W artykule przedstawiono statystyki dotyczące wypadków w ruchu drogowym oraz liczby zabitych w województwie śląskim po 2003 roku. Ukazano także, jak stan bezpieczeństwa drogowego województwa kształtuje się na tle innych województw.
Silesia province is a one of the most urbanized part of the Poland. The high rate of motorization is a challenge for a dense network of roads and streets in this area. The statistics on the road traffic accidents and the number of people killed in Silesia province after 2003 have been presented in this article. In article, the state of a road traffic safety is also compared with a state of a road traffic safety in other provinces in Poland.

Opis:
The main aim of the research was to diagnose drivers' behavior in urban road traffic. It was preceded by careful observation and testing of drivers' behavior in terms of the violations assumed to be observed. It was taken into account, inter alia, aspects such as failure to comply with road signs and signals, behavior at the rail-road crossing, or offenses occurring in the pedestrian-driver relationship. During the observations, the assumption was to capture negative behaviors of drivers, but each time attention was also paid to positive behaviors related to road culture. The analysis of the results allowed the researchers to identify the most common mistakes made by drivers. This can help not only to better enforce regulations at selected measurement sites but also lead to improved education about these specific violations.

The article addresses solutions implemented in two cities, namely, Mexico City and Katowice, with the aim of improving road traffic safety. Despite the distance of more than 10,000 km separating the two cities, a comparison revealed many similar solutions having been implemented in both of them. This comparative case study is complemented with a collation of statistics pertaining to accidents, fatalities and injured persons as reported in the period 2012-2015.

Opis:
A detailed analysis of traffic conditions at the intersection allows us to obtain information about the efficiency of its operation. This type of analysis usually involves assessing the capacity and scale of the intersection and applying classical measures to assess its quality. In Poland, for this purpose, methods developed by the General Directorate for National Roads and Motorways are used to estimate the capacity of intersections without traffic lights, intersections with traffic lights, and roundabouts. The paper presents the results of the analysis of traffic conditions at the intersection of Brzezinska and Nowochrzanowska Streets, located in Myslowice (Silesian Province, Poland). The paper also examines the findings on traffic safety at this intersection.

Opis:
Talked about a theory, based on integrity of continuous motion of a transport stream. Placing of car and its speed is in a stream - second. Principle of application of the generalized methods of design and new descriptions of the states of transport streams opens up. Travelling and transport potentials are set, and also external capacity of the system a "transport stream" is an exergy, that allows to make differential equation and decide the applied tasks of organization of travelling motion. Efficiency of application theory of waves is underlined with the new parameters of streams for management and increase of carrying capacity.

W artykule podjęto problem opisu (wymiarowania) sieci drogowej wybranego miasta w ujęciu holistycznym. Współcześnie w niemal wszystkich sieciach drogowych, zlokalizowanych w granicach terytorialnych dużych miast występuje zjawisko permanentnej kongestii ruchu, której zasięg kongestii ruchu obejmuje coraz większe obszary miast. Kongestia ruchu charakteryzuje się również wzrastającą niejednorodnością rozkładu w czasie oraz przestrzeni. Systemy sterowania obszarowego ruchem drogowym, szerzej systemy ITS, obejmują (z tego powodu) swoim zasięgiem coraz to większe tereny współczesnych miast. Rozwiązaniem zmierzającym do ilościowej i jakościowej kwantyfikacji zjawiska kongestii ruchu na rozległych obszarach miast może być holistyczne podejście do zagadnienia opisu ruchu drogowego. W artykule zaproponowano pewien sposób formalnej oceny sieci drogowej w ujęciu globalnym na przykładzie miasta Katowice.
The article discusses the problem exists in almost all modern road network located within the territorial boundaries of large cities. These areas are characterized by the permanent traffic congestion. In addition, traffic congestion range cover more and more areas of cities, but also has a heterogeneous distribution in time and space. ATCS and ITS systems include for this reason its reach ever-larger surface area. The solution aimed at the quantitative and qualitative quantification of the phenomenon of traffic congestion in large urban areas may be the research methodology proposed in this article. The proposed methodology applies a holistic approach to the quantification of traffic parameters. In connection with the adopted methodology proposed in the paper a certain way global assessment of road network as an example of Katowice city.

The Bluetooth standard is a low-cost, very popular communication protocol offering a wide range of applications in many fields. In this paper, a novel system for road traffic estimation using Bluetooth sensors has been presented. The system consists of three main modules: filtration, statistical analysis of historical, and traffic estimation and prediction. The filtration module is responsible for the classification of road users and detecting measurements that should be removed. Traffic estimation has been performed on the basis of the data collected by Bluetooth measuring devices and information on external conditions (e.g., temperature), all of which have been gathered in the city of Bielsko-Biala (Poland). The obtained results are very promising. The smallest average relative error between the number of cars estimated by the model and the actual traffic was less than 10%.

In accordance with the Guidelines for working out highway prefeasibility studies (made under the authority of the World Bank), it can be said traffic flows forecasting is the base for preparing of other phases of road network management. The main prerequisite for successful traffic forecasting is relevant, high-quality and reliable database. This paper deals with methods used in the frame of prefeasibility study for the Veles-Prilep highway, in order to forecast traffic flows on the base of no complete highway data. The study brings up a practical application of the Transport Strategy of the Republic of Macedonia, set to achieve the attributes determining the so called sustainable road network.
Zgodnie z metodyką przeprowadzania analizy wykonalności dla autostrady (wykonywaną pod patronatem Banku Światowego), prognozowanie potoków ruchu jest podstawą do przygotowania kolejnych faz zarządzania ruchem drogowym. Warunkiem koniecznym dla skutecznego prognozowania ruchu jest posiadanie stosownej, wysokiej jakości i wiarygodnej bazy danych. W artykule przedstawiono metody użyte w ramach analizy wykonalności dla autostrady Veles-Prilep, zrealizowanej w celu prognozy potoków ruchu, bazując na niekompletnej bazie danych. W rozważaniach podnoszone są praktyczne aspekty zastosowania Strategii Transportowej Macedonii, w celu osiągnięcia parametrów opisujących tzw. trwałą i zrównoważoną sieć drogową.

Artykuł przedstawia omówienie pewnych aspektów modelowania ruchu drogowego; z uwzględnieniem nieprzewidywalnych stanów sterowania siecią. Przedmiotem analizy są też różne aspekty zastosowań teorii zbiorów przybliżonych. Kluczowym problemem, zreferowanym w pracy, jest modelowanie procesów przewidywania natężeń ruchu w sieci drogowej, niezbędnych do opisu grafu sieci transportowej i atrybutów łuków grafu sieci. Problem dotyczy w szczególności sieci nie kompletnie zidentyfikowanej, jak we fragmentach pozbawionych sprawnych detektorów pojazdów.
The paper discusses several aspects of traffic modelling; with its unpredictable controlling processes. The subject of the analysis comes from the rough sets theory implemented for the transportation processes description. The key problem of the analysis can be found in the traffic intensity prediction, for junctions of the network graph’s arches description, using not necessarily complete data of the observable network part.

Opis:
Contemporary planning of the road network in cities assumes the use of transport models. The microscopic model allows provision of information and decision-making regarding, for example, emissions, traffic organisation, geometrics of the intersection and traffic control system. This article describes the development of comprehensive methodology applied for carrying out the research related to the design of geometrical parameters of the roundabout. The methodology involves developing instructions for preparing solutions for performance evaluations of roundabouts using a microscopic simulation model with the VISSIM software. The application of the developed methodology was prepared on the case study of the roundabout in Gdańsk. The results of the prepared case study were discussed.

The study discusses the model of fuzzy controller used for traffic light system of traffic phase control with respect to formal requirements and traffic safety [1]. The assessment and comparison of traffic conditions were carried out for the following operating modes in traffic light systems: fuzzy logic, fixed-time and acyclic mode for traffic intensity data registered at real-life crossroads. The model for description of traffic phases based on a standard description of pua [2] data was presented. The VISSIM traffic simulation environment was presented, with a detailed description of control module.
W artykule opracowano model sterownika rozmytego sygnalizacji świetlnej dla sterowania fazowego przy zachowaniu wymagań formalnych i bezpieczeństwa ruchu [1]. Przeprowadzono ocenę i porównanie warunków ruchu dla programów pracy sygnalizacji świetlnej: rozmytego, stałoczasowego i acyklicznego dla natężeń ruchu z rzeczywistego skrzyżowania. Przedstawiono model opisu faz ruchu opierający się na standardzie opisu danych PUA [2]. Omówiono środowisko symulacyjne VISSIM ze szczegółowym opisem modułu sterowania.

This article discusses the results of an analysis of road traffic safetyrelated changes introduced in T. Kościuszki and Królowej Jadwigi Streets in Dąbrowa Górnicza between 2006 and 2015. These changes were caused by the redevelopment and traffic reorganization at two intersections on T. Kościuszki Street and one intersection on Królowej Jadwigi Street. Previously, the traffic flow through these intersections was controlled by means of road signs. Since then, traffic lights have been installed at two of them, while the third one has been converted into a single-lane roundabout.

For many years in many Western Europe countries, cycling has been associated with not only recreation and tourism but has equally gained an important function as a means of transport used in everyday commuting to work, study and entertainment. The bicycle appears to be a very good alternative to motor vehicles that produce exhaust fumes and create congestion on road transport networks. Not only is the bicycle environmentally friendly and takes up little space in road transport networks, but also, the time of bicycle travel is often competitive in relation to travel made by private car or public transport. This article presents the characteristics of the bicycle infrastructure and services offered in selected cities in the world and Poland, as well as the issues of bicycle counters as sources of data on bicycle traffic volume, along with an exemplary analysis of this type of data.

A roundabout is not a popular intersection type in Japan. Vehicular traffic at most road crossings are controlled by traffic lights. This article comments upon a survey of Japanese roundabouts along with their numerical characteristics concerning, among other aspects, the location of roundabouts in specific areas where the surrounding is managed in different ways (that is, urban area, suburban area, residential area, etc.). Moreso, the location of roundabouts in specific regions and prefectures, classification of roundabouts according to the number of legs, outer diameter, etc. The survey in question was conducted as part of a project entitled “Analysis of the applicability of the author's method of roundabouts entry capacity calculation developed for the conditions prevailing in Poland to the conditions prevailing at roundabouts in Tokyo (Japan) and in the Tokyo surroundings” financed by the Polish National Agency for Academic Exchange.
