The objective of the study was to analyse the theoretical model of development, ‘smart slow city’, based on two concepts of development of modern cities, i.e. ‘smart city’ and ‘slow city’. Conclusions mainly rely on the performed reference literature studies, which allowed for a synthetic presentation of the characteristics of the two discussed models of development, which are the basis for characterizing the hybrid model of the ‘smart slow city’. The comparison of city development models was made on the basis of the following characteristics: the genesis of the city development idea, the rate of changes and the model of life related to it, key city development factors, the main objective of changes, key actors, activity areas, specialization, scale of urban centres, city image, level of development policy, significance of cooperation etc.

The smart city concept is becoming more and more popular as a direction for further development of cities in the European Union. The main goal of the article is to determine the relationship between the concept of a smart city and the competitiveness of a modern city, understood as a standard of living of city’s inhabitants. The research method is a case study, based on a selected example of the city of Mannheim in Germany. The author assumes that the results of the research, in addition to the contribution to the still developing knowledge on smart cities, will be able to fulfill the practical task – support the development and increase of competitiveness of contemporary Polish cities.

Within our work a ceramic of the PFN type was obtained by a single stage method and it was subjected to a cobalt modification in the amount of: 1.0, 2.0, 3.0, 4.0 and 6.0 mol%. Studies of the influence of the cobalt admixture on the crystalline structure, microstructure and ferroelectric properties of PFN ceramics were performed. It was shown that the iso-valence PFN admixing with cobalt had a positive influence on the density and ceramic microstructure. Higher cobalt admixtures (above 1.0 mol%) in PFN eliminate pyrochlore phase formation, and at the same time they reduce maximum electric permittivity values. The ferroelectric to paraelectric phase transition in the modified PFN compositions undergoes diffusion.
W pracy otrzymano ceramikę typu PFN metodą jednoetapowej syntezy, modyfikowaną kobaltem w ilości: 1,0, 2,0, 3,0, 4,0 i 6,0% mol. Przeprowadzono badania wpływu domieszki kobaltu na strukturę krystaliczna, mikrostrukture i podstawowe właściwości ceramiki typu PFN. Wykazano, że izowalencyjne domieszkowanie PFN kobaltem wpływa pozytywnie na gęstość i mikrostrukturę ceramiki. Większe ilości domieszki kobaltu (pow. 1,0%mol) w PFN eliminują powstawanie fazy pirochlorowej, a jednocześnie zmniejszają wartości maksymalnej przenikalności elektrycznej. Przemiana fazowa z ferroelektrycznej do paraelektrycznej fazy, w modyfikowanych składach PFN, ulega rozmyciu.

Celem artykułu jest przedstawienie planowanych kierunków zmian w zakresie polityki inteligentnych specjalizacji w UE. Zmiany w zakresie tej polityki polegają na: 1) nadaniu jej większego priorytetu w polityce spójności, 2) jakościowym podejściu do opracowywania i wdrażania strategii inteligentnych specjalizacji, 3) uwzględnieniu potrzeb różnych grup regionów oraz 4) wzmacnianiu współpracy transregionalnej w zakresie inteligentnych specjalizacji. Autorka proponuje wzmocnienie roli KN PAN w procesach planowania polityki inteligentnych specjalizacji zgodnie z podejściem Quadruple Helix czy Civic Univeristy.
Paper aims at the description of the main direction of adjustments of the smart specialisation policy in the EU. These adjustments consist of 1) giving the higher priority within cohesion policy, 2) qualitative approach in the designing and implementation of smart specialisation strategies, 3) addressing the needs of various types of regions and, 4) enhancement of transregional collaboration within smart specialisations. The author proposes to strengthen the role of Science of Science Committee, Polish Academy of Science in the process of smart specialisation policy planning accordingly to the Quadruple Helix and Civic University approaches.

A lead free ceramic composite 0.9BaFe0.5Nb0.5O3-0.1Ni0.5Zn0.5Fe2O4 (BFN-NZF) with ferroelectromagnetic properties have been obtained in presented work. Ceramic composite powder obtained from the simple oxides Fe2O3, Nb2O5, ZnO, NiO and barium carbonate BaCO3. The composition of the composite was chosen so that the ratio of the BFN and NZF components was 90:10. The synthesis of components of BFN-NZF composite was performed using the calcination method. Final densification of synthesized powder has been done using free sintering. The XRD, the microstructure, EDS and dielectric investigations were performed. For comparison of the BFN ceramic and the BFN-NZF composites, temperature and frequency impedance research was conducted. Relaxation phenomena were observed at temperatures above 235°C in the BFN ceramic and above 150°C in the BFN-NZF composite. Obtained results show the coexistence of ferroelectric and magnetic properties. Such properties of obtained composites give the possibility to use them in magnetoelectric transducers.
W niniejszej pracy otrzymano bezołowiowy ceramiczny kompozyt 0.9BaFe0.5Nb0.5O3-0.1Ni0.5Zn0.5Fe2O4 (BFN-NZF) o właściwościach ferroelektromagnetycznych. Ceramiczny proszek kompozytowy otrzymano na bazie prostych tlenków Fe2O3, Nb2O5, ZnO, NiO oraz węglanu baru BaCO3. Skład kompozytu został dobrany w taki sposób, aby stosunek składników BFN i NZF wynosił 90:10. Syntezę składników kompozytu BFN-NZF przeprowadzono metodą kalcynacji proszków. Końcowe zagęszczanie syntetyzowanego proszku zostało przeprowadzone metodą spiekania swobodnego. Zostały przeprowadzone badania XRD. mikrostrukturalne. EDS oraz właściwości dielektrycznych. Dla porównania ceramiki BFN i kompozytu BFN-NZF przeprowadzono temperaturowe i częstotliwościowe badania impedancyjne. Zjawiska relaksacyjne obserwowano w temperaturze powyżej 235°C w BFN ceramiki i powyżej 150°C w BFN-NZF kompozytu. Uzyskane rezultaty badań wskazują na współistnienie ferroelektrycznych i magnetycznych właściwości. Właściwości otrzymanych kompozytów dają możliwość wykorzystania ich do budowy przetworników magnetoelektrycznych.

The following discussion concerns the use of innovative smart materials called vacuum-packed particles (VPPs) as active energy absorbers. VPP, also known as a granular jamming system, is a structure composed of granular media contained within an elastomer coating. By changing the vacuum pressure inside the coating, it is possible to control the mechanical properties of the structure. VPPs have many applications, e.g. in medicine, robotics, and vibration damping. No attempts have yet been made to use VPPs to absorb the energy of a collision, although, given their properties, this could very well be an interesting application. In the first part of the paper, the general concept of the absorber is presented. Then a prototype and the empirical tests conducted are precisely described. The middle part of the paper considers the basic properties of VPP and modeling methodology. A proposal for a constitutive equation is presented, and a numerical simulation using LS-Dyna was performed. In the final section, the concept of a smart parking post is presented.

The smart city concept is constantly evolving. More and researchers in Poland and also in the whole world deal with this issue. In practice, it is noted that in cities around the world you can find more and more implemented projects referred as smart, in particular in Barcelona, Vienna and Copenhagen and others. According to the classical definition, smart city means introducing solutions based on the latest information technologies to urban spaces in order to improve the quality of life of city residents. Smart city is a city concept in which solutions can solve the most important problems related to the functioning of cities, such as improvements in public transport and goods in cities, counteracting climate change through the use of energy-saving solutions of city lighting, social inclusion (access city) and others. The concept of smart city is based on IT solutions that are constantly modernized and adapted to specific needs of individual cities. By using real-time access to information, they help make more efficient decisions for city users. However, recent approaches highlight the relationship between modern network technologies and the urban community. One can notice the focus of the researchers on the relational approach, which means combining the smart city concept with the participation of residents in the city management process, and in particular making choices and implementing smart projects. In this sense, the smart city idea defines the way of managing a city in which relations between the self-government, IT providers and science as well as the inhabitants of the city are particularly important. Responding to the needs of residents is particularly important as counteracting the tendency to focus smart products and services in richer places and create so-called an innovation hub with the simultaneous periphery of the remaining districts. Criticism of the smart city concept focuses on the problem of the social polarization of cities, in which the technological revolution contributes more to the increase of socio-economic disparities rather than their decreasing. The aim of the article is to answer the question whether the implementation of the smart city concept polarizes the urban community and does it allow the inclusive development of cities?

The paper presents a comparative analysis of two types of flexible temperature sensors, made of carbon-based nanostructures composites. These sensors were fabricated by a low-cost screen-printing method, which qualifies them to large scale, portable consumer electronic products. Results of examined measurements show the possibility of application for thick film devices, especially dedicated to wearable electronics, also known as a textronics. Apart from general characterisation, the influence of technological processes on specific sensor parameters were examined, particulary the value of the temperature coefficient of resistance (TCR) and its stability during the device bending.

The aim of this document is to present the topic of modeling district heating systems in order to enable optimization of their operation, with special focus on thermal energy storage in the pipelines. Two mathematical models for simulation of transient behavior of district heating networks have been described, and their results have been compared in a case study. The operational optimization in a DH system, especially if this system is supplied from a combined heat and power plant, is a difficult and complicated task. Finding a global financial optimum requires considering long periods of time and including thermal energy storage possibilities into consideration. One of the most interesting options for thermal energy storage is utilization of thermal inertia of the network itself. This approach requires no additional investment, while providing significant possibilities for heat load shifting. It is not feasible to use full topological models of the networks, comprising thousands of substations and network sections, for the purpose of operational optimization with thermal energy storage, because such models require long calculation times. In order to optimize planned thermal energy storage actions, it is necessary to model the transient behavior of the network in a very simple way – allowing for fast and reliable calculations. Two approaches to building such models have been presented. Both have been tested by comparing the results of simulation of the behavior of the same network. The characteristic features, advantages and disadvantages of both kinds of models have been identified. The results can prove useful for district heating system operators in the near future.

Opis:
Fault location, isolation and self-restoration (FLISR) automation is an essential component of smart grids concept. It consists of a high level of comprehensive automation and monitoring of the distribution grid improving the quality of energy supplied to customers. This paper presents an algorithm for decentralized FLISR architecture with peer-to-peer communication using IEC 61860 GOOSE messages. An analysis of short circuit detection was presented due to the method of the grid earthing system. The proposed automation model was built based on communication logic between configured intelligent electronic devices (IED) from ABB and Siemens. The laboratory tests were conducted in a half-loop grid model with a bilateral power supply (typical urban grid). The laboratory research concerned three locations of short circuits: between substation and section point, between two section points and between section point and normally open point (NOP). The logic implementation was developed using State Sequencer software offered by Test Universe.

The paper deals with the issue of production scheduling for various types of employees in a large manufacturing company where the decision-making process was based on a human factor and the foreman’s know-how, which was error-prone. Modern production processes are getting more and more complex. A company that wants to be competitive on the market must consider many factors. Relying only on human factors is not efficient at all. The presented work has the objective of developing a new employee scheduling system that might be considered a particular case of the job shop problem from the set of the employee scheduling problems. The Neuro-Tabu Search algorithm and the data gathered by manufacturing sensors and process controls are used to remotely inspect machine condition and sustainability as well as for preventive maintenance. They were used to build production schedules. The construction of the Neuro-Tabu Search algorithm combines the Tabu Search algorithm, one of the most effective methods of constructing heuristic algorithms for scheduling problems, and a self-organizing neural network that further improves the prohibition mechanism of the Tabu Search algorithm. Additionally, in the paper, sustainability with the use of Industry 4.0 is considered. That would make it possible to minimize the costs of employees’ work and the cost of the overall production process. Solving the optimization problem offered by Neuro-Tabu Search algorithm and real-time data shows a new way of production management.

This paper introduces a fuzzy logic (FL) based decision support system (DSS) for a three-phase bidirectional AC-DC grid converter, working in a modern grid-like smart grid or smart industry. It is assumed that the appliances connected to that grid interact as in the Internet of Things (IoT) or like in the Internet of Everything (IoE) i.e. with a human being located in the chain of data flow. A power electronics AC-DC converter, operating as a shunt active power filter (SAPF) is selected for the case study. A harmonics reduction algorithm is presented as an implementation sample of the DSS. The operation of the SAPF is described and analysed. Experimental results showing the tuning process and operation of the laboratory model are also presented and discussed. Finally, it is shown that the DSS is an elegant and intuitive interface, which can simplify a human’s or machine’s decision-making process. Thanks to the DSS, the meaning of transferred data is translated into linguistic variables that can be understood by non-experts. Hence, it is expected that the amount of transferred data in the smart grid and in the IoE would be reduced. But in the same time, the high quality of the controlled process is retained, as shown by the example of a conventional SAPF.
