The main aim of the research has been to characterise changes the urban functional areas in Poland over 2002–2017 period. The research was based on J.W. Webb’s population development types method enabling to identify links between natural growth and the migration net. A wider analysis concerned components of real increase which, through feedback, influenced level and population dynamics in these areas. Results of the study showed the diversity of demographic processes within Polish urban functional areas as well as in their cores, which will shape different processes in those areas in the future.

Opis:
JESSICA initiative as a financial engineering instrument was introduced to enhance and accelerate investments in disadvantaged urban areas. The novel aspect of JESSICA is that this instrument should not only support and promote sustainable urban development but also provide incentives that lower risk capital investments and consequently allow to overcome existing market failures. Thus, the paper aims to identify whether JESSICA projects have contributed to generating positive market effects, as well as to indicate the factors that were most responsible for the occurrence of these phenomena. The results show that 75% out of all projects generated positive market effects in form of new jobs, services or products. The generation of revenues by particular project was the most influential factor determining the capacity of a given project to create positive markets effects.

Opis:
The basic resource of urban planning is space, which as a result of transformation has a direct impact on socio-economic development and quality of life. The author’s purpose was to define planning solutions for urban spatial policy, which can raise the quality of living, especially in the residential environment. In connection with the above, the literature of the subject was analysed and examples of good spatial policy and urban development in the living environment were shown. Particular attention was paid to the planning solutions in Paris and Vienna, as well as to the examples of the new living environment creation in some Scandinavian cities.

Miasta są centrami rozwoju społeczno-gospodarczego – miejscami koncentracji potencjału gospodarczego i innowacji oraz ośrodkami usług świadczonych na rzecz społeczności lokalnej. Są przede wszystkim „tworem” społecznym, efektem aktywności i kreatywności ich obywateli, relacji międzyludzkich oraz pochodną wspólnej tradycji i kultury. Zarówno w okresie rozkwitu, jak i kryzysu w istotny sposób determinują rozwój regionu czy kraju. Miasta i ich kondycja są dziś w centrum uwagi i zainteresowań różnorodnych instytucji i organizacji. Zarówno w obszarze badań naukowych, jak i praktycznych działań oraz politycznych inicjatyw, miasto jest definiowane i opisywane przez pryzmat koncepcji zrównoważonego rozwoju. Karta Lipska [2007] wyznaczającą ścieżkę zrównoważonego rozwoju miast jako główne priorytety wskazuje dobrobyt gospodarczy, równowagę społeczną i zdrowe środowisko. Istotą zrównoważonego rozwoju miast jest zatem integracja i synchronizacja działań wokół kluczowych obszarów, takich jak: jakość życia, gospodarka innowacyjna „oparta na wiedzy” i niskoemisyjna, zasobooszczędne gospodarowanie oraz adaptacja do zmian klimatu. Zrównoważony, inteligentny i partycypacyjny rozwój ma być kluczem do sukcesu w ich rozwoju. Wyzwania te wymagają innowacyjnych rozwiązań w wymiarze gospodarczym, społecznym, przyrodniczym i instytucjonalnym. Dlatego na znaczeniu zyskuje nowoczesne i kompleksowe podejście do planowania i zarządzania rozwojem miast, szczególnie w kontekście powiązań i relacji między sferą przyrodniczą, społeczną i gospodarczą.
Complexity and diversity of cities and their functional areas, facing socio-economic changes and ecological problems, become a great challenge for planning and management of their development. Developing awareness and responsibility of urban society and professionalization of personnel managing present cities, in particular in the context of resource-efficient management, development of high quality life, innovative and low-emission economy and social participation, is crucial. The aim of the article is the identification of needs and expectations in the scope of education for the sake of urban sustainable development. The article focuses on current problems of the development of education process at universities, particularly in the context of multi-agent co-operation and practical education profile. It discusses the needs and indicates recommendations in the scope of education for the sake of sustainable development of cities. It presents the ways of the development and frames of practical functioning of the education programme Economics of a Sustainable City – a new and innovative didactic offer that responds to the needs of labour market.

Urban issues got into the mainstream of policy discussions lately. It is due to cities being both growth engines and spots of emerging challenges. International organisations and state authorities are in search for their urban policies. The same refers to regional authorities who need to position themselves towards metropolitan and urban areas. The paper aims at disseminating the methodological approach to identifi cation and set up of the regional urban policy. The proposed method was applied to the Polish Region Silesia (Śląskie). Findings for this area are presented in the paper.

Artykuł niniejszy jest kontynuacją wcześniejszej publikacji autora, poświęconej urbanizacji Małopolski pod rządami Bolesława Wstydliwego (Krasnowolski, 2004–2005, s. 36–37, 38–39). Zarazem jest to rozwinięcie tematu obszernej pracy autora sprzed kilkunastu lat (Krasnowolski, 2004) . Omawiany okres zamyka się zasadniczo w ćwierćwieczu, w latach 1279–1306. Pierwsza z tych dat to początek panowania Leszka Czarnego jako następcy Bolesława Wstydliwego, druga - zajęcie Krakowa przez Władysława Łokietka, konkurującego skutecznie z władcami Czech, wykorzystującego śmierć Wacława III (Wyrozumski, 1992, s. 200–201). Ówczesną urbanizację uznać można za kontynuowanie polityki miejskiej Bolesława Wstydliwego, przy nieco mniejszej dynamice działań, co wynikało z niestabilności politycznej.
The article follows on an earlier publication by the author devoted to the urban development of Małopolska under Boleslaus the Modest (Krasnowolski, 2004–2005, pp. 36–37, 38–39). At the same time, it expands the subject discussed by the author in another work several years ago (Krasnowolski, 2004). The period in question was actually a quarter of a century from 1279 to 1306. The first of these dates marks the start of the reign of Leszek the Black (Leszek Czarny), successor to Boleslaus the Modest (Bolesław Wstydliwy), and the latter - capture of Kraków by Ladislaus the Elbow–High (Władysława Łokietka), efficiently competing with the rulers of Bohemia and exploiting the death of Wenceslaus III of Bohemia (Wyrozumski, 1992, pp. 200–201). Urban development from the time can be considered continuation of the urban development policy of Boleslaus the Modest, yet at a lower dynamic, due to political instability

Contemporary transformations of urban and metropolitan structures are associated with many different issues and can become a subject of interdisciplinary research. The purpose of this article is to discuss some of these related to the problem of shaping urban structures of the Polish cities in the light of the sustainable development paradigm principles. As the starting point for these considerations the factors deciding about the transformation of the contemporary city were adopted. As the background of these the theory of the urban development cycle – described by Klaasen – was used. On this basis the key processes and challenges associated with metropolization and reurbanization of cities were presented. In result of these considerations the final conclusions, associated with the need of elaboration and implementation of the compact city policy (as the exemplifi cation of the need of saving undeveloped spaces as the “rare good”), were elaborated.

The article analyzes various aspects of the actions taken by participants involved in the process of a spatial change. Such a process is described as a game about space or a game in the space. Different terminology is presented, in particular the meaning of: spatial order, regional studies, eco-development, sustainable development. Different forms of the game are analyzed: space as a theater, as a casino, as an area of conflict. The paper addresses also the question on the role of the game planner in defining its rules and mechanisms.

Opis:
The phenomenon of the metropolization belongs to the most important development processes in the contemporary world. It can be observed also in the Cracow Urban Functional Area. The cohesion policy of the European Union renders assistance to Polish cities in order to strengthen their capabilities to deal with that phenomenon. The relevant new development instrument is the Integrated Territorial Investment, implemented in the current programming period of the EU. The present paper is an example of the on-going participant observation, related to the author’s contribution in the preparation of the Cracow Development Strategy and also of the Strategy of Integrated Territorial Investment for the Cracow Urban Functional Area. The conclusions describe the current understanding of the development processes in big Polish cities in the context of the metropolization.

The article presents an analysis of the urban policy being implemented in the Mazovian Region. The actions addressed to urban areas are analyzed retrospectively and prospectively in the context of the key Mazovian strategic and implementation documents. There follows a characteristic of the mechanisms and solutions of particular importance to the future of urban policy in Mazovia. Finally, recommendations concerning the development of the Mazovian Region are presented, with special focus on the development of urban areas. The recommendations are based on the analyses and studies conducted within the Development Trends of Mazovia project.
