Opis:
The degree of emission limitation achieved through improved efficiency of combustion engine vehicles can no longer set off additional emissions caused by increasing traffic activity. As the restriction of greenhouse gas emissions from cars is expected to be particularly difficult, the air pollution and excessive dependence of road transportation on oil cannot be improved without the implementation of new mobility concepts (biofuels, hybrid drives, electric vehicles). The lack of these concepts, as emphasized in the White Paper, will preserve transportation dependence on crude oil so deeply that only 10% of energy will be derived from renewable sources. According to this scenario, until 2050 the CO2 emissions in the transportation sector will increase by one-third compared to 1990. Moreover, there will be an increase in the costs of traffic congestion until 2050 by ca. 50%. The difference in the availability between central and peripheral areas and social costs of accidents and noise pollution will increase as well (EC, 2011). The goal of the paper is to determine whether the implementation of a new solution would actually improve the situation of air pollution, traffic noise, etc. To this end, the paper proposes a comparative analysis of cars with various sources of energy using a multi-criteria scoring method. Notably, this method has never been used in such a confrontation before. Until now, the multi-criteria assessment methods have been used i.a. to evaluate implementation variants for infrastructural investment projects in rail transport (Jacyna and Wasiak, 2007), traffic flow distribution (Jacyna and Merkisz, 2014; Wasiak et al., 2017), supply chain efficiency (Jacyna-Gołda et al., 2018), effectiveness of vehicle allocation for tasks in supply chains (Jacyna-Gołda et al., 2017), etc.

A concern about the current state of relations between industry and the environment is often neglected. However, it is important to underline that industry and sustainability are not mutually exclusive. There are many industrial processes to blame when analyzing the negative impact on current socio-ecological environment. The emerging question is whether companies nowadays are ready to face challenges in the name of sustainability, the future of the planet and generations to come. In addition, an assessment of industrial processes may be very time-consuming and costly in financial terms. This fact allows developing sustainability assessment approach and its measures for keeping track on to evaluate scale of environmental, social and economic changes. The goal of the paper is to develop a multicriteria decision-making approach for sustainability assessment of renewable energy technology. A sustainability assessment approach combines life cycle-based methods integrated with multi-criteria decision-making method based on analytical hierarchy process. The resulting assessment method allows finding a compromise between industry and the environment and identify potential intervention points for further research. As a result of decision-making process, string ribbon technology was considered as the most sustainable. The applicability of the proposed method is assessed based on photovoltaic panels.

The Decision Makers in the production organizations, which produce multiple different products at the same time, set the priorities for what the organization desires to produce. This priority is sorting the products in order to schedule the production based on these priorities. The production organizations receive a huge number of orders from different customers, each order contains many products with close delivery dates. The organization aims to produce multiple different products at the same time, in order to satisfy all customers by delivering all orders at the right time. This study will propose a method to prioritize the production to produce a multiple different products at the same time, the production lines will produce multiple different products. This method will prioritize the products using Multi Criteria Decision Making technique, and prioritize the production operations using a new algorithm called Algorithm for Prioritization of Production Operations. In addition, the study will provide an algorithm for production scheduling using the production priority calculated based on the proposed method. The study will also compare the scheduling based on the priority rules and based on the proposed method through total production time and the variety of products produced.

Opis:
The goal of multi-criteria decision making (MCDM) is to select the most appropriate of the alternatives by evaluating many conflicting criteria together. MCDM methods are widely available in the literature and have been used in various energy problems. The key problems studied in electrical power systems in recent years have included voltage instability and voltage collapse. Different flexible alternating current transmission systems (FACTS) equipment has been used for this purpose for decades, increasing voltage stability while enhancing system efficiency, reliability and quality of supply, and offering environmental benefits. Finding the best locations for these devices in terms of voltage stability in actual electrical networks poses a serious problem. Many criteria should be considered when determining the most suitable location for the controller. The aim of this paper is to provide a comparative analysis of MCDM techniques to be used for optimal location of a static VAR compensator (SVC) device in terms of voltage stability. The ideal location can be determined by means of sorting according to priority criteria. The proposed approach was carried out using the Power System Analysis Toolbox (PSAT) in MATLAB in the IEEE 14-bus test system. Using ten different MCDM methods, the most appropriate locations were compared among themselves and a single ranking list was obtained, integrated with the Borda count method, which is a data fusion technique. The application results showed that the methods used are consistent among themselves. It was revealed that the integrated model was an appropriate method that could be used for optimal location selection, providing reliable and satisfactory results to power system planners.

In modern society, people concern more about the evaluation of medical service quality. Evaluation of medical service quality is helpful for medical service providers to supervise and improve their service quality. Also, it will help the public to understand the situation of different medical providers. As a multi-criteria decision-making (MCDM) problem, evaluation of medical service quality can be effectively solved by aggregation operators in interval-valued q-rung dual hesitant fuzzy (IVq-RDHF) environment. Thus, this paper proposes interval-valued q-rung dual hesitant Maclaurin symmetric mean (IVq-RDHFMSM) operator and interval-valued q-rung dual hesitant weighted Maclaurin symmetric mean (IVq-RDHFWMSM) operator. Based on the proposed IVq-RDHFWMSM operator, this paper builds a novel approach to solve the evaluation problem of medical service quality including a criteria framework for the evaluation of medical service quality and a novel MCDM method. What’s more, aiming at eliminating the discordance between decision information and weight vector of criteria determined by decisionmakers (DMs), this paper proposes the concept of cross-entropy and knowledge measure in IVq-RDHF environment to extract weight vector from DMs’ decision information. Finally, this paper presents a numerical example of the evaluation of medical service for hospitals to illustrate the availability of the novel method and compares our method with other MCDM methods to demonstrate the superiority of our method. According to the comparison result, our method has more advantages than other methods.

Multi-criteria decision making (MCDM) technique and approach have been a trending topic in decision making and systems engineering to choosing the probable optimal options. The primary purpose of this article is to develop prioritized operators to multi-criteria decision making (MCDM) based on Archimedean t-conorm and t-norms (At-CN&t-Ns) under interval-valued dual hesitant fuzzy (IVDHF) environment. A new score function is defined for finding the rank of alternatives in MCDM problems with IVDHF information based on priority levels of criteria imposed by the decision maker. This paper introduces two aggregation operators: At-CN&t-N-based IVDHF prioritized weighted averaging (AIVDHFPWA), and weighted geometric (AIVDHFPWG) aggregation operators. Some of their desirable properties are also investigated in details. A methodology for prioritization-based MCDM is derived under IVDHF information. An illustrative example concerning MCDM problem about a Chinese university for appointing outstanding oversea teachers to strengthen academic education is considered. The method is also applicable for solving other real-life MCDM problems having IVDHF information.

The aim of this study is to determine the optimum location for an oil spill response center in the Marmara Sea. The analytic hierarchy process (AHP) and technique for the order of preference by similarity to ideal solution (TOPSIS) method as the most preferred multi-criteria decision-making (MCDM) technique were used. The results reveal that the LOC criterion and PRA sub-criterion have the highest effects on the optimal location selection of the oil spill response center. According to the results, the most suitable location for the oil spill response center in the region is Izmit Bay Entrance. This location has been proposed for the response headquarters to manage the whole operation with the assistance of auxiliary installations in the area. In this study, only technical and operational variables are taken into account, but political and administrative criteria are excluded.

Opis:
The diaphragm wall and the open caisson represent two main competitive technologies used in the construction of underground objects. In modern times, diaphragm walls are primarily applied for large-size objects, with open caissons being preferred in the case of small-sized ones. Currently, objects of this type are designed mainly for sewage treatment plants and detention reservoirs. Their construction involves highly labour-intensive processes. During the execution of works unforeseen negative effects are observed to occur. During the underground objects construction the most common phenomena are: deviations from the vertical (tilt), sagging, sinking below the designed level, cracking, scratches or leakage through the wall. The purpose of the paper is to classify undesired risk factors emerging in the process of underground objects construction and selection of the optimal technological and material solution for municipal facilities. The implementation of this task involved the selection of Multi-Criteria Decision Making methods, taking into account the cause-effect rating, as the mathematical apparatus. The Ratio Estimation in Magnitudes or deciBells to Rate Alternatives which are Non-DominaTed (REMBRANDT) method was applied. The research proved that it is possible to analytically assess unforeseen risk factors conducive to emergency situations during the implementation of underground objects, using the REMBRANDT method.
Główne konkurencyjne technologie dla obiektów podziemnych, to ściany szczelinowe i studnie opuszczane. W czasach współczesnych ściany szczelinowe realizowane są głównie dla obiektów wielkogabarytowych, a studnie opuszczane dla małogabarytowych. Obiekty tego typu projektowane są obecnie głównie dla oczyszczalni ścieków i zbiorników retencyjnych. Realizacja ich obejmuje niezwykle pracochłonne procesy. W trakcie wykonawstwa powstają nieprzewidziane oddziaływania negatywne. Podczas procesu budowy obiektów podziemnych najczęściej występują: odchylenia od pionu, zawisania, opuszczanie poniżej projektowanego poziomu, pękania, zarysowania, nieszczelności ścian. Celem pracy jest klasyfikacja niepożądanych oddziaływań negatywnych powstających w procesie realizacji obiektów podziemnych oraz wybór najkorzystniejszego rozwiązania technologiczno-materiałowego dla obiektów komunalnych. W charakterze aparatu matematycznego do zrealizowania tego zadania zostały wybrane metody wielokryterialnego podejmowania decyzji z uwzględnieniem ocen skutkowo- przyczynowych. Zastosowano metodę REMBRANDT (Ratio Estimation in Magnitudes or deciBells to Rate Alternatives which are Non-DominaTed). Badania dowiodły, iż ocena analityczna nieprzewidzianych oddziaływań negatywnych, sprzyjających sytuacjom awaryjnym w trakcie realizacji obiektów podziemnych jest możliwa przy wykorzystaniu metody REMBRANDT.

Management processes in an organization involve decision-making based on many criteria (MCDM), and in this process ranking of variables plays a vital role. This paper presents the analysis of key business issues of an Indian automotive organization using an efficient interpretive ranking (eIRP) approach. This paper integrates the Situation-Actor-Process (SAP) and Learning-Action-Performance (LAP) framework of the organization with eIRP. It evaluates the ranking of actions to be carried out in an organization with respect to performance parameters. The study highlights the area where the organization should focus on achieving desired business excellence. From the analysis, it is revealed that the top-ranked suggested action for the organization is the adoption of energy policy as a core business policy followed by technology management, maintenance management, and the use of information technology for cost management. This case study is one of the few that uses the SAP-LAP framework for ranking the actors and actions of the organization using the eIRP approach, to make MCDM an easy task.

Suggesting the proper location for logistics facility can be considered as a decision making problem, wherein the final solution/decision is affected by multiple external or even internal circumstances. In order to address the decision making issues, various multi-criteria decision making (MCDM) techniques may be implemented; and hence, they can be applied even when making a decision about an adequate logistics service center (LSC) placement in an examined territory (i.e., national logistics network of the selected territory), which is an aim of this manuscript. Following the statements above, as for the individual instruments of MCDM to be implemented in terms of the crucial objective of this research, the definite decision making process will be carried out by applying the Analytic Hierarchy Process (AHP) followed by the Technique for Order Preference by Similarity to the Ideal Solution (TOPSIS), on the basis of criteria weights defined by the Saaty pairwise comparison method. The methods used appear to be ideal instruments towards decision making on the most suit-able location which is represented by the region in our case. Subsequently, these will be ordered from the most preferred to least one by using a preference ranking. As a result of the application of AHP and TOPSIS approaches, based on the conducted calculations in regard to decision making on identifying the proper LSC location out of eight selected regions, one specific region will be defined as the most suitable (so-called compromise) scenario. Individual tools allow for reducing the number of assigned criteria that are taken into account in searching process for individual solutions. In order to objectify the entire decision making procedure, ten topic-involved experts having practical experience with a subject of logistics object allocation will be asked to participate in the process. Preferences differ from one decision maker (expert) to another; hence, the outcome depends on who is making decisions and what their goals and preferences are.

The purpose of this article is to develop a multicriteria group decision making (MCGDM) method in dual hesitant fuzzy (DHF) environment by evaluating the weights of the decision makers from the decision matrices using two newly defined prioritized aggregation operators based on score function to remove the inconsistencies in choosing the best alternative. Prioritized weighted averaging operator and prioritized weighted geometric operator based on Einstein operations are described first for aggregating DHF information. Some of their desirable properties are also investigated in details. A method for finding the rank of alternatives in MCGDM problems with DHF information based on priority levels of decision makers is developed. An illustrative example concerning MCGDM problem is considered to establish the application potentiality of the proposed approach. The method is efficient enough to solve different real life MCGDM problems having DHF information.
