Opis:
Transport safety is the primary standard in the functioning of transport systems. Most of all, it is true in the case of passenger transport systems. This article introduces classification of transport systems into land transport systems (road and rail) as well as land and water transport systems (inland and sea), depending on the type of environment in which these systems carry out their tasks. Such systems fall under the class of social engineering systems of the Man – Technological Object – Environment (M – TO – E) type. Such systems are influenced by forcing factors, leading to changes in their states. Such factors may be divided into operational, outside and anthropotechnical and they influence the system on various levels, including degradation of the degree of its safety. The article attempts to evaluate the safety of the operation of transport systems on the basis of the evaluation of the safety of the transport process carried out over a defined time interval Δt. The evaluation of the safety of the carried out transport process was prepared on the basis of a set of calculated index values determined depending on the type of transport. The article presents the principles of the construction of the model of evaluation of the safety of the operation of the transport system on the basis of the evaluation of the safety of the transport process carried out by the system.
Bezpieczeństwo jest priorytetowym kryterium funkcjonowania systemów transportowych. Dotyczy to w szczególności systemów transportu pasażerskiego. W pracy dokonano szczegółowej klasyfikacji systemów transportowych. Systemy tego typu należą do klasy systemów socjotechnicznych (C – OT - O), Człowiek – Obiekt Techniczny – Otoczenie. Bezpieczeństwo tych systemów uzależnione jest od niepożądanych oddziaływań ludzi usytuowanych w systemie i jego otoczeniu, niepożądanych oddziaływań obiektu technicznego oraz niepożądanych oddziaływań otoczenia. W pracy podjęto próbę oceny bezpieczeństwa działania systemów transportowych na podstawie oceny zrealizowanego procesu transportowego w określonym przedziale czasowym Δt. Artykuł przedstawia zasadę budowy modelu oceny bezpieczeństwa funkcjonowania systemu transportowego, na podstawie oceny bezpieczeństwa procesu transportu realizowanego za pomocą systemu.

The paper presents some information on a concept of the safety management method of the complex airborne and seaborne technical objects. First of all the differences in safety management in both the seaborne transportation and airborne transportation are introduced. Then the safety system which may be applied for the complex technical objects is described. Next the method for safety assessment of the complex technical airborne and seaborne objects based on the risk assessment is presented. Then the chosen elements of the risk model are described. In the final part of paper the proposed method of safety management of the complex technical objects devoted to the seaborne and airborne applications is introduced. Finally the conclusions are given.
W artykule przedstawiono wybrane informacje na temat koncepcji metody zarządzania bezpieczeństwem złożonych obiektów technicznych powietrznych i morskich. W pierwszej części artykułu omówiono różnice dotyczące zarządzania bezpieczeństwem w transporcie lotniczym i morskim. Następnie przedstawiono system bezpieczeństwa, który można zastosować w przypadku złożonych obiektów technicznych. Potem opisano metodę oceny bezpieczeństwa złożonych obiektów technicznych opartą na ocenie ryzyka. Z kolei opisano wybrane elementy proponowanego modelu ryzyka. W końcowej części artykułu przedstawiono proponowaną metodę zarządzania bezpieczeństwem złożonych obiektów technicznych, ukierunkowaną na zastosowania w transporcie lotniczym i morskim. Na zakończenie podano wnioski wynikające z dotychczasowych badań.

Opis:
A microsimulation approach was carried out in this paper to evaluate the safety performance of turbo roundabouts in which the "CAVs" of connected autonomous vehicles are mixed with the "CVs" of conventional vehicles the research aims to evaluate the advantages in terms of safety and performance of turbo roundabouts. The paper shall also lead to describe the methodological path followed to build VISSIM models of turbo roundabout changing O_D matrix as real case applications, to calibrate the simulation models, and to estimate the potential conflicts when the percentages of CAVs are introduced into the traffic mix. The results, in accordance with the existing bibliography, have shown that the safety levels and the parameters that determine an improvement in the service level in a turbo roundabouts are significantly influenced not only by the geometric characteristics, but also by the distribution of vehicular flows. Therefore, it follows that in absence of crash data including CAVs, the surrogate measures of safety must be considered a strong approach to evaluate the safety performance of a roundabout so far, any road entity.

This paper established a radio-frequency electrode model and human head modelused in RF cosmetic instruments. The distribution of electric field strength, a specific absorption rate (SAR), and temperature distribution in the human brain at 1 MHz and 6 MHz were studied and the results compared with the International Commission on Non-ionizing Radiation Protection (ICNIRP) guidelines. The results showed that under those two frequencies the maximum value of electric field strength in the human brain was 1.52 V/mand it was about 5.4% of the ICNIRP basic restrictions, the maximum SAR in human brain was about 2.21×10−3W/kg, which was far less than 2 W/kg of ICNIRP basic restrictions, the maximum temperature of the human brain was 37.6 located in the wounded skin, which was the same as the normal temperature 37. Since all the results were within the ICNIRP basic restrictions, the electromagnetic exposure generated by the RF cosmetic electrode will not pose a threat to the human health.

Opis:
The Dez dam was commissioned in 1963 and since sediments accumulated in the reservoir up to an elevation of approximately 15m below the intake of the power tunnel. One of the possible measures to improve operation of the reservoir is by heightening of the existing dam. This paper describes the conducted procedure for static and thermal calibration of this 203m dam in Iran based on micro geodesies measurements. Also the nonlinear response of existing dam is investigated under maximum credible earthquake ground motions considering joint behavior and mass concrete cracking and safety of dam is evaluated for possible heightening. For thermal calibration of provided numerical model, transient thermal analysis was conducted and results were compared with thermometers records installed in central block. In addition, for static calibration; thermal distribution within dam body, dam self weight, hydrostatic pressure and silt load applied on the 3D finite element model of dam-reservoir-foundation were considered. Results show that the distribution of stresses will be critical within dam for heightening case under seismic loads in MCL.

Opis:
Driving speed is an important risk factor, especially when negotiating horizontal curves. Therefore it may be useful in extracting surrogate measures to proactively safety assessment, a practice consistent with a current shift towards a Safe System approach to addressing road trauma. Review of previous literature indicated two categories of studies: (1) studies focusing on a safe driving perspective, i.e. studies primarily interested in finding the cut-off point in FCD data characteristics between safe and unsafe driving; (2) studies focusing on relating meaningful risk rates (percentages of exceeding the risk thresholds) to specific locations, and thus identify safety critical sites. However, no study was found that specifically focused on the relationship between kinematic characteristics (other than just speed) and road curves. The presented study focused on exploring the relationship between acceleration and jerk thresholds and crashes occurring on road curves. The first objective was to determine meaningful acceleration and jerk thresholds to utilize in explaining safety performance when negotiating curves. For this purpose floating car data (FCD) from a fleet of company vehicles, driving in rural sections of national roads in the Czech Republic, was collected and used to derive and validate potential surrogate safety measures. FCD presents in-vehicle information with several benefits compared to traditional techniques, such as feasibility of data collection, relatively unlimited spatial coverage, and availability of historical data. In the analysis, lateral acceleration and longitudinal jerk were found to be the most influential measures of curve safety performance. To sum up, the exploratory study outlined a practical approach to proactive evaluation of road curve safety: FCD data can generate useful surrogate measures of curve safety (acceleration and jerks) associated with crash history. A larger study is required to strengthen robustness of the results and provide confidence necessary for practical application. Potential use cases may include conducting interim evaluations of curve road safety treatments, or in-vehicle monitoring devices for detection of potentially unsafe manoeuvers and providing real-time feedback to drivers based on a combination of identified safety thresholds.
