W artykule przedstawiono zakres wykorzystania przez zakłady opieki zdrowotnej środków unijnych w latach 2007-2013 w województwie lubelskim. Przeanalizowano wykorzystanie tych środków pod względem rodzaju beneficjenta, korzystającego z dofinansowania dla służby zdrowia oraz kategorii projektów, jakie zostały zrealizowane na podstawie funduszy w danej perspektywie. Zestawiono także wartości dofinansowania z Unii Europejskiej oraz przedstawiono główne założenia najbliższej perspektywy finansowania.
In the article the range of the European Union funds used by health care facilities in the Lublin Voivodeship from 2007 to 2013 was presented. The analysis of the use of these funds was prepared according to the type of a beneficiary that takes advantage from EU funding for health care and the category of projects that were accomplished due to EU co- financing in a given perspective. The values of the EU funding were summarized and the main ideas of the future financing perspective were presented.

Opis:
The article presents the main assumptions of the project “Bytom school = assurance and guarantee of high-quality education” and attempts to assess the effectiveness of activities implemented during the school year. The presented project evaluation results were obtained from pupils and teachers of one of the primary schools. The analysis of the research material allowed to exhibit the short-term goals achieved, as well as the factors positively and negatively affecting the quality of the activities implemented. The reflections/recommendations from the explorations conducted will allow to direct further work in order to achieve the project’s objectives to a greater degree.

Purpose: The aim of the article is to analyse data on the use of European Union funds for the development of agricultural farms in Pomorskie Province of Poland (a.k.a. Pomerania). Design/methodology/approach: The paper uses a description and analysis of the available source data obtained from the Management Information System of the Agency for Restructuring and Modernisation of Agriculture (ARiMR), regarding the use of funds from the Rural Development Programme for the development of Pomeranian farms. Findings: The research found that the European Union funds contribute to the development of farms in Pomorskie Province. Farmers gladly use the Rural Development Programme. Under Measure 4.1.1, over 66.0% of the submitted applications were accepted, which ranks Pomorskie Province first in relation to other provinces in the country. Under Measure 4.1.2, farmers from Pomorskie Province used nearly 60% of the available limit. Pomorskie is in the 4th place in this respect, with the result of 55.2%. Under Measure 4.1.3, Pomorskie Province was close to the national average with 42.2% of accepted applications. In terms of the number of beneficiaries to whom aid was paid out, Pomorskie Province ranks 12th among all provinces. Under Measure 6.1 in Pomorskie Province, 726 farmers were granted aid, and 64.1% of the submitted applications were approved. Under Measure 6.3 in Pomorskie Province, more than half of the submitted applications were approved and received funding in the amount of PLN 20,364,000. Research limitations/implications: The main limitation in conducting research is the dearth of up-to-date data on EU funds for the development of farms in Pomorskie Province. Practical implications: Further research will focus on obtaining information on funds that will not only arrive from the European Union, which are necessary to take influencing actions for the development of agricultural farms. Social implications: The development of agricultural farms will contribute to the improvement of the environmental and living conditions of farmers and livestock. Originality/value: The conducted analysis showed that there is a need to obtain information on funds for supporting the development of farms.

Purpose: Main objective of the study was to develop a map of impact of particular groups of stakeholders on the process of implementing projects co-financed by the European Union in public universities. Design/methodology/approach: The study uses methods of literature sources analysis and quantitative research with the use of questionnaire distributed among managers of EU projects implemented in public technical universities in the previous financial perspective. Findings: Based on conducted research, the impact of identified groups of stakeholders on the process of implementation of EU project was assessed. Research limitations/implications: Identification of the impact of groups of stakeholders on the process of implementation of EU project should enable necessary management actions to be taken at universities that increase their absorption capacity. Practical implications: Project implementation unit, in particular the team of contractors with the project leader at the forefront, by shaping positive relations with environment, may affect the pace and efficiency of project implementation. By acquiring support of main project stakeholders, likelihood of successful completion of the project is increased. This, in turn, reduces uncertainty and risk associated with implementation of the project and costs incurred to minimize it. Originality/value: Original map of the impact of individual stakeholder groups on implementing projects co-financed by the European Union in public universities.

Realizację strategii rozwoju publicznych uczelni technicznych determinuje wiele zmiennych, jedną z nich jest poziom zarządzania projektami unijnymi, który wpływa na efektywność absorpcji środków unijnych. Celem opracowania było zidentyfikowanie i analiza strategicznego podejścia publicznych uczelni technicznych do zarządzania projektami unijnymi. W tym celu wykorzystano metody analizy źródeł literaturowych oraz wielokrotne studium przypadku. Jednostką analizy były publiczne uczelnie techniczne, natomiast badanym przypadkiem strategia rozwoju odnosząca się do zarządzania projektami unijnymi. W toku badań stwierdzono, że koncepcja strategicznego podejścia do zarządzania projektami powinna znaleźć zastosowanie w uczelniach technicznych zorientowanych na zintensyfikowanie absorpcji środków unijnych.
Implementing strategies for development of public technical universities determines many variables, one of which is the level of management of EU projects, which has influence on the effectiveness of absorption of EU funds. The purpose of the study was to identify and analyze strategic approach of public technical universities to manage EU projects. For this purpose, the methods used for analyzing literature sources and multiple case studies were used. The unit of analysis was public technical universities, while the investigated case a development strategy related to the management of EU projects. Study concluded that the concept of a strategic project management approach should be applied in technical universities oriented towards intensifying the absorption of EU funds.

Opis:
Purpose: The purpose of this article is to conduct an analysis of spatial differentiation of the EU fund absorption of the programming period of 2007-2013 as well as the period of 2014-2020 in its regional dimension, i.e. at the level of 380 districts in Poland. The article attempts to test a hypothesis according to which in Poland there exist significant spatial variations in using European funds. Design/methodology/approach: In order to specify the level of the socio-economic development of districts, the Hellwig method has been used, by means of which a synthetic measure of development has been construed. Moreover, the compilation has examined the correlation between the discrepancies between the socio-economic level in respective districts and the amount of the community funds used in specific regions. Findings: Based on the research conducted in this paper, one may conclude that the absorption of EU funds stemming from structural funds as well as the cohesion fund is highly spatially varied. In Poland, from the standpoint of districts, there are significant spatial discrepancies in the use of EU funds of the 2007-2013 as well as 2014-2020 financial perspective. Research limitations/implications: In the future, research can be extended to other countries. The research limitation may be, however, the availability of empirical data. Social implications: The results of the research may prove useful in the planning and redistribution of EU funds by central and local government in the new financial perspective 2021-2027 in Poland. Originality/value The article presents a new approach to research on the spatial differentiation of the absorption of EU funds using the Hellwig method and the relationship between the absorption of these funds and the change in the level of socio-economic development.

Purpose: Bioeconomy is a contemporary concept of economic development. It means focusing on increasing economic efficiency through a more extensive use of renewable environmental resources. The implementation of this concept causes structural changes in the economy and consumption at both macro, regional and local levels. The bioeconomy refers to the concept of sustainable development. The level of development of bioeconomy is important in enhancing regional cohesion in terms of economic and social development. The bioeconomy is the subject of both conceptual research and structural decision-making in economic development. The purpose of the article is to present economic diversification in Poland in 2010-2019 in relation to selected aspects of bioeconomy development. Design/methodology/approach: In order to construct the indicator of the level of bioeconomy development in the regions, statistical characteristics were selected and weighted using a formula that favored the characteristics with the highest variability. Then, to illustrate the level of bioeconomy, a synthetic indicator was constructed to divide the regions into three categories: low-development regions, developing regions and developed regions. Findings: The level of bioeconomy development in Polish regions shows great variation in both bioeconomy resources, economic indicators for the bioeconomy and innovation in the production process. Dispersion coefficient of regional level of bioeconomy points to the ongoing processes of regional divergence in the bioeconomy in Poland. Efficiency in the use of available resources, including the degree of renewable energy use and the level of innovation in the regions, was the most important factor in the development of the bioeconomy during the study period. Research limitations/implications: The use of statistical methods should be comprehensive in order to present a picture of the subject of the research from multiple perspectives and the findings regarding other areas. Hence the need to use research methods that take into account the interdependence between different factors affecting socio-economic development both on a national and regional scale. Practical implications: The development of bioeconomy is undoubtedly a factor influencing the socio-economic development of regions. However, it is not the only developmental stimulator. The activities of both national and regional authorities should be diversified, based on supporting various types of economic activity and investing in different branches and industries. A holistic approach to the issue of regional disparities that takes into account the bioeconomy can lead to a narrowing of the development gap between different regions in the country. Social implications: The development of bioeconomy is an opportunity to improve the quality of life and living conditions for the inhabitants of regions with resource potential and openness to apply new solutions and technologies in this area. Originality/value: An attempt to identify the level of bioeconomy development in dynamic terms and its relationship to the positioning of regions in terms of the level of socio-economic development.

Purpose: The aim of the article is to make a mid-term analysis of the progress of the implementation of EU projects in the area of research and innovative development of Silesian enterprises within the Regional Operational Programme of the Silesian Voivodeship (ROP SV) 2014-2020 and to identify factors affecting the fulfilment of the assumed objectives of the Programme. Design/methodology/approach: For the purpose of the research, an ex-post analysis as at the end of 2018, an ex-ante analysis was used as a simulation of the achievement of indicators in the period up to 2023 and a comparative analysis of output and financial indicators in 2018 and 2023 in relation to the planned execution framework. Findings: An evaluation of the implementation processes of Priority Axis I Innovative Economy under the ROP SV 2014-2020 was carried out. Priority Axis I (OP I) is designed to support research and development activities (R&D) of entities in the Silesian Voivodeship. Based on source materials, reports, observations and own experience, the causes and effects of the current state of achieved indicator levels were identified as well as in the final perspective of the Programme in 2023. The analysis and evaluation of countermeasures taken by the Managing Authorities/Intermediate Bodies [IZ/IP] is presented. Originality/value: As a result of the research, a list of recommendations was formulated in order to increase the absorption potential of the OP I and to increase the effectiveness of intervention in the area of R&D. The study conducted identified a low level of absorption capacity in the OP I, which applies to the current (2018) and projected (2023) situation. The degree of achievement of the target mid-term level of the financial indicator at the end of 2018 is 21.1%, and its forecast for the end of 2023 is 79.4%. Two key problems can be identified which affect the absorption potential of Priority Axis I. The first one concerns the low level of interest and application of beneficiaries in the area of R&D within the OP I. The basic reason for this is the limitation of the intervention to the area of regional smart specialisations [RIS] of the Silesian Voivodeship and a large amount of documentation necessary to prepare at the stage of signing the co-financing agreement and at the stage of accounting for projects. The second key problem involves the need to adjust the intervention logic, i.e. the level of allocation, and thus the target indicators, to the actual demand for support in the area of R&D activity under the CSF ROP 2014-2020.

W artykule przedstawiono nowoczesne metody zarządzania zasobami ludzkimi w projektach B+R, realizowanych przez jednostki naukowe i firmy prywatne z wykorzystaniem środków unijnych, krajowych oraz własnych. Omówiono rolę systemów zarządzania zasobami ludzkimi i korzyści wynikające z ich wdrożenia. Opisano proces rekrutacji pracowników do projektu, budowanie zespołu z uwzględnieniem planowanego wyniku końcowego i systemu oceny pracowniczej popartego dobrymi praktykami. Zaproponowano system wynagradzania i system motywacyjny dla pracowników projektowych z uwzględnieniem zewnętrznych źródeł finansowania i ich transparentnego podziału.
The article features modern HR management methods in R&D projects conducted by research institutions and private companies and co-financed by the EU, state budget and the companies’ own resources. The role of human resources management systems was discussed, along with benefits related to their implementation. The recruitment process for a project was described, the team building process based on the planned final result and a system of employees’ performance review supported by best practices whose application enables to achieve the assumed objectives. Finally, the authors proposed a remuneration system for project employees with respect to external financing sources and their transparent distribution.

Introduction/background: Raising the standard of living of local communities is one of the objectives of activities undertaken by local government units. The most important and essential in regional development is therefore social development. One of the stimulators of regional growth are European Union funds. The improvement of the social and professional situation of the residents of municipalities in the Silesian Voivodeship has been mainly influenced by EU funds implemented through the Regional Operational Programme of the Silesian Voivodeship 2014-2020 under the European Social Fund (ESF). The municipality of Zbrosławice has implemented several such projects. Aim of the paper: The aim of the paper is to examine and analyse the impact of ESF-funded projects implemented in the municipality of Zbrosławice to strengthen social and professional activity of local communities in the period 2019-2021. The paper is based on research conducted for the master's thesis of Marcel Nalepa, whose scientific supervisor is Dr. Joanna Toczyńska. Materials and methods: In the study, cabinet research was conducted on the basis of data from the Central Statistical Office using the methods of universal statistics on the analysis of the socio-demographic situation of the Municipality of Zbrosławice. The aim of the research was to identify problem areas prior to the start of the social projects implemented in the period 2019-2021. Subsequently, field research was conducted in the Municipality using the method of comparative analysis of project documentation and reporting documentation on two ESF-funded projects in order to determine the degree of achievement of the assumed target indicators in the projects. The research further involved a diagnostic survey of the opinions and perceptions of project participants using a questionnaire method. Results and conclusions: As a result of the research, weaknesses and problem areas in the level of social life of the Municipality's residents were identified and solutions were proposed in the form of the need to implement specific projects. In addition, the research hypothesis assuming that the actions taken by the Municipality of Zbrosławice and the projects implemented in the period 2019-2021 contributed to strengthening the social and professional activity of local communities and strengthening the human potential of the Municipality was confirmed.
