- Operational City Planning (OCP) is a field of knowledge and the efficient realization of visions, goals, plans, and ideas relevant to creating urban spaces. More simply put, it’s the art of building cities, not just planning them. This book is a collection of deliberations about operational city planning and urban development management. It is an effort to bring together theoretical beliefs with practical experience, and the experiences of the author in this field. The goal of the work is to present a clear outline of a theory of operational city planning. The theory is composed of five parts, which are covered in the five subsequent chapters. The first chapter pertains to the structure of spatial strategy as a whole and explains the key concept of this work: city planning projects. It indicates a set goal for the change in the distribution of activities in space and the linkages between them through the conversion of land and property (spatial development); as well as the series of coordinated efforts that will serve to achieve the set goal, (Ch. 2). The second part covers the typology of city planning projects according to the outcome criteria that are to be achieved through their implementation. There are six basic types: initiation of free development; spatial offerings; spatial improvements; preservation of valuable assets; urban metamorphosis; and incentivizing development, (Ch. 3). The following chapter presents a comparative analysis of the instruments and modes of action available in Poland that can be applied to implement city planning projects. Certain instruments used abroad are also cited, (Ch. 4). Chapter 5 of the theory outline describes the profile of those involved in shaping and implementing spatial policies. The final chapter of the book is dedicated to a comparative analysis of the organizational models being used in the realization of spatial strategy, (Ch. 6). In short, the aforementioned elements of this theory of operational city planning are relevant answers to the questions: What? With what means? Who? How? Operational City Planning is such a vast field of knowledge and skill, it’s simply impossible to encompass all of the related concepts in one book. The foremost purpose of this work is to construct a holistic outline of OCP considerations; one that will require ongoing supplementation. Part of the deliberation process is to present a series of examples, themes, or personal anecdotes from the author’s professional experience that make the most meaningful material relatable.
