The paper presents some current results of the research on development of a method for safety assessment of ships in critical conditions at the preliminary design stage. The meŹthod is expected to make it possible to perform the multi-objective and multi-parametric investigations to achieve the required and optimum levels of safety by using the risk-based and formal approaches to ship safety. During the design analysis influence of parameters associated with the hull form, arrangement of internal spaces, loading conditions, position and extent of damage, cargo shift and weather impacts on safety of ships in critical condiŹtions will be taken into account. Current capabilities of the method are illustrated by several calculation examples of influence of different arrangements of internal spaces of a cargo ship on values of the IMO formal subdivision indices such as the "Attained Subdivision Index A" and "Local Subdivision Indices ?Aj". The method is still under development and its final structure will be presented in the near future.

Opis:
In the paper is presented a definition of ship rolling axis and a method for determination of location of the axis. Location of rolling axis depends not only on ship mass distribution but also on the so-called "added masses" which are equivalents of the hydrodynamic forces acting on ship hull during its motion. It has been assumed that the rolling axis is fixed with respect to ship's hull, and its location is determined with accounting for the added masses accompanying ship rolling, whereas the influence of damping forces is neglected. For a representative group of ships appropriate coefficients of hydrodynamic forces were calculated on the basis of the experimental test results available in the subject-matter literatuŹre. It has been assumed that the rolling axis passes through a common centre of ship's mass and relevant added masses. As a result proposed are simple approximate formulas which make it possible to calculate location of ship rolling axis on the basis of the typical ship data available at the preliminary design stage.

Opis:
Physical and mathematical models of roll motions of a ship equipped with a roll stabiliŹzing tank of working liquid free surface, is presented. Elaboration of the physical model was based on the idea of two mutually coupled mathematical pendulae. On the basis of the physical model, motion equations of the ship with the tank were determined and solŹved. A way of using the achieved solutions is shown, as well as calculation formulae for coefficients of the motion equations, directly related to the main parameters of the ship and tank, are presented. Such form of the coefficients enhances possibility of application of the equations and their solutions in ship design practice. Some examples of the use of the solutions for analysis of stabilizing effectiveness of a designed tank for a given ship, are also attached. Moreover, guideŹlines for correct design of the stabilizing tanks having free surface of liquid, based on the proposed physical model of the ship-tank system, are offered. It is also indicated that on the basis of the presented results it would be possible to search for ways to make operation of the stabilizing tanks in question more effective.

Upholstery furniture and bedding components which presently are required to satisfy conditions of resistance to only small fire setting sources, really constitute a serious source of toxic hazard. The proposed method of toxic hazard assessment in the initial phase of fire progress, due to thermal decomposition and combustion of materials, makes appropriate selection of outfitting materials for shipboard living and service accommodations already in ship design phase, possible. Practical application of the proposed algorithm of selection procedure of suitable outfitting and decorative materials intended for shipboard living accommodations would decrease fire toxic hazard level in such accommodations.

This paper shortly presents the issue of utilization of ships after their withdrawal from service. Information on number of floating units liquidated in previous years was presented. Hazards to the environment , health and life of workers employed in the Far East ship scrapping yards operating on the beaches, were indicated. Then, the most important rules which have to make the ship recycling process safe were referred to. This author proposed to supplement the rules by environmental hazard indices which would be determined already in ship design stage. According to the concept the indices should take into account amount of dangerous substances used for building the ship as well as degree of their harmfulness (weighing factors). Two approaches to the issue of determining the weighing factors were proposed: deterministic and fuzzy.

This paper presents an analysis of fire hazard during repair work of refrigerated hold with a view of specificity of its equipment and construction, as well as the algorithm of the system of analysis and evaluation of safety measures and their effectiveness. The assessment of effectiveness was based on the applied fire safety measures. Selected actions and technical measures for fire safety must make it possible to prevent fire ignition in hardly accessible spaces behind the boarding of hold walls and in air cooling chambers as unnoticed fire may very fast propagate to the next holds and ship compartments due to flue drafts.

The article presents results of examination of the new alloy 7020M intended to be used in shipbuilding. The examination concerned impact properties, verified on a numerical model, and the resistance to perforation (ballistic resistance). Impact and ballistic resistance tests aimed at increasing the operational safety of marine constructions to be made of this alloy under the threat of gunfire or explosion. Dynamic loading of the alloy 7020M leads to the increase of its strength, as compared to the static load, with the range of this increase depending on the strain rate. Splitting of the structure made of the alloy 7020M increases its impact resistance by three times when preserving the same thickness (g = 12 mm <=> g = 2x6 mm). The alloy examined in the structurally homogenous form revealed low resistance to perforation, while the use of 6 mm thick ballistic ceramic (Al2O3) fully protected this material against damage done by ŁPS 7,62 mm shells having the energy of 3 kJ. The split structure of the alloy ensured better protection against explosive pieces formed during 1,4 kg TNT explosion than the homogeneous structure having the same thickness.

The statistics invariably show that most onboard fires originate in the engine room. In hazardous conditions, fires can spread to other rooms of the ship and cause the loss of human life, and can cause the ship to be out of service or lost completely. To prevent these serious consequences, the engine room crew should be aware of hazards and ways to prevent them. It is also advisable to support their routine activities and actions in critical situations with an appropriate management system. For this reason, a survey was conducted at the beginning of 2019 of engine room crew members employed by a European shipowner, as a contribution to an analysis of fire safety management. Based on the results of the survey, some of the elements of the fire safety management system of the ship engine room are described. A properly constructed system that is understandable and accepted by the crew is one of the most important factors in increasing fire safety on a ship. Familiarisation with adequate procedures can significantly contribute to the successful prevention of accidents. This paper also proposes a checklist based on suggestions by the crew, which may be helpful in onboard fire prevention.

This paper presents application of fuzzy logic to assessment of degree of hazard to ship power plant operator. For the assessment a system of computer-aided identification of hazardous zone within ship power plant, was used. The system’s variables representing the subject-matter knowledge in safety design area were transformed into fuzzy sets by means of appropriate linguistic variables and membership functions. The assessing of safety level of operator with the use of fuzzy inference was performed by means of an expert system programmed in the PROLOG LPA language.

Importance of reliability and safety in the operation phase of engine rooms has been proven. A concept of designing engine rooms taking into consideration their reliability, safety i of functioning as well as ecological features has been proposed. The need for as well as the main principles of carrying out empirical research in particular ship design stages have been introduced. Possibilities of the use of the semi-Markov theory in designing engine rooms have been justified. Possibilities of formulation and importance of hypothesis in scientific research related to engine rooms of sea going and inland ships depending on their particular specific features have been introduced. Examples of such hypothesis and their verification methods have been given. Possibilities of the use of semi-Markov processes in optimization of the ship operation have been signalled.

This paper presents comparison of two methods for assessment of hazards to ship power plant operator, used in the preliminary stage of ship power plant design process: the matrix method and that based on fuzzy logic. And, it reports this way results of realization of the research projects [1, 2] financed by Polish Ministry of Science and Higher Education.The assessment of hazard to ship power plant operator, carried out at preliminary design stages meets certain difficulties resulting from that information connected with his safety are scarce or associated with high uncertainty. Therefore fuzzy logic was decided to be used to safety assesment. It was found out that at preliminary design stages application of the fuzzy-logic-based assessment yielded better results as compared with the classic matrix method.

In the paper a probabilistic model of environmental risk of ship power plant is presented. This is a linear strategy model with an additional restraint. It can be usedfor assessing risk to marine environment, which results from ship power plant operation. The risk is a sum of component probabilities of exceedance of the limits assigned - by MARPOL convention to particular kinds of pollution discharged from ships, multiplied by weight factors. The factors determine a degree of harmfulness of a discharge for the environment. The restraint concerns the case of exceedance of the limits assumed unacceptable by the convention. A risk value is be contained within (0,1) interval. Moreover a criterion for environmental safety of ship power plant was propsed. This is the criterion of the ALARP class, in which an intolerable risk level and acceptable one is distinguished. Suggestions concerning determination of the levels are submitted. The considerations are illustrated by results of example computer investigations of influence of reliability oftechnical elements of the systems responsible for environmental safety of a hypothetical ship power plant on environmental risk value. Three qualification levels of ship:s. crew were accounted for: high, average and low.

The algorithm of ship course stabilization herein presented is based on a feedback linearization controller with adaptive object model. The described method, consisting in current approximation of unknown object model functions by neuro-fuzzy approximators, represents a new generation of adaptive control methods. The implementation of this algorithm, which may constitute an executive module of a navigational decision support system, will contribute to a higher degree of automation and navigational safety improvement.

This paper presents the results of applying ennobled solid biomass via mechanical compaction or torrefaction as fuel for ships, in terms of fire safety, environmental protection, the increase in liquid fuel prices and the dwindling resources of crude oil. The object of investigation is a ship of the ro-pax ferry type, with low cruising range, which is intended for service on the Baltic Sea. The ship’s power system is discussed and the results of calculations of the thermal cycle for a steam turbine power plant are presented. We present a simplified comparative analysis of a fuel bunker for a ship with a power plant including biomass fired boilers, and for a ship with a conventional solution of a motor power plant supplied by ultra-low sulphur fuel originating from crude oil. The advantages of applying a fluidised bed biomass fired boiler are highlighted, and selected results from tests of this boiler are presented. In addition, we assess potential fire hazards on the ship resulting from the storage and transport of pellets, and from pellets after torrefaction.

The purpose and scope of this article is to present the best marine practices used to determine the ship’s domain depth (compared to the safety depth parameter in ECDIS) and the safest and best possible speed (also known as optimal speed) of the ship in restricted sea areas limited by the depth of navigation waters. The author also presents a method that can be used to estimate the safe speed of a ship in shallow waters and the so-called navigational risk factor (specified in the range from 0 to 1), using the safety depth parameter specified in ECDIS based on the analysis of a three-dimensional model of the ship’s domain. The essence of the method proposed in this paper is a systematic approach to the operation of a seagoing ship in the aspect of assessing its navigation safety (navigational risk factor) when manoeuvring in restricted sea areas, in particular in shallow waters including navigable canals and fairways.
