    For many years, the Polish Academy of Sciences has been undertaking activities aimed at increasing the international importance of Polish scientific research by establishing cooperation with international scientific institutions and supporting the participation of Polish scientists in international research programs. Currently, the Polish Academy of Sciences has six scientific centers abroad – in Paris, Rome, Vienna, Berlin, Brussels and Kiev. These institutions have different origins. The oldest ones, in Rome and Paris, continue the tradition of Polish emigration from the 19th century. These traditions are also referred to by the much younger station in Vienna, which to some extent has continued the activities of Polish diaspora organizations operating in this area since the beginning of the 20th century. The centers in Berlin and Kiev are relatively young. The first was established in 1996 as the Representation of the German Academic Exchange Service and transformed in 2006 into the Historical Research Center of the Polish Academy of Sciences in Berlin. The youngest of the centers has been operating in Kiev since 2013 under the name of the Representation “Polish Academy of Sciences” in Kiev. The Office for the Promotion of Science PolSCA in Brussels, established in 2006, has a different character. Due to its location, the specificity of this facility consists in developing scientific and scientific-technical cooperation through the promotion and expert support of Polish partners in the framework programs of the European Union. The activities of these institutions emphasize the presence of science, culture and intellectual achievements of Poland in the European research area, which is important for building the image of our country abroad. The Polish Academy of Sciences scientific centers are therefore a kind of scientific attaché of the Republic of Poland, the more so as Polish embassies in these six countries do not have such an attaché. The article analyzes the administrative, financial and legal conditions of the station's operation and the expectations towards their substantive activity from the point of view of the Academy's management.

    Analiza działalności naukowej w zakresie gospodarki przestrzennej na Uniwersytecie im. Adama Mickiewicza w Poznaniu zostanie przedstawiona w ujęciu czterech grup problemowych: 1) Instytutcjonalno-organizacyjne uwarunkowania badań naukowych. 2) Problematyka badań, najważniejsze projekty badawcze i współpraca międzynarodowa. 3) Aplikacyjny wymiar badań naukowych. 4) Integracja badań naukowych, dydaktyki i praktyki. Ze względu na ograniczoną objętość opracowania analiza obejmuje jedynie najważniejsze – w przekonaniu autora – uwarunkowania i kierunki badań, odzwierciedlające specyfikę ośrodka.     The goal of this article is to present the scientific output of the Institute of Socio-Economic Geography and Spatial Management of Adam Mickiewicz University in Poznań in the field of spatial management. It was put into four problem groups: 1. Institutional-organisational determinants of the research. 2. Research problems, major research projects and international co-operation. 3. Application-related aspect of the research. 4. Integration of the research, didactics and practice. Special attention is paid to the research fields best developed in the Poznań centre, i.e. the theoretical and methodological foundations of spatial management, problems in regional and local development, cities and metropolitan areas, and rural development. Also presented are major research projects, including international ones (ACRE, STAREBEI, COMMIN+, CIRES, and RURACTION). Selected examples are used to highlight the synergy effect resulting from the integration of the research, didactics and practice.

    This study presents an analysis of the unprecedented growth of international research collaboration in Europe in terms of distribution of co-authorship and citation of globally indexed publications over the last decade (2009–2018). The dynamics of change that emerge from this analysis are as follows: the increasing level of international cooperation is drawing key European systems away from institutional cooperation, with stable and strong national cooperation. National scientific output, i.e. the total number of publications, remains stable, and the entire increase in the number of publications over the period should be attributed to international co-authorship publications, which are the only driving force behind the increase in the number of publications in Europe. Due to the emergence of global networked science, in which the role of national policies in cooperation is decreasing and the role of scientists is growing, the key to the development of cooperation in Europe (and in Poland) is the readiness of individual scientists to undertake international cooperation. Researchers cooperate internationally when it is profitable for them in terms of academic prestige, scientific recognition and access to research funding, which is suggested by the three models proposed here (the model of credibility cycle in science, the model of prestige maximization and the model of global science). The total number of analyzed articles indexed in the Scopus database was 5.5 million, including 2.2 million articles written in international cooperation.

    The article is intended to be an appendix to an earlier discussion on the activi- ties of the foreign scientific centres of the Polish Academy of Sciences (“Nauka” 4/2020 and 2/2021). It presents another case study, namely the centre situated in Rome – one of the eldest Polish centres abroad – its historical background and heritage as well as its recent activities. It points out also some actual present problems and challenges in order to stimulate a broader debate on how the PAS foreign centres could be better used to promote and disseminate the achieve- ments of Polish researchers.

    Through this article, the current director of the PolSCA Office in Brussels (Dr. Tomasz Poprawka) and former director of the PAS Scientific Center in Paris (Dr. Kamil Szafrański) share their reflections and thus contribute to the dis- cussion on the functioning and role of foreign centers of the Polish Academy of Sciences. In response to the article co-authored by the former directors of the PAS stations in Vienna, Paris and Brussels – in which they initiated the debate – the authors present their own perspective on a vision of the balanced operation of the stations in three key areas: the action plan, administrative support and communication. Having in mind an effective operation of the PAS centers abroad, the authors wish to share their ideas, based on the experience to date. These include strengthening of the stations in the future, taking up new challenges and searching for innovative solutions for their continuous development, thus meaningfully contributing to the promotion of Polish science abroad. At the same time, the authors declare their willingness to take part in further discussions on the role and operationality of the Academy’s scientific centers abroad. This pub- lication consists of the following elements: introduction, discussion of issues related to science diplomacy, lobbying and advocacy of interests, analysis of administrative issues, an outline of aspects of internal communication and ex- ternal dissemination, and a summary.

Region Ameryki Łacińskiej ma obecnie najwyższy na świecie współczynnik Giniego i dzięki specjalnym działaniom podejmowanym przez Unię Europejską a skierowanym do ubogich państw regionu, kwestia spójności społecznej stała się osią wzajemnych relacji. Artykuł skupia się na analizie aktów prawnych Unii Europejskiej oraz porozumień zawartych pomiędzy Unią Europejską a Ameryką Łacińską i Karaibami od 1999 r. Programy finansowane przez Unię Europejską są rozpatrywane w kontekście ważnych kwestii społecznych.
    The article sets out to unravel the overall picture, describe and analyze recent developments in the EU-Latin America development cooperation focusing on social issues. The region has the highest Gini coefficient worldwide and due to EU’s special attention to deprived regions in the course of European integration, the subject of social cohesion had become an axis in bi-regional relations. The article focuses on normative analysis of the EU documents and declarations of the EU – Latin America and Caribbean summits held since 1999. Subsequently, programmes financed by the EU are examined in the view of social issues importance.
