- The aim of this article is to determine the size of the effect on the development of Polish metropolises and large cities imposed by the decision on conditions for construction and land management as well as local spatial management plans. This aim was achieved by:– verification of spatial policy pursued by the largest Polish cities– description of conditions which authorities of Polish cities take into consideration while conducting a particular spatial policy.The article mainly analyses the ways of pursuing spatial policy at a city level, which primarily comes down to the analysis of urban plans records and shape of decision on conditions for construction and land management as well as opinions of the representatives of the municipalities. As a result of on-going research a hypothesis have been placed: the decision on conditions for construction and land management negatively influences the city’s spatial order.
