The paper concerns a risk assessment and management methodology in critical infrastructures. The aim of the paper is to present researches on risk management within the experimentation tool based on the OSCAD software. The researches are focused on interdependent infrastructures where the specific phenomena, like escalating and cascading effects, may occur. The objective of the researches is to acquire knowledge about risk issues within interdependent infrastructures, to assess the usefulness of the OSCAD-based risk manager in this application domain, and to identify directions for further R&D works. The paper contains a short introduction to risk management in critical infrastructures, presents the state of the art, and the context, plan and scenarios of the performed validation experiments. Next, step by step, the validation is performed. It encompasses two collaborating infrastructures (railway, energy). It is shown how a hazardous event impacts the given infrastructure (primary and secondary eects) and the neighbouring infrastructure. In the conclusions the experiments are summarized, the OSCAD software assessed and directions of the future works identified.

Risk management is an integrative part of all types of project management. One of the main tasks of pre-investment studies and other project documentation is the tendency to protect investment projects as much as possible against investment risks. Therefore, the provision and regulation of risk information ensure the identification of the probability of the emergence of adverse events, their forms, causes and consequences, and provides a timely measures of protection against risks. This means that risk management involves a set of management methods and techniques used to reduce the possibility of realizing the adverse events and consequences and thus increase the possibilities of achieving the planned results with minimal losses. Investment in mining projects are of capital importance because they are very complex projects, therefore being very risky, because of the influence of internal and external factors and limitations arising from the socio-economic environment. Due to the lack of a risk management system, numerous organizations worldwide have suffered significant financial losses. Therefore, it is necessary for any organization to establish a risk management system as a structural element of system management system as a whole. This paper presents an approach to a Risk management model in the project of opening a surface coal mine, developed based on studies of extensive scientific literature and personal experiences of the author, and which, with certain modifications, may find use for any investment project, both in the mining industry as well as in investment projects in other areas.
Zarządzanie ryzykiem stanowi istotny element zarządzania projektami wszelkiego typu. Jednym z głównych zadań w ramach studiów przed-inwestycyjnych i przy opracowywaniu dokumentacji projektowej jest zapewnienie maksymalnej możliwej ochrony projektu przed ryzykiem. Dlatego też zapewnienie i regulowanie informacji o zagrożeniach umożliwia określenie prawdopodobieństwa wystąpienia niekorzystnych zjawisk, ich formy oraz skutków, tym samym zapewniając możliwość podjęcia odpowiednio wczesnych kroków zabezpieczających. Oznacza to, że zarządzanie ryzykiem wymaga zastosowania różnorakich metod i technik zarządzania aby obniżyć prawdopodobieństwo wystąpienia niekorzystnych okoliczności wraz z ich skutkami, a zwiększyć szansę osiągnięcia założonych celów przy minimalnych stratach. Inwestycje są kluczowym elementem w przedsięwzięciach górniczych, w większości są to bardzo złożone i ryzykowne projekty, z uwagi na oddziaływania czynników wewnętrznych i zewnętrznych oraz z uwagi na różnorakie ograniczenia społeczne i środowiskowe. Wiele firm na świecie poniosło poważne straty finansowe z powodu braku systemu zarządzania ryzykiem. Systemy zarządzania ryzykiem są niezbędne w firmach i powinny zostać wprowadzone jako element struktury całościowego systemu zarządzania. W pracy tej omówiono zastosowanie modelu zarządzania ryzykiem w projekcie obejmującym uruchomienie odkrywkowej kopalni węgla. Model został opracowany na podstawie danych literaturowych oraz w oparciu o doświadczenia zawodowe autorów. Po odpowiednich modyfikacjach, model nadaje się do wykorzystania we wszelkich typach przedsięwzięć, zarówno w sektorze wydobywczych jak i innych sektorach.

Successful management of an information technology (IT) project is the most desirable for all organisations and stakeholders. Many researchers elaborated that risk management is a key part of project management for any project size. Risk management is so critical because it provides project managers with a forward-looking view of both threats and opportunities to improve the project success. The objectives of this research are to explore organisational factors affecting IT project success and risk management practices influencing IT project success. Risk management practices include risk identification, risk analysis, risk response planning, and risk monitoring and control. The IT project success is measured by proces performance and product performance. Data are collected from 200 project managers, IT managers, and IT analysts in IT firms through questionnaires and analysed using Independent Sample t-test, One-way ANOVA, and Multiple Linear Regression at the statistical significance level of 0.05. The results show that the differences in organisational types affect IT project success in all aspects, while the differences on organisational sizes affect IT project success in the aspect of product performance and total aspects. Risk identification and risk response planning influence the process performance and the total aspects of IT project success. Risk identification has the highest positive influence on product performance, followed closely by risk response, while risk analysis negatively influences product performance.

"Four goals and three levels" conception of risk management in transport comes out from triple interpretation the notion of system and from process approach to transport system interpretation. The title of the lecture suggests hierarchical risk management, but it is not so obvious and that is why is better saying about risk management at three levels of transport system: 1. level of system structure elements; 2. level of processes which realize system purposes; 3. level of system "attitude". In presented conception risk is a "multidimensional" constructor and relates all negative effects of transport (NET-s). It is, among the others, about risks: life loss (safety aspect), natural environment degradation, transport congestion arising.
W referacie przedstawiono autorską koncepcję "czterech celów i trzech poziomów" zarządzania ryzykiem w transporcie. Takie spojrzenie na zarządzanie ryzykiem wynika z trój-interpretacji pojęcia systemu oraz z procesowego podejścia do interpretacji systemu transportu. Tytuł referatu sugeruje hierarchiczność zarządzania ryzykiem, ale nie jest to takie oczywiste i dlatego lepiej mówić o zarządzaniu ryzykiem na trzech "poziomach" systemu transportowego: 1. poziomie struktury systemu; 2. poziomie procesów realizujących cele systemu; 3. poziomie "zachowań" systemu. W prezentowanej tutaj koncepcji ryzyko jest konstruktem "wielowymiarowym" i dotyczy wszystkich negatywnych efektów transportu (NET-ów). Chodzi między innymi o ryzyka: utraty życia (aspekt bezpieczeństwa), degradacji środowiska naturalnego, powstania kongestii transportowej.

Horizontal Directional Drilling (HDD) technology is a highly complex process connected with high risk and uncertainty due the high variability underground strata, often limited access to specialised equipment, dynamic natural environment, technical disruptions, human factor and changes in economic environment that further complicate the gathering of reliable information and data. This work presents a new risk evaluation model tailored for HDD technology, in which failure mode and effect analysis (FMEA) modelling were applied. This paper focuses on 15 human risk factors and 9 equipment risk factors in HDD technology. The proposed approach takes into account not only the probability of the risk factor occurrence, but also its severity and the possibility of detecting faults, which were not clearly separated and analyzed in the previous works. Application of the proposed model shows the relationship between occurrence, severity and detection for the analyzed failures. Moreover, many detection possibilities for the identified failures were presented. The calculated risk priority numbers allowed to rank HDD failures and identify the most critical risks for which one should look for risk treatment possibilities beyond risk cause reduction, such as risk effect reduction, risk transfer, risk elimination or active risk retention.

International business demands seamless service and IT-infrastructure throughout the entire supply chain. However, dependencies between different parts of this vulnerable ecosystem form a fragile web. Assessment of the financial effects of any abnormalities in any part of the network is demanded in order to protect this network in a financially viable way. Contractual environment between the actors in a supply chain, different business domains and functions requires a management model, which enables a network wide protection for critical infrastructure. In this paper authors introduce such a model. It can be used to assess financial differences between centralized and decentralized protection of critical infrastructure. As an end result of this assessment business resilience to unknown threats can be improved across the entire supply chain.

This paper focuses on the analysis of selected risks as part of investments in the power engineering at the initial (tender) stage of the life cycle in the context of the method of project management by the Contractor. The study was carried out on the basis of an analysis of over 500 tenders in the power engineering, from the last 5 years, taking into account future forecast data. The analysis carried out in this article was aimed at achieving specific and unique goals and results aimed at creating a useful product, which is the Contractor’s offer in the power engineering, taking into account the most significant risks. The result of this article is to support the project team in implementing risk management in the project at the tender stage. For this purpose, the risks with their basic parameters were defined, which allowed for the development of a risk matrix taking into account the data obtained in the tender procedures of leading electric power distributors. Based on the proposed risk quantification criteria, a list of remedial actions was prepared for all risk types listed in this article. In addition, the aspects of possible elimination/reduction of the impact of the most significant risks that occur at the analyzed stage of the investment life cycle were developed.

Opis:
Environmental risk assessment is one of the key tools in environmental engineering. This risk assessment can be qualitative or quantitative and it is based on preliminary studies i.e., baseline study for waste disposal sites. Even though the literature exists on baseline study in general, still there is a lack of guidance regarding development of a site-specific baseline study model for a waste disposal site. This study has two-fold aim, firstly, how to develop site-specific baseline study model for a selected dumping site, and secondly, how this site-specific baseline study can support the environmental engineering via mathematical risk estimation. Mahmood Booti Open Dumping Site (MBODS) is selected to demonstrate the development and application of site-specific baseline study model. This is followed by building a framework that shows how the output of the baseline study can lead to environmental engineering via mathematical risk estimation. The paper provides a mechanism of how to construct a bespoke baseline-study model that is readily useable, avoiding procurement of expensive computer software and yet smoothly connecting with the follow-on stages of the risk assessment. The work presented in this paper can be reproduced repeatedly to create site-specific baseline study models for risk assessment of other waste disposal sites in a cost-effective, consistent and cohesive manner.

The presence of the spare parts stock is a necessity to ensure the continuity of services. The supply of spare parts is a special case of the global supply chain. The main objective of our research is to propose a global spare parts management approach which allows decision makers to determine the essential points in stock management. Thus, it is important for the stock manager to evaluate the system considered from time to time based on performance indicators. Some of these indicators are presented in the form of a dashboard. The presentation of this chapter chronologically traces the progress of our research work. In the first part, we present the work related to the forecast of spare parts needs through parametric and statistical methods as well as a Bayesian modelling of demand forecasting. To measure the appreciation of the supply of spare parts inventory, the second part focuses on work related to the evaluation of the performance of the spare parts system. Thus, we concretize the link between the management of spare parts and maintenance in the third part, more precisely, in the performance evaluation of the joint -management of spare parts and maintenance, in order to visualize the influence of parameters on the system. In the last section of this chapter, we will present the metaheuristic methods and their use in the management of spare parts and maintenance and make an analysis on work done in the literature.

Ponieważ każda organizacja POWINNA zarządzać efektywnymi procesami logistycznymi, czynniki ryzyka mogą i powinny być kontrolowane, poprzez odpowiedni system zarządzania ryzykiem. Wprowadzenie kompleksowego podejścia do zarządzania ryzykiem pozwala na: - oszacowanie istotnych grup czynników ryzyka towarzyszących realizacji procesów logistycznych, - wypracowanie zintegrowanych strategii zarządzania ryzykiem, - opracowanie narzędzi analizy ryzyka w procesach logistycznych. Przedmiotem niniejszej publikacji jest przegląd wybranych narzędzi analizy procesów logistycznych.

Value stream mapping (VSM) is a well-known lean analytical tool in identifying wastes, value, value stream, and flow of materials and information. However, process variability is a waste that traditional VSM cannot define or measure since it is considered as a static tool. For that, a new model named Variable Value Stream Mapping (V-VSM) was developed in this study to integrate VSM with risk management (RM) using Monte Carlo simulation. This model is capable of generating performance statistics to define, analyze, and show the impact of variability within VSM. The platform of this integration is under Deming’s Plan-Do-Check-Act (PDCA) cycle to systematically implement and conduct V-VSM model. The model has been developed and designed through literature investigation and reports that lead in defining the main four concepts named as; Continuous Improvement, Data Variability, Decision-Making, and Data Estimation. These concepts can be considered as connecting points between VSM, RM and PDCA.

Oil and gas industry processes are associated with significant expenditures and risks. Adequacy of the decisions on safety measures made during early stages of planning the facilities and processes contributes to avoiding technological incidents and corresponding losses. Formulating straightforward requirements for safety instrumented systems that are followed further during the detailed engineering design and operations is proposed, and a mathematical model for safety system design is introduced in a generalized form. The model aims to reflect the divergent perspectives of the main parties involved in oil and gas projects, and, therefore, it is formulated as a multi-objective problem. Application of black box optimization is suggested for solving real-life problem instances. A Markov model is applied to account for device failures, technological incidents, continuous restorations and periodic maintenance for a given process and safety system configuration. This research is relevant to engineering departments and contractors, who specialize in planning and designing the technological solution.
