    The dynamic development of cities based on the role of the car in addressing transport needs leads to a reduction of mobility, as well as to an increase in external costs generated by the transport system. This problem can be solved thanks to the sustainable mobility concept, in which transport needs are limited at the stage of planning spatial development and then covered by public transport as well as by cycle and pedestrian journeys. This article identifies arguments justifying the implementation of FFPT in Poland, and also evaluates their relevance based on the experiences described in the literature and the example of Żory. On this basis, it can be concluded that the evidence for the impact of FFPT on sustainable urban mobility is poor. Neither does FFPT reduce mobility exclusion. At the same time, the introduction of this solution is expensive, especially in the metropolitan areas.

    Opis:
    The impact of the transport sector is in the range of 20%-40% in terms of consumption of fossil fuels and emissions of greenhouse gases and particulate matter. In this context, policies aimed at reducing these effects are very important. Many urban areas are trying to adopt planning strategies aimed to a sustainable use of resources often referred to as sustainable mobility. These policies are very different in terms of costs and expected benefits, and the effects of these policies and their combinations are difficult to anticipate on a purely intuitive basis and sometimes the end effect could be contrary to intuitive expectations (e.g. policies aimed to reduce pollution, ending up in increasing it). In this context, the concept of eco-rational planning assumes a central role. This means identifying the right mixture of interventions to be implemented on the transport system that is: rational for the transport system (e.g. reduction in terms of congestion, traffic accidents, travel time) and sustainable for people’s health and for the environmental (e.g. emissions reduction) and requires minimal economic resources (e.g. lower monetary cost per unit of CO2 saved). The paper discusses the importance of rational decisions in transport planning.
    Wpływ sektora transportowego w odniesieniu do zużycia paliw kopalnych i emisji szkodliwych gazów oraz cząstek stałych jest w zakresie od 20% do 40%. W tym kontekście działania mające na celu zmniejszenie niekorzystnych skutków są bardzo ważne. Wiele obszarów miejskich stara się przyjąć strategie planowania zmierzające do zrównoważonego wykorzystania zasobów. Są one często określane jako zrównoważona mobilność. Zasady te są różne pod względem kosztów i oczekiwanych korzyści. Skutki tych polityk i ich kombinacje są trudne do przewidzenia na podstawie intuicji, a czasami rezultat może być sprzeczny z intuicyjnymi oczekiwaniami (np. polityki zmierzające do zmniejszenia zanieczyszczenia środowiska, powstrzymanie wzrostu zanieczyszczenia środowiska). W tym kontekście pojęcie planowania ekologicznie racjonalnego przejmuje główną rolę. Oznacza to określenie odpowiedniego zestawu interwencji, które są: racjonalne dla systemu transportowego (np. ograniczenie zatorów, wypadków drogowych, czasu podróży), zrównoważone dla zdrowia ludzi oraz dla środowiska (np. redukcja emisji), wymagające minimalnych zasobów ekonomicznych (np. niższe koszty za zaoszczędzoną jednostkę CO2). W artykule omówiono znaczenie racjonalnych decyzji dotyczących planowania transportu.

    Opis:
    This article presents the issue of using decision support tools to select the variant of organization of urban transport system. Two scenarios for the use of electric vehicles were compared, considering not only their emissions and fuel consumption but also the limited accessibility of conventional vehicles to the city. The authors assume that the development of urban traffic organization must go hand in hand with the challenges of planning sustainable urban mobility and reducing harmful exhaust fumes. Furthermore, decision-makers should be equipped with simple decision support tools to generate the best option considering the expectations of transport users. The PTV VISUM tool was used to analyse and visualize two different organization scenarios for a selected city in Poland.

Starting from the results of the compendium paper (Part 1), the paper investigate on non-rational sustainable transport policies through an ex-post analysis on real casa application in Naples (Italy).
    Polityki zrównoważonego transportu miejskiego są bardzo różne pod względem kosztów i spodziewanych korzyści. Skutki polityk i ich kombinacje są trudne do przewidzenia na podstawie czysto intuicyjnej i czasem efekt może być sprzeczny z oczekiwaniami (np. polityka zmierzające do zmniejszenia zanieczyszczenia, kończąca się jego zwiększeniem). W tym kontekście pojęcie ekoracjonalnego planowania zaczyna mieć podstawowe znaczenie. Oznacza to identyfikację odpowiedniego zestawu działań (w celu wdrożenia w systemie transportowym), który jest: racjonalny dla systemu transportu i zrównoważony dla zdrowia ludzi i dla środowiska oraz wymaga minimalnych zasobów gospodarczych. Począwszy od wyników pracy przedstawionych w części pierwszej, artykuł przedstawia niezbadane racjonalne polityki zrównoważonego transportu przez analizy prawdziwych przypadków zaistniałych w Neapolu (Włochy).

    The article is dedicated to the concept of the walkable city as an alternative form of urban mobility. In the work, the authors present basic principles connected with the notion of walkability in the context of sustainable development and sustainable transport. The authors also discuss pro-pedestrian solutions implemented in the Polish cities of Łódź, Rybnik, Szczecin, Gdynia, Wrocław and Katowice, including examples of good practice regarding walkability and the “Walk Score” indicator. The article also introduces typical problems related to pedestrians’ movement around the city. The advantages of implementing the walkability concept and the factors related to making cities more “pedestrian-friendly” are mentioned as well. Overall, the aim of this work is to introduced the concept of walkability as an alternative form of smart mobility in the context of urban logistics.

    This article presents the results of an extensive questionnaire survey focused on changes in the transport behaviour of the population of the Czech Republic immediately after the government’s announcement about the measures implemented to prevent the spread of COVID-19. The questionnaire aimed to determine the changes in the use of the mode of transport for regular travel to work, school, or for shopping, as well as to determine the changes in the frequency of these travels according to monitored socio-demographic groups of inhabitants and specified size groups of settlements. This article contains a statistical evaluation of these changes in the transport behaviour of the population using sophisticated statistical tools. A method is proposed for estimating the number of passengers in public transport using a linear regression model based on the data from conducted transport behaviour survey. In this paper, the Data envelopment analysis (hereinafter referred to as DEA method) within the case study in the South Bohemian Region is also used to determine whether the COVID-19 measures have reduced the efficiency of public transport.
