Wypadki i kolizje w ruchu drogowym zdarzają się niestety bardzo często. Zależnie od pory roku, pory dnia czy pogody ich częstotliwość się zmienia. Autorzy podjęli temat analizy przyczyn i skutków wypadków oraz kolizji drogowych, jakie wydarzyły się w ostatnich miesiącach - to jest od 1 stycznia do 30 czerwca 2013 r. - na drogach i skrzyżowaniach w mieście Nowy Sącz. Na podstawie danych otrzymanych z Komendy Miejskiej Policji Państwowej w Nowym Sączu dokonano zestawienia graficznego częstotliwości występowania zdarzeń drogowych i porównania ich z poprzednimi latami. Wyjaśnione zostały także przyczyny zdarzeń drogowych i ich skutki.
Unfortunately road accidents and collisions occur very frequently. Depending on the season, time of a day or weather conditions their frequency varies. The authors of this paper analysed root causes and impact of the road accidents and collisions that occurred in recent months i.e. in the period from 1st January to 30th June 2013 on the roads and at the crossroads in the City of Nowy Sącz. Based on data provided by the State Police Headquarters in Nowy Sącz, a graphical representation was developed to show frequency of road incidents and a comparison was made with the previous years. The root causes and impact of road incidents were also identified.

Opis:
Percentage of young drivers who were involved in traffic accident with fatalities and injuries is very high. In nearly each fourth accident with fatalities was participated one driver younger than 25 years. Young drivers take part in 26% of all accident with serious consequences (died and serious injuries). In the paper we prepared analysis of casualty among the young car drivers 18-24 years old who participated in traffic on the territory of the Republic of Serbia during the period of 2002. to 2006. According to collected data of casualties we carried out analysis by time and type of accident in which young car drivers were involved. The main aim is to give some traffic safety measures to reduce the accident risks of young car drivers on the road in Serbia.

The sole purpose of air accident investigations should be the prevention of accidents and other incidents in the future, without apportioning blame or liability. A civil aviation safety system is based on feedback and lessons learned from accidents and incidents, while requiring the strict application of rules on confidentiality in order to ensure the availability of valuable sources of information in the future. Therefore, related data, especially sensitive safety information, should be protected in an appropriate manner. Information provided by an individual in the framework of a safety investigation should not be used against them, in full respect of constitutional principles, and national and international law. Each “involved person” who knows about an accident or serious incident should promptly notify the competent state authority for carrying out an investigation of the event. “Involved person” refers to one of the following: the owner; a member of the crew; the operator of the aircraft involved in an accident or serious incident; any person involved in the maintenance, design, manufacture of that aircraft or in the training of its crew; any person involved in air traffic control, providing flight information or providing airport services, which provided services for the aircraft concerned; staff of the national civil aviation authority; or staff of the European Aviation Safety Agency. In terms of the protection level of the organization (employer), employees who report an event or submit an application to the investigation cannot bear any prejudice from their employer because of information provided by the applicant. The protection does not cover (exclusions): infringement with wilful misconduct (direct intent, recklessness infringement); infringement committed by a clear and serious disregard of the obvious risks; and serious professional negligence, i.e., the failure to provide unquestionably duty of care required under the circumstances, causing possible or actual damage to persons or property leading the level of aviation safety being seriously compromised. All employees in the aviation sector, regardless of their function, have safety-related duties and are therefore critical to the security of the entire civil aviation system. The safety of this system requires that any event that has or may have an impact on security in aviation should be reported voluntarily and without delay, because it is necessary to conduct an appropriate investigation in order to increase the level of safety. “Just Culture” is the basic premise for the effective functioning of the reporting of events required for all aviation organizations in order to maintain and raise the safety level. As safety management is based on precise data, it is necessary to introduce appropriate procedures, which allow for obtaining information not only about the events that have already occurred, but also about any other events that could potentially cause hazardous conditions. All the procedures and rules of operation relating to the policy of Just Culture should be constructed so that they not only comply with the provisions of applicable law, but are also rational and understandable by all stakeholders, as well as provide certain comfort and confidentiality to persons reporting events that affect airline safety. Changes in the existing legal system should be established in cooperation with all concerned institutions: law enforcement, including the courts and public prosecution, aviation insurers, the Aircraft Accident Investigation Commission and other entities. Is it possible to reconcile the interests of the so-called culture of aviation safety, i.e., Just Culture, with the requirements of the above-mentioned institutions and traders involved in the implementation of air transport and the exploration of the effects of aerial surveys? The answers to this and similar questions will be widely presented in this article.

This article presents the measurement results of movement speed of pedestrians. It takes into account the pedestrians in aged between 10 and 75, with reference to the sex and movement technique of the person as well as the special movement conditions, such as: leading a child hand in hand, carrying a child in someone's arms, carrying bigger parcels, leading a pram, movement of people who hold hands, movement on a wheelchair, with crutches, movement of people who are blind or visually impaired. This article is the first out of two parts.

In the article the initial results of research were presented which were conducted in order to define the speed of movement of pedestrians in road traffic. School-age children were chosen as the research material. The tests were conducted for movements of a different speed: slow walking, normal walking, fast walking and running. The speed values achieved in the conducted tests enable the precise definition of time when the pedestrian stays on the road. As a consequence they enable the checking of the possibilities to avoid running the pedestrian over by the driver and their mutual influence on the occurring road accident.
W artykule przedstawiono wstępne wyniki badań mające na celu określenie prędkości poruszania się pieszych w ruchu drogowym. Jako materiał badawczy wybrano dzieci w wieku szkolnym. Badania przeprowadzono dla ruchu o zróżnicowanym tempie: chód wolny, chód normalny, chód szybki, bieg. Wartości prędkości otrzymane w wyniku przeprowadzonych badań dają możliwość precyzyjnego określenia czasu przebywania pieszego na jezdni. W konsekwencji umożliwiają sprawdzenie możliwości uniknięcia potrącenia pieszego przez kierowcę oraz ich wzajemnego przyczynienie się do zaistniałego wypadku drogowego.

In the analysis of a different process or events it is necessary to position them in the coordinate system space-time. Space analysis is an easily understandable and less abstract method, so this is one of the reasons why it is more often subject of research. Genesis of traffic accidents can be viewed as a continuous random process and as such, regardless of the accidents happening in the real world, it must be viewed with a temporal aspect. This kind of analysis is important especially if we know that we are making decision and do in time. The main idea of this paper is to cross the number of traffic accidents with killed and injured in Province of Vojvodina (period 2001-2009) from different time aspect and try to identify for example critical day and hour, or month and day. After this analysis this results are inputs for visualization and time maps. Basic aim of this paper is to emphasize and show temporal analysis as a method for visualization and searching specified patterns in time for decision making process.
W analizach różnych procesów lub wydarzeń konieczne jest umieszczenie ich w skoordynowanym systemie przestrzeń −czas. Analizy przestrzeni są łatwe do zrozumienia i są metodą mniej abstrakcyjną, więc jest to jednym z powodów tego, że częściej są obiektem badań. Geneza wypadków w ruchu może być widziana jako ciągły, przypadkowy proces i bez względu na rodzaj wypadku, musi być tu rozpatrywany jako aspekt czasowy. Ten rodzaj analizy jest ważny, zwłaszcza jeśli wiemy, iż podejmujemy decyzję i realizujemy ją w czasie. Główną ideą tej pracy jest przekroczenie liczby wypadków w ruchu z zabitymi i rannymi w prowincji Vojvodina (okres czasu: 2001-2009) z różnego rodzaju aspektów czasowych by zidentyfikować na przykład krytyczny dzień i godzinę lub miesiąc i dzień. Po tej analizie rezultaty są wizualizowane i umieszczane w mapach czasowych. Podstawowym celem tego artykułu jest położenie nacisku oraz pokazanie czasowych analiz jako metody zobrazowania i poszukiwania określonych wzorców dla decyzji tworzących proces.

The number of road traffic accidents in the world has been increasing. This is mainly related to the constant increase in road traffic. The aim of this article is to examine the causes of road accidents in Poland in terms of road traffic safety. For this purpose, road incidents that occurred in Poland were analysed. In order to verify the presented statistical data on the state of safety in Poland, a survey was carried out to indicate the factors that most often cause traffic accidents. Possibilities for increasing the efficiency of traffic safety and an evaluation of the level of safety in vehicles were also part of the survey. The results showed that the state of RS, in the opinion of the respondents, is poor. The respondents correctly indicated the most frequent causes of road accidents, which confirms their knowledge in the field of road safety. The survey also showed that the activities of the police nd programmes for increasing safety need improvement. According to the respondents, the actions that should be taken to improve safety are, first of all, the improvement of the technical condition of roads and the modernisation of road infrastructure. In addition, the survey showed that most men are car drivers, while women primarily travel on foot; the results also showed that the knowledge of RS is better among women.

The number of accidents on rural roads still represents a higher percentage of accidents than those occurring on built-up areas and motorways. Many countries are working on the definition and implementation of strategies that relate to the improvement of traffic safety on rural roads. This paper presents an approach to the analysis of traffic safety and the frequency of traffic accidents. The developed model is based on reliability theory and the application of the reliability reallocation model on data concerning traffic accidents that have occurred on rural roads. To test the model, a state road made up of 20 sections of a total length of 255 km was selected. The analysis of traffic safety on the observed road covers the period between the years 2005 and 2013 (this period is divided into two intervals 2005–2009 and 2010–2013). Following the basic analyses of traffic safety that are positioned in a space-time coordinate system, the next step is the reliability analysis and the ranking of the section. In this paper, the reallocation method was observed from the aspect of the reduction in accident frequency by 10% and the application of the ARINC apportionment technique.

Every year, a large number of traffic accidents occur on Polish roads. However, the pandemic of recent years has reduced the number of these accidents, although the number is still very high. For this reason, all measures should be taken to reduce this number. This article aims to forecast the number of road accidents in Poland. Thus, using Statistica software, the annual data on the number of road accidents in Poland were analyzed. Based on actual past data, a forecast was made for the future, for the period 2022-2040. Forecasting the number of accidents in Poland was conducted using selected neural network models. The results show that a reduction in the number of traffic accidents is likely. The choice of the number of random samples (learning, testing and validation) affects the results obtained.

Purpose: The objective of the study is to use selected data mining techniques to discover patterns of certain recurring mechanisms related to the occurrence of occupational accidents in relation to production processes. Design/methodology/approach: The latent class analysis (LCA) method was employed in the investigation. This statistical modeling technique enables discovering mutually exclusive homogenous classes of objects in a multivariate data set on the basis of observable qualitative variables, defining the class homogeneity in terms of probabilities. Due to a bilateral agreement, Statistics Poland provided individual record-level real data for the research. Then the data were preprocessed to enable the LCA model identification. Pilot studies were conducted in relation to occupational accidents registered in production plants in 2008-2017 in the Wielkopolskie voivodeship. Findings: Three severe accident patterns and two light accident patterns represented by latent classes were obtained. The classes were subjected to descriptive characteristics and labeling, using interpretable results presented in the form of probabilities classifying categories of observable variables, symptomatic for a given latent class. Research limitations/implications: The results from the pilot studies indicate the necessity to continue the research based on a larger data set along with the analysis development, particularly as regards selecting indicators for the latent class model characterization. Practical implications: The identification of occupational accident patterns related to the production process can play a vital role in the elaboration of efficient safety countermeasures that can help to improve the prevention and outcome mitigation of such accidents among workers. Social implications: Creating a safe work environment comprises the quality of life of workers, their families, thus affirming the enterprises' principles and values in the area of corporate social responsibility. Originality/value: The investigation showed that latent class analysis is a promising tool supporting the scientific research in discovering the patterns of occupational accidents. The proposed investigation approach indicates the importance for the research both in terms of the availability of non-aggregated occupational accident data as well as the type of value aggregation of the variables taken for the analysis.

Opis:
This article attempts to provide a synthesis of basic directions indispensable to accurately collecting evidence after an aviation accident. The proper collection procedure ensures the avoidance of the loss of evidence critical for an investigation carried out by law enforcement agencies and/or the criminal justice system, which includes the participation of aviation expert investigators. Proper and complete evidence is also used to define the cause of the accident in the proceedings conducted by Państwowa Komisja Badania Wypadków Lotniczych (State Committee for Aviation Incidents Investigation, The State Committee for Aviation Incidents Investigation, hereafter referred to as the PKBWL). The methodology of securing evidence refers to the evidence collected at the scene of an accident right after its occurrence, and also to the evidence collected at other sites. It also includes, within its scope, additional materials that are essential to furthering the investigation process, although their collection does not require any urgent action. Furthermore, the article explains the meaning of particular pieces of evidence and their possible relevance to the investigation process.

Opis:
Safety in rail transport is a problem that many countries are struggling with. Rail transport is one of the main areas of Poland’s economic development. The authors analysed and interpreted statistical data on the condition of the railway infrastructure and rail safety, as well as identified the main causes of railway accidents. The development of rail infrastructure has a significant effect on freight and passenger transport safety. Among the most serious hazards in rail traffic are accidents and rail collisions. The most frequent rail accidents occur at level crossings, where those responsible are motor car drivers. There is a clear trend showing a decrease in the number of accidents with an increase in the percentage of well-preserved rail lines. This situation is a consequence of social awareness.
