This article describes and analyses Polish diaspora policy changes in the years 2011–2015. Two decades after the rebirth of the Polonia policy in 1989, it was completely rebuilt. Emphasising values and Poland’s obligations towards the diaspora was replaced by paying more attention to the interests and profitability of this policy. The authors demonstrate how New Public Management (NPM) concepts influenced this shift. Analysis of two different sources – documents programming Polish diaspora policy and interviews with experts and persons designing the Polonia policy – confirmed that NPM principles influenced Polish diaspora policy on five dimensions: organisational restructuring, management instruments, budgetary reforms, participation, marketisation/privatisation.

In the article, I present an analysis of two Tết (Lunar New Year) festivals organised by the Vietnamese living in Poland. The events, prepared by different organisations – a local branch of the Association of Vietnamese in Poland, an official organisation cooperating with the authorities of Socialist Republic of Vietnam, and pro-democratic activists – provide an insight into the community’s internal diversity. The analysis indicates that the political involvement of the organising parties influences their choice of particular style of presentation, with a profound impact on the attractiveness of the festival for the two important segments of audience: the Vietnamese youth brought up in Poland and the Polish spectators. The paper is based on fieldwork research which the author has been conducting among the Vietnamese community in Poland for many years.

The collection of papers in this section aims to overcome the territorial bias that shapes democratic thinking and underpins diaspora scholarship (particularly diaspora engagement with democratic processes and its potential and contribution to democratic change) and to propose a deterritorial vision of both these elements. Having the Ukrainian case study at its centre, this section asks how the modern perspective of dispersal offers a useful way to conceptualise diaspora, while examining how the modern diaspora activity enables diasporas to influence the processes of democratisation and high skilled migrants to impact democratic processes in their homeland. In this section we seek to probe how various actors and groups, located across territorial space, can affect political systems and, more specifically, influence democratic processes. In that sense, this section is driven by a post-territorial vision of politics and democratisation processes that privilege networks of affiliation and organising, rather than geographically-bound political movements. It focuses on the nexus between one form of displacement, diaspora, and a particular political system, democracy, to provide insights into how the former might impact democratic processes. Specifically, this section explores that nexus principally in relation to the role of the multifaceted Ukrainian diaspora and their efforts to get involved in the democratic processes and democracy building in contemporary Ukraine.

The paper aims at presenting the conclusions of research encompassing: an analysis of the social participation of Poles living abroad alongside with a diagnosis of crucial determinants of that involvement, a diagnosis of their opinions concerning the functioning of Polish diaspora organisations, and the identifi cation of Poles’ readiness to become involved in such organisations. The analysis is based on empirical data collected during an internet survey among Poles living in 11 Western European countries and the USA and a qualitative study conducted among Polish diaspora elites in those countries. Results of the empirical research show that the surveyed Poles living abroad were characterised by: relatively low knowledge of Polish diaspora organisations, a low level of involvement in Polish diaspora organisations, and a low level of readiness for future involvement in such organisations. Moreover, the research proved low levels of the survey participants’ general involvement in three distinct aspects of social life: political, cultural and civil. The article also presents the main determinants of the diagnosed social phenomena.

This article focuses on interethnic relationship in a diaspora situation within a multicultural society. Using the example of the relationship between Polish and Ukrainian immigrants in the United States author try to provide an answer to the question whether and to what extent are the interethnic relations transferred into a diaspora situation? In the analysis particular attention is focused on the macro and microsocial determinants of mutual relationships as well as on the various elements of interethnic relations, including: spheres of cooperation, conflict areas, daily interactions, ethnic distance, mutual perceptions and spatial relations.The major descriptive and the basic definition term is „displaced borderland”. This concept is based on the assumption that the contacts and relations between these groups are very often determined by the European heritage.

W artykule wskazuje się na rolę i działalność polskich emigrantów w krajach i kulturach arabskich. Do tego obszaru zaliczono w materiale Afrykę Północno-Zachodnią, Afrykę Północno-Wschodnią, Bliski Wschód i Półwysep Arabski. Są to regiony zdominowane przez ludność pochodzenia arabskiego. Pierwsi emigranci z ziem polskich zaczęli docierać do krajów arabskich już w średniowieczu i czasach nowożytnych. Dopiero od końca XVIII w. zaczęło przyjeżdżać coraz więcej osób, ale ta część świata nigdy nie stanowiła dla polskiej emigracji atrakcyjnego miejsca do zamieszkania. Największe grupy dotarły tam w latach II wojny światowej, ale miało to związek z uchodźcami politycznymi uciekającymi przed Rzeszą Niemiecką oraz osobami ewakuowanymi ze Związku Radzieckiego. Polskich emigrantów docierających do krajów arabskich podzielić można na trzy grupy. Pierwszą stanowiła emigracja polityczno-wojskowa – oficerowie w wojsku tureckim, żołnierze francuskiej i hiszpańskiej legii cudzoziemskiej, oddziały wojskowe biorące udział w działaniach zbrojnych związanych z II wojną światową. Drugą była emigracja ekonomiczno-zarobkowa – rzemieślnicy, specjaliści, artyści, kadry naukowo-techniczne XIX i XX-wieczne. Trzecia wywodziła się z emigracji społeczno-kulturalnej – duchowni pracujący w tej części świata, małżeństwa polsko-arabskie.
In this paper, we indicate the role and activity of Polish emigrants in Arabic countries and cultures. The regions considered in the text embrace north-western and north-eastern Africa, the Near East and the Arabian Peninsula – regions dominated by the peoples of Arabic descent. The first emigrants from the Polish territories began to arrive in Arabic countries as early as the Middle Ages and early Modern times. It was only from the end of the 18th century that the numbers began to grow, yet this part of the world has never been an attractive destination for settlement for Polish emigrants. The largest groups settled there during World War II, comprised of political refugees from the territories occupied by the Third Reich and those evacuated from the Soviet Union. The emigrants from Poland who made their way to Arabic countries can be divided into three groups. The first was formed by the political-military emigration – officers in the Turkish army, soldiers of the French and Spanish Foreign Legion, military troops participating in the battles of World War II. The economic and gainful employment-oriented emigration were the second group, constituted by craftsmen, professionals, artists, research and engineering personnel of the 19th and 20th centuries. Finally, the third was derived from socio-cultural emigration, i.e. members of the clergy who provide their services in this part of the world or Polish-Arabic married couples.

Historia migracji Polek i Polaków do Francji jest długa, bogata i zróżnicowana pod względem płci migrujących osób, wykształcenia, struktury wieku oraz powodów emigracji. Ostatnia fala emigracji, która opuściła kraj w okresie przystąpienia Polski do Unii Europejskiej i otwarcia francuskiego rynku pracy dla Polaków, charakteryzuje się wyraźną samoorganizacją w sferze praktyk edukacyjnych dla dzieci. Oddolna mobilizacja edukacyjna jest zdecydowanie zdeterminowana przez płeć, a jej siłę i determinację unaoczniają liczne szkoły społeczne powstałe z indywidualnych i kolektywnych inicjatyw. W artykule przedstawię wstępne wyniki moich badań pochodzące z wywiadów pogłębionych z liderkami i nauczycielkami tamtejszego środowiska polonijnego oraz uzupełnię je wnioskami z obserwacji uczestniczącej.
The history of migration of Polish women and men to France is long, rich and diverse in terms of gender, education level, age structure and purpose of emigration. The last wave of emigration, which dates to around Poland’s accession to the European Union and the opening of the French labor market for Poles, is characterized by a clear self-organization in the sphere of educational practices for children. The grassroots of educational mobilization is definitely determined by gender and numerous supplementary schools created from individual and collective initiatives illustrate its strength and determination. In the article I present the preliminary results of my research resulting from in-depth interviews with leaders and teachers of the Polish diaspora in France. I conclude with the analysis of questionnaires and participant observation.

This paper thoroughly examines the gender patterns of religious activity within the Vietnamese – the largest non-European migrant community in Poland. Basing on the result from anthropological fieldwork which I conducted in two pagodas currently operating in the suburbs of Warsaw I analyse this issue in the light of traditional gender patterns of religious life in Vietnam, as well as in the context of the politicisation of spiritual life under communist rule. The results of my research prove that whether a religious institution will become a ‘women’s sphere’ or will remain under the influence of male actors depends to a great extent on its political emplacement and relations with formal institutions of the Vietnamese state.

This article deals with the issue of home-country receptivity towards social remittances from the professional diaspora. Social remittances from the highly skilled depend on a favourable context for knowledge and skills transfer in their home countries, a context that could be summarised by the term ‘country receptivity’. This article is based on the case of Lithuania. The data comes from a series of semi-structured interviews with members of the skilled diaspora and representatives of institutions that are involved in programmes targeted at the diaspora. The analysis reveals several groups of obstacles to successful knowledge and skills transfer that may be understood as issues of country receptivity: mistrust of government by diaspora members, expressed as a belief that it is not interested in results and thus involvement of the diaspora, but rather in pursuing particular political objectives; lack of openness towards other experiences (unwillingness of institutions at different levels and in various fields to open up to new opinions, approaches and experiences brought by Lithuanians from abroad); bureaucratic and institutional impediments (inability of institutions to adapt their procedures in the interests of cooperation; slowness and ineffectiveness when dealing with requests or reacting to initiatives from the diaspora); and a perceived negative opinion (unwelcoming attitude) in society towards Lithuanians from abroad. The interviews also provide some tentative evidence of a ‘feedback loop’, through which the involvement of the diaspora causes changes in the home-country institutions. In the discussion part of the article, possible causes and implications of these obstacles are considered.

The article presents the contribution of Poles to the emergence of modern Bosnia and Herzegovina during the Austro-Hungarian period. After the Berlin Congress in 1878, the country was in the Habsburg area of influence. This resulted in its rapid industrialization conducted by, among others, a number of Polish civil servants working in its administration, as well as peasants from Galicia who colonized the area around Banja Luka. The topic still remains relatively unstudied in Polish historiography, which is why this article serves as a pioneering work in the studies on this issue.

This article examines the current state of Ukraine’s policy towards emigration. The authors seek to transcend the state-oriented approach, highlighting the role that diaspora and non-governmental organisations played in accelerating the process of policy formulation in this area. Explanations are provided for the Ukrainian state’s failure to actively implement a consistent policy on emigration. A historical overview of the legal and institutional developments shows that the issue did not have much priority during the first two decades of the country’s independence. It emerges that external pressure from the EU and non-state actors was needed to elaborate a set of guarantees for Ukrainian emigrants. Since 2011 a series of legislative initiatives have been launched, whose effectiveness is in doubt as long as the country does not overcome the larger challenges of territorial integrity and financial stability. The authors argue that for the Ukrainian policy towards emigration to be effective, opportunities need to be created for the permanent consultation and involvement of diaspora and non-governmental organisations.

This study investigates the political engagement of Vietnamese immigrants in Poland on social media. It employs the typology of online political participation as a theoretical framework to determine the pattern of online involvement in the political sphere staged by the migrant group. Through analysing materials relating to political discussions created daily on an online community of the Polish Vietnamese, collected by doing netnography, this study shows that the political activism on social media of Vietnamese immigrants in Poland exists and varies. Vietnamese-migrant users discuss homeland politics and express views about political issues in the host country as well as other countries by creating non-mobilising posts (Information and Diffusion), while being inclined to produce posts with calls for action (Instruction and Promotion) to criticise social injustice and mobilise equality. This study also found a growing critical attitude towards homeland politics among Vietnamese-origin individuals in the country. The findings have practical implications for associations and state actors in both the host and home countries to account for the evolvement of the migrant community.

The article summarizes sixteen years of research and academic publishing of the Research Group on Mass Migrations in the 19th and 20th centuries, Institute of History, Polish Academy of Sciences (IH PAN). The group focuses on mass migrations as a social and historical phenomenon integral to the understanding of the history of nations, regions and humanity as a whole, and responsible for shaping much of the human experience. It concentrates on the European and Transatlantic sphere in the second half of the 20th century, examined from a wide perspective while not losing sight of the specific time and place. The group comprises six scholars, each carrying out individual research projects. At the same time, they co-operate in stimulating and popularizing the research on migrations as a human phenomenon of universal geo-historical nature. The Work Group achieves this by organizing annual multidisciplinary conferences attended by scholars from Poland and abroad (Ukraine, France, Russia, Spain). The proceedings of these conferences are published in a series entitled “Migrations and Society” (12 volumes published so far, the 13th in print). Apart from the materials presented at the conferences, this publication also includes reviews, informative articles, etc. (“Reviews and Opinions” section). Every volume, usually focusing on a particular subject, presents a wide range of migration themes, including general issues (such as diaspora creation, feminization and the evolution of structures and directions of waves of migration), and especially detailed studies of various migration types (political and forced migrations, decolonizatory, regional – i.e. African, Latin American), emergence of new ethnic minorities, problems of Moslem immigrant societies, the role of churches, the fate of female migrants, processes of integration, conflicts of identity and culture etc. The Spanish speaking world is aptly represented in this publication, reflecting not only its place in global migration processes but also the close cooperation of the Work Group with their colleagues at the Spanish Historical Institute, “Consejo Superior de Investigaciones Cientificas”, which has led to two joint conferences, research scholarships, joint publications etc. In the choice of conference and publication topics the work group tries to pursue and popularize the perception of migrations as a natural and inevitable historical process with various triggers, forms, and results, a universal phenomenon and a cause for deep transformations of structure, consciousness and culture, not only in societies accepting migrants but also in those they left. The conferences organized by the IH PAN Work Group have gained a level of recognition among migration researchers and institutions, and the series “Migrations and Society” became a useful tool of academic teaching.

Przedmi otem uwagi jest diaspora ukraińska w kanadyjskim Toronto, a szczególnie ta jej część, którą stanowią Ukraińcy urodzeni w Polsce, przybyli do Kanady w latach 80. Bazując na materiale etnograficznym, zebranym w latach 2014–2016, autorka zwraca uwagę na związek pamięci i migracji oraz wskazuje na pamięć jako fenomen wymagający w sytuacji migracji szczególnej uwagi badawczej. Jest to także czynnik różnicujący Ukraińców z Polski od reszty grup współtworzących diasporę ukraińską w Kanadzie.
The paper presents anthropological research on the issue of diaspora and memory, placing itself on the border between diaspora studies and memory studies. The subject of concern is the Ukrainian diaspora in Toronto, Canada, particularly the group of Ukrainians who were born in Poland and who immigrated to Canada in the 1980s. Based on ethnographic data collected in the years 2014–2016, the author shows the relationship between memory and migration, and points to its complexity. The data shows that memory differentiates the community of Ukrainians from Poland from the other groups forming the Ukrainian diaspora in Canada.

The thematic issue of CEEMR aims to provide readers with a collection of articles discussing the most prominent problems connected with the presence of Vietnamese migrant communities in Central and Eastern Europe. Although not all Central and Eastern European countries hosting Vietnamese communities are covered in the issue – Russia and the Czech Republic, for example, where Vietnamese populations are relatively numerous – the volume is the first publication in English offering a comparative perspective on the Vietnamese communities in Central and Eastern Europe. By covering the topics such as social integration, migrant economy and diaspora politics, the issue enriches the discussion concerning Vietnamese migration, which has so far focused mainly on the refugee diaspora.
