This research analyzes factors affecting the scientific success of central bankers. We combine data from the RePEc and EDIRC databases, which contain information about economic publications of authors from 182 central banks. We construct a dataset containing information about 3312 authors and almost 80,000 scientific papers published between 1965 and 2020. The results from Poisson regressions of citation impact measure (called the h-index) on a number of research features suggest that economists from the U.S. Federal Reserve Banks, international financial institutions, and some eurozone central banks are cited more frequently than economists with similar characteristics from central banks located in emerging markets. Researchers from some big emerging economies like Russia or Indonesia are cited particularly infrequently by the scientific community. Beyond these outcomes, we identify a significant positive relationship between research networking and publication success. Moreover, economists cooperating with highly cited scientists also obtain a high number of citations even after controlling for the size of their research networks

Opis:
Electrohysterography is a method for measuring of bioelectrical potentials generated by a contracting uterus. It is used for monitoring of uterine activities mainly during a pregnancy and for prediction of an upcoming pretermlabour. However, there is still unknown the best method of EHG analysis which gives clinically useful information about a uterine activity. To achieve this goal we propose to use information about nonlinear associations between EHG signals registered from an uterine fundus and an uterine cervix. The h² index was applied to identify these relationships. The obtained results reveal that there exists a nonlinear correlation between biopotentials generated from two parts of a pregnant uterus. Moreover, this correlation seems to be higher as a labour is upcoming. It suggests a possibility of using the h² index for prediction of an upcoming labour based on EHG signals.

Opis:
The h-index concept has been analysed in aspects of a contemporary tendency of parameterisation of everything and as the potential measure of the knowledge progress, which recognises individuals, institutions and Engineering sub-disciplines that best generate new knowledge. Considerations have been presented at the level of universality of knowledge which implies permanent progress and on the base of careful thoughts of the domestic experience. The h-nature of things has been described, and several axiomatic characterisations of the Hirsch index have been gathered. The mechanism how to increase the h-index has been presented. Some similarities between h-index and the journal impact factor (JIF) have been stressed. Also the universal role of H-index in ranking countries in all areas and in Engineering has been exampled in extended tables. The Glänzel’s model which connects the h-index with two fundamental scientometric indicators: number of publications and the rate of citation, has been analysed. Following the Microsoft Academic Search, the lists of 15 top scientists from various academic disciplines and separately in Engineering have been composed. It has been found that the population of the best keeps basically the same relations between the h-index and a number of publication, and between the h-index and a citation number. However, even the best in Engineering should publish 2 times a year or more papers to receive the same h-index as top scientists in overall domains. The h-index distribution of domestic Engineering sub-disciplines has been presented and analysed in statistic categories. The suitable hhistograms and the cumulative probability density function (CPDF) have been elaborated for 21 sub-disciplines and thereupon the Engineering sub-disciplines have been arranged into three clusters. It has been demonstrated that Engineering as the whole and Engineering sub-disciplines are underestimated, compared to other academic disciplines. The adequate normalisation factors have been suggested. Several other conclusions considered the h,H-indices as the measure of the knowledge progress addressed to individual researchers and to collective, e.g., journals, institutions, organisations, countries, adequately have been written. The h,H-indices are the general measure of the position of the given subject (person or organisation) but cannot be universal.

This study reveals significant and emergent research topics in the field ‘engineering, mechanical’ through bibliometric analysis of articles indexed in Web of Science (WoS) from 1997 to 2016. Publications under consideration (219,191 articles) were examined using quantitative and qualitative methods to evaluate general information about publications; evolution of research topics by keyword analysis; performance of countries, research centers and journals; and international collaborations. There was a threefold increase in number of articles throughout the period. The publications were related to 35 WoS categories; and mechanics and thermodynamics were dominating ones. International Journal of Heat and Mass Transfer was the leading journal in the field. The USA and China were outstanding countries of the field. Collaboration between these countries corresponded to 6.57% of all collaborative publications. Industrialized and developing countries dominated research activities in the field. Indian Institute of Technology was the leading research center due to number of publications. The results showed that heat transfer, finite element method, friction, wear, simulation, and fatigue are important topics of the field. There is an upward trend in research related to nanofluids, microchannel, phase change materials, and carbon nanotubes.

W artykule autor bardzo krytycznie odnosi się do zjawiska nadmiernej standaryzacji ocen stosowanych w polskiej nauce. Zwłaszcza negatywnie ocenia bezkrytyczne posługiwanie się wskaźnikiem Journal Impact Facor (IF) z bazy WoS. Jego zdaniem takie wskaźniki jak: IF, Hirsch-h index, liczba cytowań powinny być stosowane tylko pomocniczo i bardzo ostrożnie. I pod tym względem zgadza się ze stanowiskiem DORA oraz EASE. Rzetelna ocena, to taka, która – przede wszystkim – odwołuje się do trybu peer review i wskaźników bibliometrycznych, ale stosowanych z dużą ostrożnością.
In the article the author presents a very critical stance on over-standardisation of evaluation measures used in Polish science. His view concerning the indiscriminate application of the Journal Impact Factor (IF) from WoS database is particularly negative. In his opinion such indices as IF, Hirsch-h index, or the number of citations should be used only as a subsidiary measure in a very cautious way. Thus, he subscribes to the position represented by DORA and EASE. Reliable evaluation means, above all, resorting to such tools as peer review and bibliometric indices, although they should still be used with due care.
