Dalsza część pracy stanowi próbę omówienia zadań i roli euroregionów w rozwoju sieci współpracy pomiędzy przedsiębiorstwami w regionach transgraniczych.
The main purpose of this paper is to show the role of euroregions in the development of clusters. Euroregion is a formalized form of cross-border cooperation. Euroregion creates favorable conditions for the development of clusters. Preliminary discussion devoted to theoretical issues related to the euroregions and clusters. The rest of the work is an attempt to discuss the tasks and the role of euroregions in the development of networks of cooperation between enterprises in cross-border regions.

Changeability of market conditions make businesses look for effective cooperation methods. To increase their competitive edge, companies often work together in clusters which are groups of organizations on a certain area connected by a network of vertical and horizontal relationships. The formation of a cluster is a result of a cluster initiative. The goal of the article is to determine factors conducive to cluster initiatives and the relationship between these factors and the number of enterprises cooperating within a cluster in individual provinces in Poland. A spatial analysis of data concerning production and services companies was carried out. The years 2012-2014 were analyzed.

Opis:
The paper presents the characteristics of clusters and cluster organizations operating in cultural and creative industries. To present the sector in terms of sales and employment values the statistical data were analysed, using different approaches to determining the scope of the creative sector (Eurostat, International Confederation of Societies of Authors and Composers as well as European Cluster Observatory). The data are compiled with the number of clusters in the EU countries. Presented results shows the need for continues monitoring the cultural and creative sectors to adapt national and regional innovation policy and coordinate the cooperation between creative industries and other sectors of the national/regional economy.

Opis:
The aim of the conducted empirical analysis was to identify the cluster, which was implemented on the basis of two organizations operating in the ICT industry. The observed low activity of clusters in the socio-economic space, with the exception of projects co-financed from public funds, was the main incentive to conduct the study. The implementation of the assumed objective was reduced to seeking an answer to the question to what extent the national networks meet the cluster identification criteria. The objects analyzed were highly effective in creating a network of connections, new organizational entities as well as personal involvement in the functioning of many entities. The positive quantitative image of both networks, however, did not coincide with the positive functional verification based on the catalogue of features required for the cluster. In addition to formal doubts regarding referring to the established networks of organizational links as clusters, there appear natural doubts about the effectiveness of these entities in the context of theoretical assumptions, and finally the legitimacy of financing such initiatives from public funds.

The purpose of the paper is to investigate the impact of local and regional networks and clusters existing in creative industries on regional innovation ecosystems. Real examples of such creative environments shows that they can operate independently of the other regional sectors or can be interconnected with regional sectors. On the basis of the five presented cases, the level of linkages with other sectors was presented. Theoretical background used in the paper is grounded in network approach in strategic management.

W analizie i ocenie działalności klastrów jako bardzo zróżnicowanych i dynamicznych struktur sieciowych można przyjąć, że ich wspólną właściwością jest stosunek do innowacji i gospodarki wiedzą. Te czynniki są kluczem sukcesu w powstawaniu i rozwoju klastrów kluczowych i są obecne w dobrych praktykach funkcjonowania wszelkich struktur sieciowych. Zatem kategoria innowacji i wiedzy może być silnym kryterium różnicującym ocenę działań i zachowań uczestników klastra. W artykule przedstawiona została propozycja oceny potencjału rozwojowego klastra oparta na perspektywie innowacyjnej.
In analysis and evaluation of activities of clusters as diversified and dynamic network structures it is possible to assume that their shared property is the attitude towards the innovation and knowledge management. These factors are a key of the success in coming into existence and the development of crucial clusters and are present among best practices of functioning of all network structures. And so the category of the innovation and knowledge can be a strong criterion diversifying the evaluation of operations and of behaviours of participants in the cluster. In the article the proposal of the evaluation of the developmental potential of cluster based on the innovative prospect was presented.

Clusters are a new form of cooperation between enterprises, institutions and organizations. This form develops more intensively. Creation of a cooperation network in the value chain is today a fundamental process in building the competitive advantage, which is based on innovation. Logistics clusters are a form of cooperation, which focuses primarily on logistics operators who use cooperation to the development and improvement of new or existing logistics services. Celem artykułu jest wskazanie czynników determinujących trwałość klastra. Wykorzystując doświadczenia Doliny Krzemowej, opisano jej historię rozwoju i omówiono czynniki, które wpływają na ciągłość i trwałość działań tego klastra. Wyróżniono pięć czynników, determinujących trwałość klastra: ciągłość celów i specjalizacji, wiarygodność, komunikację, zdolność do współpracy w sieci i sprawiedliwość, zakładając, że klaster to sieć − zbiór środków (infrastruktura), zasad (infostruktura) i zachowań (infokultura).
This article aims to identify the factors determining the cluster constancy. Using the experience of Silicon Valley, it describes the history of development and discusses the factors that affect the continuity and sustainability of the activities of this cluster. There are the five elements of cluster constancy as: continuity of objectives, credibility, communication, ability to serve for the network and justice, assuming that the cluster is a network − a collection of resources (infrastructure), principles (infostructure) and behaviors (infoculture).

Corporate Social Responsibility (CSR) is gaining more and more importance. It involves activities that is associated with the organization’s ethical behavior towards society, in particular its recipients, employees, other stakeholders as well as its impact on the environment. Universities deserve special attention in the field of CSR activities which play a huge role in shaping society, its development and are source of information for it. The aim of the paper is to analyze the three examples of polish clusters in the social responsibility context. In the paper the authors also described short history of clusters, their main ideas and the conception of CSR in the theoretical aspect.

The article proposes a scientific and methodological approach to solve the problems of the construction energy cluster forecasting development, which provides an opportunity to unite the known technology of constructing time series models with the technology of simultaneous systems equations. It was developed the quantification process of the forecasting economic and mathematical formation model of energy cluster development, which will allow to detail the stages of mathematical modeling in the context of the studied problems, taking into account the specificity of production and commercial activity of all integration formation participants. The conditions for carrying out forecasting and analytical procedures of construction energy cluster development have been identified, in particular by the specificity and type of cause and effect and dynamic relationships between the main economic indicators, the intensity factors development trends, the dynamics of regular factors, described by linear and nonlinear ones.

The study concerns a natural cluster that arises as a consequence of the development of Euroregion. Each Euroregion has a "form" of a cluster "inscribed" into the philosophy of its functioning, which in turn creates a new management structure for the area covered by Euroregion. To document the above statement, the study attempted to compare the characteristics of Euroregion and a cluster, to describe mutual dependencies and convergences between them, which was included, among others, in the form of synthetic tables (Tables 4 and 5). Euroregion itself is a cluster, and it manages its subordinate area through Euroregional institutions. The term "natural" stems from the fact that Euroregion as a region bears the signs of naturalness, as it is created from the bottom up due to natural causes and motives, which through formalisation take on a specific shape of the structure with its institutions. Euroregion itself (a natural cluster), in addition to its management capabilities over the region, is also managed by the institutions representing it (described here is the Association of European Border Regions - AEBR). As a result, Euroregion as a natural cluster manages on its own and is subject to being managed.

The analysis of flagship firms in distribution network is a new area of research into logistic tasks. The examined factors determining decisions about establishing network collaboration indicate a change in the metallurgic industry representatives' attitudes towards network collaboration. In the article directions of increasing the effectiveness of flag enterprises were shown the distribution network.

Artykuł przedstawia istotę zjawiska dialogu w klastrach. Dialog, będący podstawą komunikacji międzyludzkiej, został ukazany w perspektywie podejścia sieciowego w zarządzaniu strategicznym. W artykule zaprezentowano również użyteczność podejścia fenomenologicznego dla analizy zjawisk sieciowych w klastrach oraz sformułowano zasady dialogu, które stosowane w praktyce przyczyniają się do wzrostu racjonalności podejmowanych działań w sieciach i klastrach. Przedstawione przykłady praktyczne prowadzonego dialogu dotyczą pięciu wybranych klastrów kreatywnych działających w Polsce.
In the paper the essence of dialogue in the cluster have been presented. Dialogue, underlying human communication, have been shown from the perspective of network approach in strategic management. The paper also includes discussion of the usefulness of phenomenological approach for analysis of phenomenon in networks. The author formulated rules of dialogue that determine the rationality of undertaken activities. Presented cases of conducted dialogue consider five chosen creative clusters in Poland.

The graph theory gives a mathematical representation of transport networks and allows us to study their characteristics effectively. A research of the structure of metro system has been conducted in the study by using the graph theory. The study includes subway systems of 22 European capitals. New indicators have been defined in the research such as a degree of routing, a connectivity of the route, average length per link (which takes into account the number of routes), intensity of the route, density of the route. The new and the existing indicators have been used to analyze and classify the metro networks. The statistical method cluster analysis has been applied to classify the networks. Ten indicators have been used to carry out an analysis. The metro systems in European capitals have been classified in three clusters. The first cluster includes large metro systems, the second one includes small metro networks whereas the third cluster includes metro networks with only one line. The combination of both two methods has been used for the first time in this research. The methodology could be used to evaluate other existing metro networks as well as for preliminary analysis in the design of subway systems.
Теория графов позволяет организовать математическое представление транспортных сетей и эффективно изучить их характеристики. В работе проводится исследование структуры системы метро с использованием теории графов. Исследование включает в себя 22 метро, которые находятся в европейских столицах. В статье определены новые показатели: степень маршрутизации; подключение маршрута; средняя длина на ссылку, которая учитывает количество маршрутов; интенсивность маршрута; плотность маршрута. Новые и существующие показатели используются для анализа и классификации городских сетей. Статистический анализ при помощи метода кластерного анализа применяется для классификации сетей. Десять показателей было использовано для анализа. Системы метро в европейских столицах подразделяются на три кластера. В первом кластере включены системы больших метро, во второй включены небольшие сети метро. Третий кластер включает сеть метро с одной линией. Сочетание двух методов используется в первый раз в этом исследовании. Данную методологию можно использовать для оценки других существующих городских сетей, а также для предварительного анализа при проектировании метро.

Purpose: The objective of this article is to present a new direction in management (POS) from social responsibility perspective, using clusters as an example. Design/methodology/approach: The article is based on an in-depth literature analysis, taking into account the definition of Positive Organizational Scholarship and corporate social responsibility. The subject of the analysis will be clusters as network organizations. Findings: The concepts presented in the article are the Positive Organizational Scholarship, the subject of which is the cause and effect chain. Its initial link is the specific configuration of organization resources and the final link are the results that are a proof of the organization development. The second discussed concept is corporate social responsibility that is the foundation for Positive Organizational Scholarship. The system of Corporate social responsibility management, in particular the ISO 26000 standard, is a key factor for the development of the abovementioned concept. Research and practical limitation/implications: The research is of theoretical nature. It is an introduction to quantitative and qualitative research in selected clusters, taking into account POS and CSR provisions. Originality/value: The article is an original approach to the activity of clusters in the context of corporate social responsibility and Positive Organizational Scholarship.
