- The dynamic development of cities based on the role of the car in addressing transport needs leads to a reduction of mobility, as well as to an increase in external costs generated by the transport system. This problem can be solved thanks to the sustainable mobility concept, in which transport needs are limited at the stage of planning spatial development and then covered by public transport as well as by cycle and pedestrian journeys. This article identifies arguments justifying the implementation of FFPT in Poland, and also evaluates their relevance based on the experiences described in the literature and the example of Żory. On this basis, it can be concluded that the evidence for the impact of FFPT on sustainable urban mobility is poor. Neither does FFPT reduce mobility exclusion. At the same time, the introduction of this solution is expensive, especially in the metropolitan areas.
