The development of linear infrastructure increases the degree of fragmentation of natural areas and has a negative impact on biodiversity and the range of available ecosystem services. The basic competing land use model is expanded to include infrastructure development. The extended model leads to the conclusion that due to the dual impact of the infrastructure (lowering the value of ecosystem services and increasing the private rents to developed land), the size of the natural area in the long-term equilibrium will be lower compared to the basic model. The preservation of nature ceases to be profitable enough. Infrastructure also reduces the marginal costs of conversion and thus increasing the volume of natural land being converted at avery moment along the transition path. If the decisions on optimal management of natural areas and infrastructure development are undertaken together, the result is a lower density of the infrastructure network and a larger ecosystem area in the steady state.

The article highlights some socio-economic aspects of land use planning. Effective space management requires co-ordinated programmes, the limits allowing the social space to self-regulate and the carefully calculated volume of input (not only in the economic terms) into maintaining the desired quality of this space. Disturbed balance between the space self-regulation and the disproportionate input usually results in excessive burden laid on one of these elements. Therefore, adequate proportions between the two of them should be of central importance for land use planners. To this end, it is extremely important to develop a proper land use policy, a part of which are local development plans. They create the space and its functions and, conversely, it is the space and its quality that determine the provisions of land use plans. The latter make entities behave on the market in a specific way, thus shaping, directly or indirectly, the local property prices. A local development plan, or its absence, often hinders the growth of not only the local real estate market, but also the local development in general. Effective planning, especially in terms of economic and social consequences, determines the contents of the information resource that is necessary for making right land use decisions. The deficit of micro-scale analyses leads to a situation when local plans are created on the basis of data aggregated for much larger areas (such as cities or their districts) thus making the predicted effects of land use planning burdened with error. Another equally important issue is an ex post analysis of the land use planning effects. It is also necessary to develop a coherent concept of the spatial order of the area beyond the administrative borders. Unfortunately, the areas covered by land use planning are constantly shrinking in size, which is resulting in the disturbed continuity of the spatial order and in the uncontrolled urban sprawl.Spatial development policies and land use plans should be preceded by the strategic analyses of their impact on the natural environment, of the mutual influence of the plan provisions on the neighbouring administrative units, of the economic effects of using local land and buildings (not limited to the financial consequences of a zoning fee) and, first and foremost, of the social relevance of the functions proposed for the area in question.

The correct arrangement of area use function in built-up and urbanized areas is of a crucial meaning as for the satisfaction of economical and functional needs of a city. The process of creating functional structure is not incidental, it is a consistently implemented concept included in the planning documents. The use of limited resources is conditioned by the needs linked to the proper management, based on optimal adjustment of area to determined functions. Maintaining spatial order is a result of interdependent and correlated actions of many entities. Some of these actions are regulated in law, while other arise from indirect actions of entities operating in a given area, among others, of real estate market professionals. Selected problems of the optimal shaping of built-in and urbanized areas (in particularly of cities) were presented in the study. Those processes of the real estate system and their influence on the optimal use of areas in which a significant role may be played by real estate professionals: real estate appraisers, real estate agents and real estate managers were presented.

The last one hundred years of land use history in the southern part of Valdai Hills (European Russia) were reconstructed on the base of high resolution pollen data from the peat monolith taken from the Central Forest State Reserve supplementing with historical records derived from maps of the General Land Survey of the 18th and 19th centuries and satellite images. According to the created age model provided by dating using radio-nuclides 210Pb and 137Cs, pollen data of the peat monolith allow us to reconstruct vegetation dynamics during the last one hundred years with high time resolution. The obtained data showed that, despite the location of the studied peatland in the center of the forest area and rather far away from possible croplands and hayfields, the pollen values of plants – anthropogenic indicators (Secale sereale, Centaurea cyanus, Plantago, Rumex, etc.) and micro-charcoal concentration are relatively high in the period since the beginning of the 20th century to the 1970s, especially in the peat horizon formed in the 1950s. In the late 1970s – the early 1980s when the pollen values of cereals gradually diminished in assemblages, the quantity of pollen of other anthropogenic indicators were also significantly reduced, which reflects the overall processes of the agriculture decline in the forest zone of the former USSR.

The main objective of the article is to depict the financial aspects of the urban area development. The paper is divided into two major parts. The first one in theory presents legal determinants to provide the city budget with income from real estate management, and the financial results for adopting implementing rules concerned the city master plans. The second empirical part contains the analysis of the land development and spatial – landscaping transformations in Cracow. The authors also studied the real estate financial city reports in the marginal years available for research 2005–2010.

Opis:
Land cover change (LCC) is important to assess the land use/land cover changes with respect to the development activities like irrigation. The region selected for the study is Vaal Harts Irrigation Scheme (VHS) occupying an area of approximately 36, 325 hectares of irrigated land. The study was carried out using Land sat data of 1991, 2001, 2005 covering the area to assess the changes in land use/land cover for which supervised classification technique has been applied. The Normalized Difference Vegetation Index (NDVI) index was also done to assess vegetative change conditions during the period of investigation. By using the remote sensing images and with the support of GIS the spatial pattern of land use change of Vaal Harts Irrigation Scheme for 15 years was extracted and interpreted for the changes of scheme. Results showed that the spatial difference of land use change was obvious. The analysis reveals that 37.86% of additional land area has been brought under fallow land and thus less irrigation area (18.21%). There is an urgent need for management program to control the loss of irrigation land and therefore reclaim the damaged land in order to make the scheme more viable.

Rural development is connected with sectoral policies conducted by local authorities. One of them is spatial policy, which is the basis for making localization decisions and influences the development of land-use in a commune. This is particularly important for rural areas which are located in an agglomeration zone or in functional areas. One of the functional areas in Poland is the bipolar of Warsaw and Lodz. It has got a diversified level of socio-economic development.The article uses the existing research about functional types of communes. It is an attempt to show the relations between them and the sphere of spatial planning. In the article were used the indicators presenting the percentage of land allocated in land-use plans for housing, services, agricultural production and green areas. Due to that it was possible to verify connections between the functional type of a commune and the existing behaviour of local authorities in the sphere of spatial planning.

The Remote Sensing Centre has been set up within the Institute of Geodesy and Cartography shortly after launching the first environmental satellite. The main task of the Centre was to use satellite images in research of environment. The Landsat images have been used by the Centre to elaborate the first maps of land use in Poland. Satellite images have also been used to assess the forest damage in Sudety Mountains, elaboration of the satellite maps, assess of the air pollution in the country and elaboration of the soil data bases for Poland. Satellite images acquired in microwaves have been used to map a flood extent in Odra River Valley and to estimate damage caused by the flood. The most diverse application satellite images found in agriculture. They were used for assessment of the stage of crop development, crop yield and production of the cereals in Poland. Several other scientific institutes have also used satellite images in their investigation. One of them was the Institute of Oceanology. It has used satellite images for the Baltic ecosystem monitoring.

The need for effective and rational use of land, protection, and preservation of its qualitative state (as the agricultural land soil) is due to some negative details, namely, more than a third of the land is eroded, half of which are black soil in particular, which have an average level of nutrient supply, a lot of contaminated abandoned or overdented land. The acuteness of this problem, which has developed with regard to the protection and preservation of the land qualitative state, has become particularly relevant. The solution to this problem requires truly effective methods of influence. One of such methods is the surveillance of ecological and economic monitoring of land. The article analyzes the ecological and economic factors and factors influencing the monitoring and surveillance of land in Ukraine. Perspectives and objectives for improvements in land monitoring are highlighted. The paper discloses a theoretical synthesis and new approaches to solving the problem of environmental management, which can participate in the development of innovative economic and environmental factors of rational land use, which will contribute to enhancing the transition of Ukraine to the model of sustainable land use. The purpose of this work is a scientific analysis of the various organizational factors of monitoring and surveillance of agricultural land in relation to the current legislation in Ukraine.

In order to ensure the territorial development of land use in the region, there is a need to change the trajectory of spatial and urban planning factors. The ways for implementation of the proposed system measures are defined in the article. For investment and environmental indicators, the integrated indicator of territorial development of land use in the region, depending on their change, is predicted. The article presents the results of forecasting the integrated indicator of land use territorial development in the region based on the growth of systemic investment factors and the results of forecasting the integrated indicator of land use territorial development based on the growth of systemic environmental factors. Practical scientific-based recommendations for ensuring the territorial development of land use in the region by applying the results of its integrated assessment and modeling are proposed. Developed recommendations made it possible to form directions and build the basis for ensuring the territorial development of land use in the region. The development of methodological recommendations for ensuring the territorial development of land use in the region is based on the results of the study of the influence of systematic spatial, urban, investment, and environmental factors on the integrated indicator of land use territorial development.

The article considers a comprehensive study of the problem of land relations development in the region. It identifies the main directions for their further development, which include improving the legislative framework, economic and monetary valuation of land, leasing land relations and ensuring the formation of a market for agricultural land and ecologically safe land use. The article aims to determine the interrelated components of the organizational and economic mechanism for managing land resources of agricultural enterprises in the context of ensuring land-use efficiency based on the choice of a land-use optimization model. The theoretical and methodological bases for the development of land relations in the conditions of market economy formation are generalized. The directions for improving the ecological status of agricultural land are justified. The state regulation of land relations is analyzed, and ways to improve land legislation are proposed. The directions of the formation and development of the agricultural land market are justified. The ways to improve the ecological condition of the land, taking into account the regional characteristics of the Vinnytsia region, are proposed. To determine the relationship of rational use and reproduction of resources, considering the problems of choosing the optimal strategy for the impact of the economy on the ecologization of land resources, the system of rational use and reproduction of natural resources is developed. The optimization model describing the conditions for the process of stimulating landowners and land users in the direction of protection and rational land use is established.

Three Northern European countries over the last century have had similar political experiences, in 1990–1991 they have re-established independence and developed an individual political and administrative system. From 2004, when all Baltic countries became members of the European Union, the land use and spatial planning systems were developed with many similarities, as well as differences. The topic of this study is a survey of the national land policies and spatial planning systems in Latvia, Lithuania and Estonia in the context of sustainable development, needs of society and depopulation. The aim of the article is to examine the problems, needs of society and tendencies in land usage, as well as systemic features of spatial planning in the Baltic countries. It is very important to analyse how countries realize the implementation of sustainable development strategies In land use planning and in the context of depopulation. It was found that the Baltic countries are facing similar problems in land use and spatial planning documents but there are also differences regarding planning procedures of documents, their hierarchy and types of planned measures. The study has shown that people in these countries want more natura environment and eco-industrial development. Also, it was approved as necessary to createan index (engineering method) of sustainability in spatial planning.

The purpose of this article is to present the author’s concept of the integrated planning system. I the fi rst part the axiological aspects of spatial planning as well as the public interest in land use are discussed. Also, the theoretical evidence for integrated planning in market economy is described and the specifi city of integrated planning approach. In the next part of this paper general assumptions of the changes recommended for the implementation in the spatial planning system are described. In the main part of the article’s text characteristics of the proposed innovations related to the sphere of strategic and spatial planning system and land use management at the local, regional and national are described. The transformation processes that occur in the technical, informational, and economic spheres of the regions require the development of new conceptual approaches to the development of a full-fledged land use system based on an analysis of the problems of using underground real estate. Determination of the features of land use of underground real estate is based on a quantitative basis, which is built on a systematic, integrated approach. Indicators that determine the condition and use of underground real estate are of particular importance for the development of the approach. A method of estimating a generalized indicator of the use of underground real estate in the system of land use of regions based on an integrated approach, which includes the method of expert assessments by applying qualitative indicators characterizing the status and level of use of underground real estate, considering urban, spatial, investment and innovation legal and safety features is developed. The assessment results of the integrated indicator of underground real estate land use, as well as the results of the assessment by region, showed a low level of use of underground real estate in the land use system of the regions. It is determined that most of the lands in the regions have low levels of underground real estate use. Besides, there is a need to increase the use of underground real estate by developing appropriate methodological recommendations.

The study is devoted to the study of strategic vectors for the development of recreational lands. It is proved that in the current state of the recreational lands of the EU countries there are certain obstacles on the way to the sustainable development of the respective territories. The recreational sphere is deprived of the possibility of balanced development due to the problems of inefficient use of the lands of the respective territories. These lands cannot provide both the need for recreation and the necessary protection and restoration of the environment due to the negative anthropogenic impact. The author’s definition of the term "land strategizing" is given. The components, functions, subjects and the effect of the implementation of the strategy of recreational territories are determined. The proposals for the implementation of the land strategy process using the methodology of foresight forecasting of recreational land use have been developed. The scientifically grounded stages of Foresight forecasting and methods of their implementation from the set of Foresight forecasting methodology are proposed. The logical-structural scheme of land planning for recreational territories based on the foresight methodology is presented. Also the procedure for the foresight methodology implementation in the direction of sustainable management of recreational land use is proposed.
