The paper is devoted to the importance of crisis management in improving the safety and security of border areas residents and the development of border regions. The authors first present the essence and stages of the crisis management process, and then describe several programmes implemented jointly by the Police, Fire Brigade, Border Guard and other uniformed services. These include such joint Polish-Czech projects as “Safe Borderlands”, cross-border cooperation between the Fire Brigade and the Police, combating drug crime and cybercrime, as well as the “Joint Facility in Chotěbuz”. The article contains fragments of three in-depth individual interviews conducted personally with the commander of the District Police Headquarters in Cieszyn, the deputy director and an employee of Hasíčský záchranný sbor Moravskoslezského kraje, and the head of the Chotěbuz centre.

In today’s society there are a huge amount of real risks threatening not only the economic interests of society but also the social life of individuals. These security risks should be seen as an inseparable part of all social processes. The main aim of crisis management is to establish a functional strategy on how to manage both risks and crises. The goal of this paper is to clarify the implementation and application of ethical principles for both crisis management levels. It is necessary to realize that “crisis ethics” is not just a specific form of normative social ethics. The ethical dimension of crisis management also includes the professional ethics of crisis managers.
W dzisiejszym społeczeństwie istnieje ogromna ilość realnych niebezpieczeństw, które zagrażają nie tylko interesom ekonomicznym społeczeństwa, ale również życiu społecznemu jednostek. Przedstawione zagrożenia powinny być postrzegane jako integralna część wszystkich procesów społecznych. Głównym celem zarządzania kryzysowego jest stworzenie funkcjonalnych strategii prezentujących, w jaki sposób zarządzać zagrożeniami oraz kryzysami. Celem niniejszego opracowania jest wyjaśnienie wdrażania i stosowania zasad etycznych dla obu poziomów zarządzania kryzysowego. Konieczne jest, aby pamiętać, że "etyka kryzysu" nie jest tylko szczególną formą normatywnej etyki społecznej. Etyczny wymiar zarządzania kryzysowego obejmuje również profesjonalnego menedżera etyki w sytuacji kryzysowej.

The article presented below refers to a crisis situation connected with a threat to public order in a public utility facility, such as an airport. The article presents the role and tasks of the police in releasing such a facility occupied by unauthorized people. An attempt to explain the basic concepts related to this issue has been made and the procedure, conditions and legal basis of the police intervention in conducting such an operation have been presented.

W artykule przedstawiono problematykę oceny wartości informacji przekazywanych w postaci komunikatów. Do analizy wykorzystano jedną z metod wielokryterialnej analizy porównawczej. Przedstawiona analiza ma wymierne znaczenie w procesie decyzyjnym, przy istotnym ograniczeniu czasowym. Analiza została poparta przykładem, w którym rozważono grupę komunikatów scharakteryzo-wanych poprzez zbiór cech o charakterze ilościowo-jakościowym. Zaprezentowana metoda oceny informacji może znaleźć praktyczne zastosowanie w procesie decyzyjnym w ramach zarządzania kryzysowego w sytuacjach nadzwyczajnych.
The article gives the issue of assessment of the value of the information to be provided in the form of messages. Analysis of information is made by using one of the methods of comparative analysis. Significant reduction in time has an impact on the result of analyses. The analysis was supported by an example of an academic, in which a group of messages describes by a set of characteristic of a quantity-quality. The method used to analyze information can find practical application in the decision-making process in the framework of crisis management in emergency situations.

W pracy przedstawiono wykorzystanie komputerowego systemu symulacyjnego do symulacji zjawiska kryzysowego. Celem opisanego w pracy eksperymentu badawczego było poznanie głównego celu działania. Elementom podsystemu wykonawczego przekazano zadania do wykonania. Nie oznacza to, że elementy podsystemu wykonawczego są biernymi wykonawcami poleceń. W trakcie ich realizacji muszą same podejmować decyzje związane z reagowaniem na interakcje z oponentem oraz otoczeniem. Decyzje podejmowane przez podsystem kierujący oraz podsystem wykonawczy tworzą wektory decyzyjne, które mają umożliwić osiągnięcie głównego celu działania.
The paper describes use of computer simulation software in order to simulate crisis phenomenon. The aim of described experiment was identification a main goal of action. The tasks for doing for elements of executive subsystem were sent. It does not mean the elements of the executive subsystem are just a passive orders executors. During the task execution they have to take decisions independently as result of interactions with the opponent and the environment. The decisions taken by the control and executive subsystem create decision vectors that should to achieve main goal of action.

In numerous definitions of energy security, an approach, which emphasises the importance of continuity of supply dominates. It takes into account the need for diversification and signals the necessity to protect the environment and keep energy costs under control. Noticeably, energy security is not only an issue of the state in strategic dimension, but it also embraces the management issues that can be comprehensively described through a classical, multi-level management approach using: strategic and operational levels. Furthermore, security in the dimension of needs is a response to threats. Therefore, the taxonomy of threats concerning the energy sector facilities may be useful in defining energy security in terms of management. This article is an attempt to define the features of energy security as a response to threats, within strategic, operational and tactical dimensions. The proposed herein approach aims to manage energy security in the scope of a diagnosis, an assessment, and taking action, as well as monitoring the current state.

The visualisation of resources is becoming an increasingly important factor in the operations of crisis management teams. The efficiency of crisis management processes depends on the possibility of data exchange between crisis management teams and people within the range of expected and actual threats. An important part of the information provided to people is the description of the condition of the transport system. The authors of this work carried out comparative analyses of visualisation standards in terms of a selected transport system for six selected countries and organisations. Based on the survey results, they managed to assess the functionality and usability of the visualisation of the Polish transport system. This research was based on a modified model of assessment of software functionality and usability. Methods of determining the functionality and usability of a transport system visualisation can help crisis management teams assess the suitability of IT tools for use in mass notification systems. The literature on this subject lacks a scientific analysis of the Polish method of the visualisation of the transport system. Therefore, this study will clearly fill this research gap.

The aim of this article is to identify the characteristics of the supply chains in emergency management. There are presented analysis which focused on the specifics of the emergency management process, logistical approach to this process, and supply chain management in emergency situations. The research process was based on studies of national and foreign literature.

Society has come to the point where there is on one hand extraordinarily huge space for implementation of our freedom, but on the other hand we are limited whenever applying this specific implementation. The reason usually is the presence of danger which we are aware of, however, it can also be latent in our everyday reality. The effort to prevent the emergence of crisis phenomena is linked together with taking some preventive actions, which are significantly involved in the life of society. On one hand they eliminate the risks and increase our (subjective and objective) security. On the other hand, the way these measures and regulations are put into the practice in society may limit us as its members. The aim of presented text is to clarify the relation between freedom and security. From the perspective of crisis management, it is possible to understand subject-object relationship of security as the highest value of the human society and a certain amount of intervention into freedom of an individual is not only acceptable but desired. Nevertheless, the relation between freedom and security is problematic and questions arising out of it are related to human dignity and rights of an individual. That is why it is necessary to clarify this relation and implement ethical principles into the profession of a crisis manager.
Społeczeństwo doszło do punktu, w którym z jednej strony jest ogromna przestrzeń do wdrażania wolności człowieka, ale z drugiej strony ludzie są ograniczeni przy każdym zastosowaniu tej konkretnej implementacji. Powodem jest zwykle obecność niebezpieczeństwa, którego jesteśmy świadomi, ale które może być także ukryte w naszej codziennej rzeczywistości. Wysiłek zmierzający do zapobiegania pojawiania się zjawisk kryzysowych jest powiązany z podejmowaniem działań prewencyjnych, które w istotny sposób angażują się w życie społeczeństwa. Z jednej strony eliminują zagrożenia i zwiększają nasze (subiektywne i obiektywne) bezpieczeństwo. Z drugiej strony, sposoby podejmowania tych działań i wprowadzania regulacji do życia społecznego mogą nas ograniczać jako członków społeczeństwa. Celem przedstawionego tekstu jest wyjaśnienie związku między wolnością a bezpieczeństwem. Z punktu widzenia zarządzania kryzysowego możliwe jest zrozumienie relacji między podmiotem a bezpieczeństwem jako najwyższej wartości społeczeństwa ludzkiego i pewnej interwencji w wolność jednostki. Niemniej jednak związek między wolnością a bezpieczeństwem jest problematyczny, a wynikające z niego pytania dotyczą godności ludzkiej i praw jednostki. Dlatego konieczne jest wyjaśnienie tego związku i wdrożenie zasad etycznych w zawodzie kierownika kryzysowego.

Crisis management can be studied on many aspects of our modern societies. Many of public services are involved in dealing with it more often. The paper covers fire-brigade operation. The case was examined in Polish cities Chełm and Warszawa. Fire brigade deals daily with many emergency situations such as fires, floods, earthquakes, accidents occurring during transportation of hazardous materials or traffic accidents. Every mentioned situation can result in injuries and even loss of lives. It means that all possible means have to be used for the most efficient dealing with an unpredictable event that occurred - the best technologies should be used on every stage of crisis management to minimize negative consequences.
Zarządzanie kryzysowe może być analizowane pod wieloma aspektami. W nowoczesnym społeczeństwie wiele służb publicznych jest zaangażowanych w proces reagowania kryzysowego. Artykuł prezentuje wykorzystanie narzędzia SISNET w zarządzaniu kryzysowym, na przykładzie oddziału straży pożarnej. W trakcie wykonywania zadań straż pożarna spotyka się z wieloma nadzwyczajnymi sytuacjami, takimi jak: pożary, powodzie, trzęsienia ziemi, wypadki drogowe lub przy transporcie materiałów niebezpiecznych. Przy każdej akcji strażacy narażeni są na utratę zdrowia i życia. Oznacza to, iż należy wykorzystać najwydajniejsze rozwiązania i technologie, tak aby zminimalizować negatywne skutki pracy w niesprzyjającym środowisku.

Purpose: Determining and discussing various aspects of crisis management in the organizations in perspective of pandemic challenges with particular emphasis on the workplace conditions. Design/methodology/approach: The research method used in the paper is mainly a standardized survey conducted on the basis of a questionnaire containing closed and open questions carried out in two exemplary enterprises. The research process was also accompanied by analysis of source documentation. Findings: Research results verify research hypotheses formulated on basis of the paper’s objectives, enabling general conclusions. Research implications: Future research directions should focus on further, expanded research exploration in the area, taking into account various industries. Practical implications: The results of the research discussed in the paper have a number of practical implications mainly for the management staff in terms of use of crisis management tools and improvement of crisis management strategies. Social implications: Building awareness of crisis management issues. Originality/value: The paper has cognitive value for the development of knowledge, science and quality in terms of crisis management in the light of pandemic.

Introduction/background: Obtaining funding for the implementation of a project entails the need to adapt the project to the requirements set by the European Union, as well as adequate competence on the part of the project team. This was particularly difficult during the Covid-19 pandemic, as even the most experienced and specialised teams could not fully anticipate the pandemic situation, which forced a number of changes in relation to the running of projects. These changes ranged from projects started before the outbreak of the pandemic to those that had already started during the pandemic. Given the authors' personal experience of working on EU projects during this period, there was very little information on how to implement changes in accordance with the health restrictions imposed by the Ministry of Health. At the time of the epidemic, even what appeared to be basic information had to be changed or clarified, however, to comply with the guidelines for implementing European projects. Despite the challenges posed by the COVID-19 pandemic, many organisations and actors implemented projects successfully. The question then is what factors influenced the successful implementation of these projects? Aim of the paper: The aim of the paper is to identify and define the conditions affecting the successful implementation of EU co-financed projects during the COVID-19 pandemic. Materials and methods: The study used a diagnostic survey method and desk research analysis, and the research tool used was an original interview questionnaire. Results and conclusions: The following were identified as the most important factors influencing the success of EU projects during the COVID-19 pandemic: the high level of knowledge of team members and their personality traits, the ability to transfer knowledge effectively, communication skills on the part of the project manager and team members, and the provision of appropriate tools and technology to carry out the work remotely.

The article presents the assumptions of the maturity model of an organization dedicated to the area of public crisis management. The authors explain the concept of maturity models, as well as describing the most important elements. The study also identifies the structure of the model, the key process areas and a set of general and specific practices, which are the basis to assess the maturity.

Aby zrealizować cel, w pierwszej części pracy przeanalizowano dokumenty normatywne określające i warunkujące udział podmiotów militarnych w zarządzaniu kryzysowy. Następnie, na bazie badań przeprowadzonych w dwóch wybranych jednostkach, których personel był zaangażowany w akcje kryzysowe, określono poziom współpracy podmiotów militarnych z samorządami terytorialnymi, poziom przygotowania do wykonywania zadań, wyposażenie w sprzęt, struktury i zasadność zastosowanych kilka lat temu rozwiązań. Na podstawie badań, sformułowano wnioski, które mogą zostać wykorzystanie do doskonalenia omawianego systemu zarządzania kryzysowego w aspekcie wykorzystania w nim podmiotów militarnych.
The main purpose of the research presented in the article was to identify the essential tasks of Military Reconstruction Units during the implementation of crisis response tasks in the country as well as to assess planning and organization of their use based on the selected examples. In order to achieve the objective, in the first part of the work the normative documents were analyzed which include and regulate the participation of military units in crisis management. Then, on the basis of research conducted in two selected units, the following issues were defined and assessed: the level of cooperation of military units with local governments, the level of preparation for the tasks, the equipment, the structure and the solutions implemented several years ago. Based on the research, proposals have been made that could be used to improve the crisis management system in terms of the use of military units.

Opis:
Purpose: Nowadays, the number of threats for public security is constantly growing. In Poland, the crisis management system was established to counteract them. In the paper, its functioning is shown in the context of the Łódź voivodeship, where in each poviat and commune the crisis management teams work. The main purpose is to identify the stages of the decision making in the crisis management process. The second aim is to show the role of the decision-making body and principles and factors in the decision-making process. Design/methodology/approach: The paper has been prepared on the basis of reports and opinions of employees of crisis management departments in the region and the source literature. Findings: In a crisis management the decision has an important role. The decision, as a directive, organizes and stimulates the common effort of the people. The quality of the decision depends on the correctness of the decision-making process. This process should be a logical set of ordered operations, which help human to conduct rational analyses and resolve the problems. Research limitations/implications: The employees of the crisis management departments in the Łódź voivodeship have achieved a high level of management skills, they have developed effective methods and rules for making decisions. To make the decisions in the crisis conditions they prefer the situational approach, which is the result of the systemic approach. As a result, the practical situational directives are created, which means that in a particular situation particular actions, types of motivations, management styles, etc. are applied. Originality/value: The paper is the first attempt to study this issues in the context of the Łódź region. The paper should be read by managers which interests are focused at the crisis management.
