved of the introduction of Saxon troops. However, when the confederations were formed, they tried to manoeuvre between the noble and royal camps, not wanting to ruin their reputation on either side. The bishops often spoke on behalf of the diocesan clergy. Therefore, their adopted posture was often the expression of the opinion of the whole diocese’s clergy.

The ‘Tumult of Toruń’ of 1724, which resulted in the sentencing to death of the mayor and a dozen or so townsmen (the so-called ‘bloodbath’ or ‘bloody court’), brought about a veritable deluge of publications. It has become widely accepted in literature that these writings fundamentally impacted the development in Western public opinion of the notion that eighteenth-century Poland was an intolerant country. In 1767–71, Voltaire placed his pen at the service of the Russian empress, and his propaganda texts provided support for the diplomatic and military offensive of the court of Saint Petersburg in Poland. One of the more significant themes that appeared in the papers commissioned by the Russians and also in the philosopher’s correspondence was that of the ‘Tumult of Toruń’ of July 1724 and the death sentences that were passed against the city’s mayor and a dozen or so townspeople.

This article seeks to interpret the dispute between Christian and Jewish merchants that took place in Breslau (today, Wrocław in Poland) in the first half of the nineteenth century. The dispute arose in the eighteenth century and severely deepened after the reforms designed by Heinrich Friedrich Karl vom und zum Stein and Karl August von Hardenberg were being introduced in Prussia since 1807. Among other aspects, the conflict revolved around the rapid development of the local Jewish religious community and the fast expansion of its steam-gathering economic elite. The development of Silesian trade, with an enormous role of Jews in it, was accompanied by continuous attempts at regaining the Eastern markets, partly lost after Prussia annexed Silesia in 1740 as well as resulting from the decisions of the 1815 Vienna Congress. In order to restore Breslau as an intermediary in trade between the West and the East and make it an important stock-exchange hub, collective action was a must. However, conflicts between merchants of different religions, including keeping the Jewish merchants off the local exchange, obstructed the design. The dispute was partly averted when a Chamber of Commerce was set up in Breslau in 1849. However, only the gradual quitting by the Christian merchants, members of the merchant corporation, of their privileged position in the organisation of local trade gave way to a compromise. The construction in 1864–7 of a common ‘exchange’ can be perceived as epitomising the completion of a centuries-long dispute. The monumental edifice, the largest and the showiest of all exchange buildings east of Berlin at the time, testified to high aspirations of Breslavian economic circles and their keen willingness to develop trading business far beyond the then-frontier of the state.

Prezentowany artykuł przybliża genezę administracji lokalnej w Wielkim Księstwie Litewskim i jest przedstawieniem propozycji badawczych. Zgromadzony materiał sygnalizuje złożony charakter uwarunkowań procesu jej kształtowania. Aukcja wojska oraz związane z nią poważne wyzwania budżetowe skutkowały poszukiwaniem skutecznych sposobów realizacji bieżącej polityki państwa. Swoją strukturą organizacyjną komisje porządkowe przypominały model łączący rozwiązania rodzimych urządzeń ustrojowych z cechami nowożytnej organizacji administracji. The article presents both the problem of genesis of the local administration in the Grand Duchy of Lithuania in 1789 and postulates for further research. The archival sources make it possible to reveal the complexity of the process of its establishment. The increased number of troops caused serious strains on the state budget and this led to a search for effective ways of implementing the current state policy. The structures of civil-military commissions of order resembled the model combining a native system of governmental authorities with some features of modern administration.

Nasilająca się ze strony Rosji presja osadnicza na południową granicę Rzeczypospolitej, a wraz z nią próby zajęcia kompleksów leśnych należących do Ksawerego i Michała Lubomirskich celem wykorzystania ich jako źródło surowca do rozbudowy Chersonia, wywołały konflikt trwający od połowy 1778 r. Jego kulminacją było zajęcie lasu Nerubaj w marcu 1780 r. Dopiero wówczas Katarzyna II, która zgodziła się na powołanie komisji delimitacyjnej już w 1779 r., nominowała rosyjskich komisarzy i mogło dojść do rozpoczęcia prac wspólnej polsko-rosyjskiej komisji, zakończonych podpisaniem aktu rozgraniczenia w styczniu 1781 r.
The increasing pressure of Russian settlement on the southern border of the Commonwealth, together with its attempts to seize the forest complexes belonging to Ksawery and Michał Lubomirskis to use them as a source of raw material for the expansion of Kherson, in mid-1778 triggered a conflict. It culminated in the seizure of the Nerubaj forest in March 1780. Only then did Empress Catherina II nominate Russian commissioners, even though she agreed to establish a delimitation commission already in 1779. This made it possible for the joint Polish-Russian commission to begin its work which ended with the signing of the demarcation act in January 1781.

Celem artykułu jest ukazanie zagadnienia finansowania chorągwi policyjnej samorządu sejmikowego województw poznańskiego oraz kaliskiego, funkcjonującej w latach 1734–1767, z podatków czopowego i szelężnego. Podstawą tych rozważań będą głównie znakomicie zachowane materiały skarbowe z archiwum Komisji Skarbowej Poznańskiej (asygnacje, kwity, rejestry i rozliczenia), stanowiące ewenement na tle innych skarbów sejmikowych w skali całej Rzeczypospolitej. Dzięki ich analizie udało się uzyskać istotne informacje o tym, jak zarządzano lokalnymi finansami, w jakim czasie chorągiew otrzymywała fundusze oraz jak ówczesna sytuacja polityczno-gospodarcza województw wpływała na jej losy. Należy podkreślić, że w dotychczasowych badaniach nad finansowaniem tzw. wojsk powiatowych właściwe niespotykana była możliwość tak pogłębionych badań.
The article aims to present the financing of the police unit (called in Polish: chorągiew) of the sejmik authorities in the provinces of Poznań and Kalisz. The squadron operated between 1734 and 1767 and was financed by the taxes on the sale and service of alcoholic beverages (the first one called in Polish czopowe and the second szelężne). These reflections are based mainly on excellently preserved treasury sources from the archives of the Poznań Treasury Commission (assignations, receipts, registers, and accounts), which are unique compared to other sejmik treasuries throughout the whole Commonwealth. Their analysis made it possible to obtain important information on how local finances were managed, when the police unit received funds, and how the political and economic situation in the provinces affected its fate. It should be emphasised that such thorough research on financing the so-called ‘county armies’ has not been possible before.
