    This article summarizes the arguments and counterarguments within the scientific discussion on identifying the enterprise’s state to evaluate its effectiveness and optimize the target functions in solving enterprise development problems. The proposed scientific and methodological approach to modeling the enterprise development management system under decentralization conditions and its practical implementation makes it possible to determine the dominant development parameters of manufacturing enterprises that influence the United Territorial Community and to timely track the impulses and space of the United Territorial Community state, taking into account the PS state as parameters for its development. The proposed analysis of the Production System state within the United Territorial Community framework and evaluating its development dynamics shows the necessity of forming a system of generalized vector-scalar, situationally oriented indicators.

    The paradox of enterprise management is the company must continually change in a dynamic and difficult-to-predict environment in order to achieve business continuity and profitability goals. The relatively low efficiency and awareness of the need for change at network organizations means the problems connecting with changes implementation, identification of conditions limiting their realizations and importance of final results are still significant. This article described this issue by the diagnosis of current state of the change management in various types of network organizations and showing how this state can be improved in the future. Assuming the organization will strive for conscious and organized change management.

    Opis:
    Global competition and increasingly complex networks of supply chains require new production philosophies, novel supply chain paradigms (Lean, Agile and Hybrid ones) and new organization and cooperation forms of companies in order to reduce cost, increase productivity and boost competitiveness. Therefore, members of an Agile supply chain form a virtual enterprise (VE) network, which stands for temporary cooperation of VE members (final assemblers, suppliers, service providers) in which the members share their skills, human and equipment resources as well as waste for more efficient operation. The goal of this study is VE optimization, which means forming optimum combinations of potential chain members. This innovative and original approach involves developing an optimization method and defining objective functions (total cost, total lead time) and design constraints (production and service capacities, inventories and members flexibility) for optimum formation of VEs. The focus of VE optimization is to manufacture and deliver final products to customers in the most time- and cost-effective manner, with the total cost and total lead time of the supply chain being minimized during the optimization. Unique optimization software has been developed based on this method. It can can be widely used for optimizing micro- and macro regional virtual networks.
