This article presents the methodology of information analysis, required for planning safe road transport of sensitive cargoes. Based on the literature studies we found that the traditional approaches applied to analyze traffic information are insufficient to ensure safe transport of sensitive loads as they fail to take into account several threatening factors. In addition, the need was noted to develop the procedures that may allow to choose a transport route considering appearance of so-called high-risk zones within road infrastructure, analyze the interdependence of such zones with errors made during the design or operation of road infrastructure and investigate the impact of road traffic on the frequency of road accidents involving Heavy Goods Vehicle. Therefore, article aims to present an integrated approach to traffic information analysis. Thus a multiple stage data ordering procedures were proposed, based on grouping information on accident rates and inclusion of audit results of selected route sections. Considering that transport infrastructure plays an important role in transport safety, the proposed methodology includes the analysis of errors in infrastructure and a merger in the sections the detected risk zones within the road infrastructure in any location. Application of this methodology can improve the planning of road transport of sensitive cargoes. Its verification was carried out on the example of a selected route running through Poland. During the audit of the route, it was found that a number of incorrect design solutions were applied on its separate sections, which may lead to high values of the severity factor for potential collisions and indicator of possible post-accidental losses. As a result of the research, the areas of the route were identified, where high-risk zones are located that threaten the safety of road traffic of vehicles, including those carrying sensitive loads. Research results may be of interest for those, who are involved in planning and organization of sensitive cargo transport, both in domestic and in international relations.

The paper presents a thermodynamic analysis of the removal of an inert gas from the tank using the vapor of liquefied petroleum gas cargo (called cargo tank gassing-up operation). For this purpose a thermodynamic model was created which considers two extreme cases of this process. The first is ‘piston pushing’ of inert gas using liquefied petroleum gas vapour. The second case is the complete mixing of both gases and removal the mixture from the tank to the atmosphere until desired concentration or amount of liquefied petroleum gas cargo in the tank is reached. On the example of nitrogen as inert gas and ethylene as a cargo, by thermodynamic analysis an attempt was made to determine the technical parameters of the process, i.e., pressure in the tank, temperature, time at which the operation would be carried out in an optimal way, minimizing the loss of cargo used for gassingup. Calculations made it possible to determine the amount of ethylene used to complete the operation and its loss incurred as a result of total mixing of both gases.

The paper characterises a class of problems for packing boxes in the container. It presents the current state of knowledge in this area and distinguishes evolutionary algorithms, as the most promising in the search for quasi-optimal loading conditions. The method proposed in the paper focuses on certain criteria important from a practical point of view, which in a formalised manner have not been included so far in the solving-problems models. Apart from the traditional consideration of the problem of three-dimensional space loading maximisation, the proposed method considers the deviation of the loaded container weight centre from its symmetry planes and the availability of packages during unloading. New elements in the described method are: the applied criteria, penalty function, way of coding the container loading state in the evolutionary algorithm and fast crossover and mutations operators dedicated to the adopted coding. It was observed that the evolution in the developed algorithm occurs properly, that is seeking to minimise the criteria. The article also includes a calculation example showing the effect of the method with the discussion of the results indicating the advantages and disadvantages of the proposed solution. The performance of the algorithm has been considered in the context of time necessary to obtain the acceptable solution and quality of the obtained solution. It was found that the algorithm in its current form is a strong base for its further improvement.

Create as part of the concession agreement signed by the Container Terminal 28 June 2004 with the port of Douala international terminal (DIT) Company aims to manage, operate and develop the Port’s container handling activity in Douala. This paper investigates the main factors explaining long container dwell times in Douala Port. Using original and extensive data on container imports in the Port of Douala, it seeks to provide a basic understanding of why containers stay on average more than two weeks in port space while long dwell times are widely recognized as a critical hindrance to economic development. It also demonstrates the interrelationships that exist between logistics performance of consignees, operational performance of port operators and efficiency of customs clearance operations. Shipment level analysis is used to identify the main determinants of long cargo dwell times and the impact of shipment characteristics such as fiscal regime, density of value, bulking and packaging type, last port of call, and region of origin or commodity group on cargo dwell time in ports is tested. External factors, such as performance of clearing and forwarding agents, shippers and shipping line strategies, also play an important role in the determination of long dwell times.

The aim of this study is to examine the importance of the decision in Engelhart CTP (US) LLC v Lloyd’s Syndicate 1221 with regard to the insurance of economic losses and non-existent goods in the context of all-risks cover. It also strives to analyse to what extent the principles of construction described in this decision are applicable to the interpretation of all risks cover in marine insurance disputes subject to Polish law. Assureds and beneficiaries of cargo policies are defrauded into taking up false documents for non-existent goods yet Polish law fails to address the questions which arise in such situations. It is thus important not only to investigate and evaluate the answers provided by English law but also to explore if and how Polish law may employ them. It follows from this study that Engelhart may be used in construction of all-risks policies subject to Polish law in most scenarios.
Celem niniejszego opracowania jest zbadanie znaczenia wyroku w sprawie Engelhart CTP (US) LLC v Lloyd’s Syndicate 1221 w odniesieniu do ubezpieczenia szkód ekonomicznych i ładunków nieistniejących w kontekście polis „all risks”. Próbuje ono także przeanalizować w jakim zakresie zasady wykładni przedstawione w tym wyroku można zastosować w interpretacji polis „all risks” w sporach ubezpieczeniowych opartych o prawo polskie. Ubezpieczający i ubezpieczeni w zakresie polis ładunkowych w wyniku oszustw przyjmują fałszywe dokumenty na nieistniejące towary, jednak prawo polskie nie odnosi się do wątpliwości, które wówczas powstają. Jest zatem istotne nie tylko, aby zbadać i ocenić rozwiązania oferowane w tym zakresie przez prawo angielskie, ale także aby wyjaśnić czy i jak prawo polskie może je wykorzystać. Niniejsze opracowanie wskazuje, że wyrok w sprawie Engelhart może w większości przypadków zostać zastosowany przy wykładni polis „all risks” poddanych prawu polskiemu.

In multi-tier distribution, in addition to suppliers and consumers there are also intermediaries who participate in the transfer of products from manufacturers to end consumers. The choice of the distribution system depends on the optimisation of the performance indicators for servicing an area, taking into account the technical capabilities of the individual logistics chain links. The paper compares two typical distribution structures in the construction sector. The choice of the structure is a function of the manufacturer’s economic and organisational determinants. The paper presents a model representing the costs of two typical distribution structures in the construction sector. The choice of the structure depends on the company’s outsourcing policy and total costs of all three major system components: the distribution network, transport network, and warehousing. Rationally built and implemented functioning models are a key element of business success in the marketplace. The choice of a suitable strategy is difficult, as it depends on many dynamically changing parameters which directly affect costs. In addition, the relations between the system elements are very complex and interdependent.

The main goal of this paper is to provide an original model of selecting multimodal technologies for the transport of perishable goods. The model in particular refers to the transportability of cargoes. The features of cargoes that have the most impact on transportability were specified. Formal representations of the key elements of the model were presented and characterized, including: perishable cargoes, form of transported goods (solid, liquid, etc.), means of handling (including loading devices and transport means), transport routes, categories of human labor, multimodal technologies and transportation tasks. A formal representation of decision variables, as well as constrains and a criterion function were provided. The model bases on two main solution assessment criteria: cost criterion and cargo safety criterion. A cargo safety criterion in the model is composed of 18 partial criterion functions. Each of these functions directly affects one safety aspect of the transported cargo. The exemplary partial criteria of cargo safety included in the model are: acceptable transport time, minimum or maximum temperature in the cargo’s direct surroundings, resistance to mechanical damage. In order to present a practical application of the presented mathematical model the paper shows also an example of selecting one of the multimodal technologies for the transport of perishable goods from the set of pre-defined types of multimodal transport technologies. The developed method uses different elements of the mathematical model provided in the paper, depending on the considered problem (including characteristics of cargo and their transport forms). For a significant group of perishable cargoes, it is not required to consider all defined criteria associated with cargo safety. The developed model allows for the accurate selection of transport technology for perishable cargoes for most transportation tasks. It should help to increase the efficiency of selection of multimodal transport technology for perishable products. The selected technology will then be characterized by the lowest transport cost and will ensure the safety of transported cargoes, as well as will meet other requirements determined by the transport task. As part of further work, it is possible to develop proposed method by considering additional characteristics of perishable cargoes.

The progressive degradation of the environment makes implementing pro-ecological solutions in various areas of our lives more meaningful. These measures also apply to transport, responsible for around 30% of total carbon dioxide emissions in the EU. Implementing ecological solutions in road transport encounters various barriers resulting mainly from the specificity of transport tasks. One of the most promising solutions in the high-tonnage road transport sector seems to be LNG-fueled engines, which allow for similar operating conditions to traditional combustion vehicles. The article aims to identify the environmental benefits of the use of high-tonnage LNG-fueled vehicles in freight transport and to conduct a comprehensive assessment of the economic efficiency of this solution. The article assesses the effectiveness of using an LNG-fueled vehicle and a diesel-fueled vehicle that meets the highest exhaust emission standard in high-tonnage transport, both in terms of economy and an impact of these solutions on the environment. The research was carried out on a given route, taking into account variants of vehicle manning and simulations of transport cycle time. In conclusion, a discussion of the obtained results was carried out, emphasizing the factors determining the profitability of using high-tonnage vehicles with LNG drive or its lack. Regardless of the indicated lack of clarity in the economic assessment of the effectiveness of LNG drives in high-tonnage vehicles, the identified environmental benefits from implementing these solutions seem to be quite unequivocal. Thus, it should be expected that in the event of loss of economic competitiveness of these solutions, appropriate fiscal instruments should be used - especially since LNG drives in the policies of individual countries are considered pro-ecological solutions.
