Opis:: Polish spatial data infrastructure dates back 2010, the year when the Spatial Information Infrastructure Act transposing INSPIRE Directive entered into force. The present study provides valuable insight into the current status of Polish spatial data infrastructure (PSDI) as well as lessons learnt from so far efforts in implementing the principles and provisions of the INSPIRE Directive. Particular respect is given to policy, interoperability of data as well as cooperation between actors involved in PSDI establishment and maintenance. Data managed by the Surveyor General (SG), perceived as a backbone of a spatial data infrastructure, are of special importance. Finally, some conclusions and recommendations for further developments are given to foster SDI implementation in Poland. Results of the analysis clearly show that Polish spatial data infrastructure is in line with INSPIRE, and in a half of way being fully operational.

Opis:: This paper presents the main aspects concerning the systemic approach to the problem of interoperability of rail transport. Follow decision about the opening of the EU market and transport services for rail transport, the European Parliament and of the Council have introduced a number of interoperability directives for implement interoperability on the rail system in EU. Their goal was to get the integration of rail transport systems, despite the differences in control -command and signaling systems, power supply and operation system, to be rich on the safe and not disrupted train running over the different countries (different infrastructure managers). The article indicated the main areas in the railway system which are depends on strongly of the interoperability implementation.

Opis:: Ensuring the greatest possible interoperability of rail transport, especially for railways in Europe, is one of the key projects to be implemented using the European Rail Traffic Management System (ERTMS), including the European Train Control System (ETCS) and the Global System for Mobile Communications-Railways (GSM-R). The ERTMS system aims to replace many different rail traffic control systems with one, common and unified European solution (Commission Regulation (EU) 2016/919, 2016), (Directive (EU) 2016/797, n.d.) Its creation was dictated by the desire to standardize the traffic control systems present in the territories of various European countries, at the same time extending their functionality and eliminating the existing technical barriers. The aim of this article is to present the possibility of implementation interoperability tests - IOP tests, on Polish railways. These tests are intended to provide a faster, more accurate and less costly demonstration of compliance with the ETCS interoperability requirements compared to field tests. The work defines the concept of interoperability tests as well as the purpose of their application. The general principles and procedures for conducting interoperability tests are presented. In the further part of the work, the operation of laboratories in the European Union is analysed. The laboratories functional in Switzerland and Spain were selected for this analysis. Following, the paper presents the validity of implementing interoperability tests on the territory of the Republic of Poland. On the basis of the pan-European procedure of conducting interoperability tests and the experience of foreign independent laboratories, conditions for the implementation of tests in the Polish railways were developed, which could be used in the future to introduce IOP tests in Poland.

Opis:: Due to different reasons a significant modal shift from railway to road transport took place over last decades. The basic reasons are pointed in the paper introduction together with contradicting transport policy taking into account environmental and economical challenges. Political vision to stimulate modal shift from road and air to railway cannot become true without achieving railway technical and operational interoperability. Paper describes wide range of technical barriers between individual intraoperable railway systems in civil engineering structures, traction power supply, control command and signalling and the ways, which are being applied to ensure stepwise converging of the technical solutions taking into account safety and technical compatibility, as well as other essential requirements, namely: reliability, accessibility, health and environment.
Europejska polityka transportowa od dwudziestu już lat zakłada secesję kolei jako ekonomicznie i środowiskowo cennego środka transportu. Tak się jednak nie dzieje, więc pytanie o przyczyny jest jak najbardziej zasadne. Artykuł wychodzi od powodów i uwarunkowań szybkiego rozwoju kolei w pierwszej połowie dwudziestego wieku by pokazać praprzyczyny dzisiejszego braku konkurencyjności kolei oraz wyzwania i rozwiązania proponowane i stosowane dla właściwego uwzględnienia kolei w zrównoważonym systemie transportu w Unii Europejskiej.
