In the last decades borderlands studies have been rapidly developing in various disciplines. Within the changing function of European borders (from separating line between two souvereign states to borderscapes of intercultural flows and fluid identity) the focus of border scholars moved towards social relations and bottom-up perspective. Thus, borderlands are perceived as laboratories of European integration and multicultural spaces. For the aim of this article, borderlands are defined as spaces located on the geographical border between different states, nations and cultures that are objects of European Union cohesion policy. By analysing the Eurobarometer survey on cross-border cooperation I try to demonstrate differences between border regions covered by the Interreg cross-border cooperation programmes in terms of cross-border practices, general trust in others and attitudes towards citizens of neighbouring countries.

Opis:
The inspiration for this article is the increasing number of businesses being established by Poles in Germany, especially in the eastern part of the country. The authors’ aim is to research the strategies of Polish entrepreneurs behind the western border and to point out the forms of their participation in the German labor market. We base our narrative on individual interviews with the experts in the field of transnational entrepreneurship, and we discuss the motivations and the competitive advantages of Polish entrepreneurs. We describe their barriers and reflect on the future of Polish entrepreneurship in Germany. As the context, we employ sociological theories relevant in the field of migrations and entrepreneurship and look at statistical data illustrating the activity of Polish entrepreneurs in the Polish-German cross-border area. We answer questions about their ways of functioning there from the viewpoint of representatives of companies, institutions and organizations supporting them. In the article, we base our findings on the knowledge, opinions and predictions of our experts.

This article discusses the professional careers of foreign scholars in Krakow, one of the leading academic centres in Poland and a regional ‘silicon valley’ (toutes proportions gardées). Central and Eastern Europe is understudied as an immigration region for highly skilled migrants (HSMs). To bridge this gap, we concentrate on three interrelated topics: (a) the perception of Polish science and its infrastructure; (b) careers of international staff employed in Polish academia; and (c) their perception of their achievements in Poland. Foreign scholars come to Poland for various reasons. Two of the most important are the cultural proximity between Poland and their country of origin, and research interests focused directly in Poland. Our findings show that Poland attracts first and foremost scholars with average scientific achievements. We discuss major problems they encounter (e.g., shortage of funds, uncomfortable office space, restricted access to books and papers) and their expectations of life in a semi-periphery country. The paper is mainly based on in-depth interviews with 23 foreign scholars working full time at four universities in Krakow and, as a secondary source, on the analysis of websites of these universities.

The communication aspect of cross-border healthcare and translation and interpreting in this field are under-researched. This paper presents the results of a qualitative webpage content analysis of the multilingual websites of three Viennese abortion clinics. We investigate if and how content affected by a social and cultural taboo is (re)framed linguistically in versions addressed at patients from Poland, where abortion has been largely illegal since 1993. Our results show that awareness of the need for comprehensive target group-oriented information provision and quality translation and/or adaptation varies and that the Polish websites in our corpus tend to adopt a slightly different, more feminist and pro-choice point-of-view in comparison to the German versions.

The Schengen area tends to be commonly misconstrued in the public perception as being ‘border-free’, defined by the unrestrained mobility of people, goods and capital. In reality the so-called ‘internal borders’ are still marked by a fervour of activities, conducted by the various national state agencies created for the purpose of territorial protection. Identity and migration checks – which often strikingly resemble preSchengen border checks – special crime-prevention tasks and transnational operations of police-type forces, detention and the unrelenting transfers of asylum-seekers and forced returns of illegalised migrants (also of EU nationals) are only a few among the many responsibilities of the various border-guard formations. This paper, based on data from fieldwork with the street-level Polish Border Guards working in the Intra-Schengen border region on the Polish–German border, analyses the impact of different levels of institutional discretion: official, local and individual, with a particular focus on the officers’ behaviour and decision-making and on the role of discretion within the policy implementation of a specific procedure. Analysing the phenomenon of the forced returns (deportations) of EU nationals within the Schengen area, this paper exposes the nature of the little-known practice of cross-border transfers. It focuses on the phenomenon of a forced return of Polish citizens from Germany, specifically on the micro-level moment of transfer of custody between the German Federal Police (Bundespolizei) into the hands of the Polish Border Guards (Straż Graniczna) on the Polish–German border, looking at the procedural variations and the decision-making of the officers, especially in the context of its street-level echelon and its practical contribution to the concept of deportability

Postrzeganiem przestrzeni geograficznej, tożsamości regionalnych lub wpływem wydarzeń historycznych na aktualne stosunki społeczne zajmują się różne dyscypliny naukowe. Niniejszy artykuł zajmuje się tymi zagadnieniami z pogranicza geografii i socjologii. Najważniejszym pytaniem, na które zespół autorski starał się odpowiedzieć, było to, jak subiektywne postrzeganie granicy i sąsiedniego kraju wpływa na obiektywne zachowania mieszkańców pograniczy, na kształtowanie ich związków z mieszkańcami regionu spoza granicy oraz powiązań ekonomicznych i kulturowych. Materiałem empirycznym były wyniki badań kwestionariuszowych na pograniczu polsko-czeskim w rejonie Górnego Śląska oraz austriacko-słoweńskim w rejonie Karyntii. Badane były aktualne stosunki transgraniczne w kontekście ich różnych losów historycznych. Stwierdzone różnice determinowane położeniem geograficznym, wiekiem, wykształceniem czy znajomością języków były testowane metodami statystycznymi. Do najważniejszych uzyskanych wniosków należy stwierdzenie, że zmiana funkcjonowania granicy po wejściu krajów do strefy Schengen ma istotne znaczenie, ale mieszkańcy reagują na nią z pewnym opóźnieniem. Efekt bariery w świadomości istnieje nadal zwłaszcza na granicy polsko-czeskiej i dla jego złagodzenia konieczne jest wsparcie instytucjonalne.
Research questions like geographical space perception, regional identities research or the influence of historical events on current social relations are in the focus of many disciplines, including sociology and geography. The authors have focused on research of these and similar problems on the examples of two border regions in four EU countries. The principal question is how the perception of the neighbouring country (respectively region) is influenced by objective circumstances like border regime, level of economic and cultural connectivity and on the other hand also subjective perception by local population. There are presented results of the research on Czech-Polish and Austrian-Slovenian borderlands. Research was focused on perception of current cross-border relations trying to determine crucial cultural and historical events which influenced them. Differences of results are tested by using statistical analysis. The statistical analysis tested potentially different perception and behaviour of people by age, education and different level of neighbour’s state language knowledge. The changes in cross-border regime (as the result of countries accession into Schengen zone) are perceived as important ones but the perception of the border and the intensity of cross-border relations react to this fact with substantial time delay. Institutional support leading to the mitigation of barrier effect perception of the border seems to be important especially in the Czech-Polish borderland.

Unscheduled power flows are a serious problem for the Central and Eastern Europe (CEE) region. One method of reducing these undesirable flows relies on the use of phase shifting transformers (PSTs). This paper presents how the installation of PSTs on the Polish-German and Czech-German borders affects cross-border power flows in the CEE region, as well as interactions between these devices. The essential parameters proposed for PSTs are based on the effects arising from the application of PSTs on the border between Poland and Germany. The results demonstrate that the use of PSTs in the CEE region can provide effective control of active power flows in tie-lines and significantly reduce unscheduled flows. However, the operation of these devices must be coordinated in order to achieve maximum controllability and to guarantee the secure operation of the interconnected systems.

Public and private stakeholders that operate land border crossings are increasingly concerned about long wait times for trucks crossing from Mexico into the United States. Long wait times are detrimental to the regional competiveness, supply chain operations, the environment in the region adjacent to the border crossings, and to the overall economic development. In order to have reliable and systematic information on border crossing time and delay, a system to measure travel time through the border is required. This paper describes the basic border crossing operations at the Texas/Mexico border that serves as the foundation to identify a technology that could be used to collect border crossing information. The design and deployment processes that were used for the implementation of the border crossing time measurement system for U.S.-bound commercial vehicles are described. The paper also presents the results of the system that was developed to disseminate border crossing and wait time data. Benefits to supply chain operators at land border crossings and next steps in the development of more border-related performance measures are described.
