    Opis:
    Planning a construction project, the investor frequently faces the choice of the option of the planned investment. Assessment of options is difficult due to the complex nature of construction projects. Various methods of multicriteria evaluation are successfully applied in the assessment and analysis of options. For those methods to work, a handful of information must be prepared beforehand. Among others, it is necessary to establish the assessment criteria and determine their weight for specific cases. This stage is implemented in cooperation with experts. The results of evaluations, obtained on the basis of the experts' opinions, must be processed and prepared. The paper will discuss one possible option for assessing the experts' opinion.
    Wspomaganie decyzji wielokryterialnych wymaga udziału wielu ekspertów wyrażających swoje opinie na badany temat. W celu uzyskania obiektywnej oceny przyjmuje się dwa sposoby postępowania. Jeden to opisowa ocena ważności kryterium, drugi natomiast wymaga przyjęcia liczbowej skali pomiaru. Czynniki niemierzalne często pojawiają się przy planowaniu inwestycji. Możliwość ich uwzględnienia podczas podejmowania decyzji zapewniają nam różne metody wielokryterialne, np.: Analiza MCE, AHP, metody wskaźnikowe. Wszystkie wymienione metody wymagają zebrania dużej ilości informacji pozwalających ustalić wartości kryteriów. W tym celu przeprowadza się ankiety i wywiady wśród różnych grup ekspertów. Stosując metodę MCE musimy zebrać informacje o spełnieniu ograniczeń pierwszej i drugiej grupy. W przypadku ograniczeń pierwszej grupy do analizy służy skala zero- jedynkowa. 1 – oznacza spełnienie określonego wymogu, 0 – nie spełnienie. Przykładem takich ograniczeń może być: droga publiczna w odległości nie większej niż 5km; wielkość działki, na której planujemy budowę- co najmniej 1500 m2 i np. kryterium ekonomiczne – cena działki nie większa niż 150tys zł. W przypadku drugiej grupy kryteriów konieczne jest określenie skali umownej. Im szersza jest skala tym dokładniejsze określenie spełnienia danych warunków.

    Opis:
    Nowadays in e-commerce applications, aspect-based sentiment analysis has become vital, and every consumer started focusing on various aspects of the product before making the purchasing decision on online portals like Amazon, Walmart, Alibaba, etc. Hence, the enhancement of sentiment classification considering every aspect of products and services is in the limelight. In this proposed research, an aspect-based sentiment classification model has been developed employing sentiment whale-optimized adaptive neural network (SWOANN) for classifying the sentiment for key aspects of products and services. The accuracy of sentiment classification of the product and services has been improved by the optimal selection of weights of neurons in the proposed model. The promising results are obtained by analyzing the mobile phone review dataset when compared with other existing sentiment classification approaches such as support vector machine (SVM) and artificial neural network (ANN). The proposed work uses key features such as the positive opinion score, negative opinion score, and term frequency-inverse document frequency (TF-IDF) for representing each aspect of products and services, which further improves the overall effectiveness of the classifier. The proposed model can be compatible with any sentiment classification problem of products and services.

    Opis:
    The foster care system implements social policy in the sphere of state welfare services for families in crisis. The aims of this article are to consider the issue of consent in regard to state interference in the sphere of the family and to appraise the functioning of the system of institutional aid and support for families in a situation that endangers the life or health of a child. The authors analyze society’s perception and reception of foster care. They present a quantitative and qualitative analysis of selected press articles published in the years 2010–2015, and then discuss the findings of a nationwide survey conducted in the first quarter of 2016. Participants in the survey answered questions concerning their familiarity with foster care issues and media communications on the subject, as well as about their possible direct contact with foster care.

    Opis:
    The aim of the article is to show the evolution of structural divisions within Polish elites from the perspective of changes in Polish-Russian relations after 1989. In order to describe the formation of the Polish space of opinion on the topic, the author interprets the unexpected marginalization of the famous Russian expert Andrzej Drawicz (1939–1997) in the Third Polish Republic. The article contributes to an understanding of the dynamics shaping Polish debates about Russia, and also – by tracing Drawicz’s career trajectory – presents a model of biographical analysis that allows the social dimension to be taken into account.
