Opis:
Focusing on the case of Bulgaria, this paper examines the trends, causes and social impacts of transitory migration, and especially that of asylum seekers and refugees, in Bulgaria as part of the Central and Eastern European (CEE) region and the broader EU context. It provides a statistical overview of refugee flows since 2012 and indicators of the rates of retention or transition. The paper also describes the legislative frameworks on the EU — and national levels which define the required reception conditions and the procedural treatment of asylum seekers and refugees, and elaborates on their practical application, including deficiencies in the conditions for receiving refugees, procedural flaws and the lack of integration measures. Finally, the paper discusses the impact of these processes on Bulgarian society, including the role of civil society.

We introduce consumption habits into a real-business-cycle setup augmented with a detailed government sector. We calibrate the model to Bulgarian data for the period following the introduction of the currency board arrangement (1999- 2018). We investigate the quantitative importance of the presence of internal consumption habits motive for the propagation cyclical fluctuations in Bulgaria. Allowing for internal habits in household’s consumption improves the model performance against data, and in addition this extended setup dominates the standard RBC model framework without habits. Therefore, the computational experiments performed in this paper suggest that habits are a quantitatively important model ingredient, which should be taken into consideration when analysing the effects of different policies in Bulgaria. This result can be viewed as an empirical validation of the habit model, and a rejection of the model without habits in the case of Bulgaria. In addition, we also demonstrate that internal habits are quantitatively more important than external habits for the Bulgarian business cycle.

In this paper we investigate the quantitative importance of efficiency wages of no-shirking type in explaining business cycle fluctuations in Bulgarian labor markets. This is done by augmenting a relatively standard real business cycle model with unobservable workers effort by employers and efficiency wage contracts, as well as through the inclusion of a detailed government sector. This imperfection in labor markets introduces a strong internal transmission mechanism that allows the model framework to capture the business cycles in Bulgarian data better than earlier models, and setups assuming perfectly- competitive labor markets in particular.

The article elaborates the concept that Bulgaria’s 2007 EU accession didn’t itself produce large emigration waves, but rather brought new understanding and value to Bulgarian citizenship, through intensified mobility and return processes, within the context of the economic crisis. The text is structured in two parts: the first one reveals the Bulgarian emigration phenomenon after 1989 and its specifics, and the second one — the core of the article — is devoted to the return dynamics and policy answers with focus on the highly qualified. Thus the analysis answers the research question of whether the state affects the processes of remigration of highly qualified Bulgarian young people through its return policies and instruments.

Opis:
The codling moth (CM), Cydia pomonella (L.), causes heavy damage in Bulgarian apple orchards. Conventionally treated orchards, were monitored in this study. In spite of numerous chemical treatments, these orchards showed increasing flight densities of CM moths, growing populations of hibernating larvae and rising fruit damage rates. Thus, the control of CM by conventional spraying programmes became ineffective, apparently due to the development of resistance to insecticides. Products based on the Cydia pomonella granulosis virus (CpGV), such as Madex®, may provide alternative control tools that can be applied with other approaches, for a sustainable control strategy. The trials were carried out in Central-South and South-East Bulgaria, in 2006-2010. Four treatments of Madex® against the first generation, and six treatments against the second generation kept the fruit damage and population density of CM at a low level. Based on the obtained results, different control strategies have been suggested, depending on the initial CM pressure in a particular orchard. Madex® may be a promising alternative to traditional programmes of CM control. Its dose, however, should be adjusted to the initial CM population density. Also, at a high or moderate CM population density Madex® applications should be combined with MD to avoid resistance of CM to granulovirus. At the peak of CM hatching, additional chemical treatments may be sometimes necessary. Such treatments include using insecticides which are still effective against CM.

The effect of sowing dates on the abundance of Opomyza florum, and the effect of sowing dates on the degree of larvae damage on winter wheat during the 2003-2008 time period was evaluated. The population density of O. florum adults and the damage larvae caused, were higher in the wheat fields sown in the last decade of September and the first half of October. Fields sown during the first decade of November were not infested by O. florum. A significant correlation between the mean temperature during the flight period and the maximum density of O. florum flies within each sowing (r = 0.94; p = 0.016) was established. The percentage of damaged shoots strongly corresponded to the maximum abundance of flies (r = 0.96; p = 0.01). The corresponding figures can be used for prognostic purposes. An adult observation accuracy below 25% was achieved by the sweep net method using 10 samples of 30 sweeps in the beginning of migration and 10 samples of 20 sweeps during the period of the O. florum mass flight. No marginal effect of adults was observed.
