Opis:
The article raises the issue of coherence as the main challenge as well as a deficit of the contemporary social policy. One of the basic ideas connected with the so-called active social policy is coherence, included in the EU policy of coherence that is being implemented. The policy of coherence is above all aims, ideas, directions, the indication of desired states with regard to funds for their realization. Can the challenges for the practice of coherence policy be built around the notion of 'coherence'? Can convergence, inclusion, equality and the stimulation of social capital be built in a coherent way? The author attempts to answer these questions indicating some challenges for the practice of social policy coming from the analysis of such terms as cognitive, structural, social and socio-economic coherence. The analysis leads to specification of the basic elements (challenges) of the practice of coherence policy, among which are the elimination of contradictions, internal integration, efficiency, control and rationality as well as positive attitudes. The consideration of the aims of social policy and the challenges for its practice (that is achieving these aims) allows to speak about coherent social policy, or the coherent policy of activation.
W artykule poruszony jest problem spójności jako kluczowe wyzwanie, a jednocześnie deficyt współczesnej polityki społecznej. Jedną z podstawowych idei związanych z tzw. aktywną polityką społeczną jest spójność, która wpisana jest w politykę UE. Polityka spójności to jednak przede wszystkim cele, idee, kierunki, wskazywanie pożądanych stanów z uwzględnieniem środków finansowych na ich realizację. Czy wokół pojęcia „spójność” można budować wyzwania dla praktyki polityki spójności? Czy konwergencja, inkluzja, równość i stymulowanie kapitału społecznego może być budowane w spójny sposób? Na te pytania staram się odpowiadać, wskazując na wyzwania dla polityki społecznej, płynące z analizy takich pojęć, jak spójność: poznawcza, strukturalna, społeczna i społeczno-ekonomiczna. Analiza ta prowadzi do wyznaczenia podstawowych elementów praktyki polityki spójności, czyli eliminacji sprzeczności, integracji wewnętrznej, sprawności, kontroli i racjonalności oraz pozytywnych postaw. Uwzględnianie celów polityki spójności oraz wyzwań dla jej praktyki (czyli osiągania tychże celów) pozwala mówić o spójnej polityce społecznej, bądź spójnej polityce aktywizacji.

Recent literature reported that judgments of semantic coherence are influenced by a positive affective response due to increased fluency of processing. The presented paper investigates whether fluency of processing can be modified by affective responses to the coherent stimuli as well as an automaticity of processes involved in semantic coherence judgments. The studies employed the dyads of triads task in which participants are shown two word triads and asked to solve a semantically coherent one or indicate which of the two is semantically coherent. Across two studies in a dualtask paradigm we show that a) attentional resources moderate insight into semantically coherent word triads, whereas b) judgments of semantic coherence judgments are independent of attentional resources. We discuss implications of our findings for how people might form intuitive judgments of semantic coherence.

A complete system for measurement control, signal acquisition and data processing for an OCT pachymeter is described. Moreover, dedicated data processing algorithm used for noise reduction is presented. A simple OCT scanner was built and some measurements were performed to examine the capabilities of the system.

In spite of the fact that standardizing operations and increased awareness of hazards led to a significant improvement of vibroacoustic climate of operator’s stands of new machines, their long-term operation - often under difficult conditions - leads to a fast degradation of acoustic qualities of machines. Temporary operations performed during surveys and periodical overhauls are rarely effective, due to the lack of any guidelines. In this situation the authors propose the algorithm for selection of eventual screens or sound absorbing and sound insulating partitions, utilizing the measuring procedure aimed at identification, at the operator’s stand, of main noise components originated from various sources. On the basis of this procedure, the vibroacoustic energy propagation paths in the machine was estimated.

We present spectral emission characteristics from laser-plasma EUV/SXR sources produced by irradiation of < 1 J energy laser pulse on eleven different double stream gas puff targets, with most intense electronic transitions identified in the spectral range from 1 nm to 70 nm wavelength which corresponds to photon energy from 18 eV to 1240 eV. The spectra were obtained using grazing incidence and transmission spectrographs from laser-produced plasma emission, formed by the interaction of a laser beam with a double stream gas puff target. Laser pulses with a duration of 4 ns and energy of 650 mJ were used for the experiment. We present the results obtained from three different spectrometers in the wavelength ranges of SXR (1-5.5 nm), SXR/EUV (4-15.5 nm), and EUV (10-70 nm). In this paper, detailed information about the source, gas targets under investigation, the experimental setup, spectral measurements and the results are presented and discussed. Such data may be useful for the identification of adequate spectral emissions from gasses in the EUV and SXR wavelength ranges dedicated to various experiments (i.e. broadband emission for the X-ray coherence tomography XCT) or may be used for verification of magnetohydrodynamic plasma codes.

In this paper methods and their examination results for automatic segmentation and parameterization of vessels based on spectral domain optical coherence tomography (SD-OCT) of the retina are presented. We present three strategies for morphologic image processing of a fundus image reconstructed from OCT scans. A specificity of initial image processing for fundus reconstruction is analysed. Then, the parameterization step is performed based on the vessels segmented with the proposed algorithm. The influence of various methods on the vessel segmentation and fully automatic vessel measurement is analysed. Experiments were carried out with a set of 3D OCT scans obtained from 24 eyes (12 healthy volunteers) with the use of an Avanti RTvue OCT device. The results of automatic vessel segmentation were numerically compared with those prepared manually by the medical doctor experts.

Opis:
Incoherence and lack of consequence in endeavors, fragmentation and scattering of various domains of individual's activity appear to be unalienable attributes of 'post-modern' life style. The article contains the characteristic of the four types of post-modern self: the stroller (flâneur), the vagabond, the tourist and the player. Although these types were known in previous epochs, there are two factors that render them 'post-modern': (1) the fact that they have become a 'norm' of behavior in everyday life while previously their role was rather marginal; (2) their simultaneous co-occurrence in the lives of the same people in the same fragments of life, while in 'pre-modern' times their presence in the life of individuals was disjunctive - they were subject to choice; presently one does not choose among them, what is more one does not even need to choose. They are just present. The polyvalence of this situation gives individuals the feeling of freedom, yet there are also negative sides to it. 'Post-modernity' forms a certain stage of the development of individuals and social relations.

Finite mixture and Markov-switching models generalize and, therefore, nest specifications featuring only one component. While specifying priors in the general (mixture) model and its special (single-component) case, it may be desirable to ensure that the prior assumptions introduced into both structures are compatible in the sense that the prior distribution in the nested model amounts to the conditional prior in the mixture model under relevant parametric restriction. The study provides the rudiments of setting compatible priors in Bayesian univariate finite mixture and Markov-switching models. Once some primary results are delivered, we derive specific conditions for compatibility in the case of three types of continuous priors commonly engaged in Bayesian modeling: the normal, inverse gamma, and gamma distributions. Further, we study the consequences of introducing additional constraints into the mixture model’s prior on the conditions. Finally, the methodology is illustrated through a discussion of setting compatible priors for Markov-switching AR(2) models.

Optical Coherence Tomography (OCT) is one of the most rapidly advancing techniques. This method is capable of non-contact and non-destructive investigation of the inner structure of a broad range of materials. Compared with other methods which belong to the NDE/NDT group (Non-Destructive Evaluation/Non-Destructive Testing methods), OCT is capable of a broad range of scattering material structure visualization. Such a non-invasive and versatile method is very demanded by the industry. The authors applied the OCT method to examine the corrosion process in metal samples coated by polymer films. The main aim of the research was the evaluation of the anti-corrosion protective coatings using the OCT method. The tested samples were exposed to a harsh environment. The OCT measurements have been taken at different stages of the samples degradation. The research and tests results have been presented, as well as a brief discussion has been carried out.

In this paper, the results of correlations between air temperature and electricity demand by linear regression and Wavelet Coherence (WTC) approach for three different European countries are presented. The results show a very close relationship between air temperature and electricity demand for the selected power systems, however, the WTC approach presents interesting dynamics of correlations between air temperature and electricity demand at different time-frequency space and provide useful information for a more complete understanding of the related consumption.

Opis:
Hydroxyapatite (HAp) has been attracting widespread interest in medical applications. In a form of coating, it enables to create a durable bond between an implant and surrounding bone tissues. With addition of silver nanoparticles HAp should also provide antibacterial activity. The aim of this research was to evaluate the composition of hydroxyapatite with silver nanoparticles in a non-destructive and non-contact way. For control measurements of HAp molecular composition and solvent evaporation efficiency the Raman spectroscopy has been chosen. In order to evaluate dispersion and concentration of the silver nanoparticles inside the hydroxyapatite matrix, the optical coherence tomography (OCT) has been used. Five samples were developed and examined ‒ a reference sample of pure HAp sol and four samples of HAp colloids with different silver nanoparticle solution volume ratios. The Raman spectra for each solution have been obtained and analyzed. Furthermore, a transverse-sectional visualization of every sample has been created and examined by means of OCT.

There are many levels of discussion on current challenges and issues facing regional development. One of them is the question of the existence of the cause and effect relation between regional and spatial developments. In the light of a current discourse about the European Union’s regional development as well as implementation of a number of new solutions concerning regional policy in Poland, especially in the urban development context, this issue deserves a special attention. In this article, regional and spatial developments in terms of strategic documents of the European Union and Poland for 2014-2020 were considered. Territorial dimension in the idea of regional development was also accounted for.

Opis:
A method of checking coherence of comparison results of primary DC voltage group standards is described in the paper. Usefulness of the proposed method was proved by coherence investigation of DC voltage group standard kept in the Central Military Calibration Laboratory (CWOM, Warsaw, Poland). Results obtained for the group of five Fluke DC voltage standards prove very good coherence of voltage differences results and confirmed accuracy of DC voltage unit in the CWOM at the level of 10-6 .

This paper presents signal processing aspects for automatic segmentation of retinal layers of the human eye. The paper draws attention to the problems that occur during the computer image processing of images obtained with the use of the Spectral Domain Optical Coherence Tomography (SD OCT). Accuracy of the retinal layer segmentation for a set of typical 3D scans with a rather low quality was shown. Some possible ways to improve quality of the final results are pointed out. The experimental studies were performed using the so-called B-scans obtained with the OCT Copernicus HR device.

1) Background: the modeling, characterization, transformation and propagation of high-power CW laser beams in optical (including fiberoptic) trains and in the atmosphere have become hot topics in laser science and engineering in the past few years. Single-mode output is mandatory for high-power CW laser applications in the military field. Moreover, an unstationary, dynamic operation regime is typical. Recognized devices and procedures for laser-beam diagnostics could not be directly applied because of dynamic behavior and untypical non-Gaussian profiles. 2) Methods: the Wigner transform approach was proposed to characterize dynamically variable high-power CW laser beams with significant deterministic aberrations. Wavefront-sensing measurements by means of the Shack-Hartmann method and decomposition into an orthogonal Zernike basis were applied. 3) Results: deterministic aberration as a result of unstationary thermal-optic effects depending on the averaged power of the laser output was found. Beam quality determined via the Wigner approach was changed in the same way as the measurements of the beam diameter in the far field. 4) Conclusions: such an aberration component seems to be the main factor causing degradation in beam quality and in brightness of high-power CW laser beams.
