    Purpose: The purpose of this article is to identify scheduling problems in Polish local government units, examine the standards that are already used and identify the possibilities of improvement. For these reasons, three research questions are stated and then answered. Design/methodology/approach: A questionnaire method is used. The answers are collected from Polish local government units. A quantitative data analysis is performed, supplemented by an in-depth analysis of the open question answers. Findings: The results reveal that public projects do not always end on time and that standard scheduling and estimation are not always used. We provide recommendations for scheduling improvements. Research limitations/implications: The scheduling procedure is subject to further research, as it has not been verified and adjusted. Other countries’ insight is also needed. Practical implications: We believe that our work has a practical aspect for many Polish local government units and helps them in standardizing project scheduling supported by IT tools. Social implications: Infrastructure projects include the interests of local businesses and communities. Scheduling is a crucial element of providing project transparency and accountability, as well as enables communication with the stakeholders and the general public. Originality/value: The work tries to fill in the gap in standardizing scheduling practices in Polish local government units. The questionnaire data collected can also be used for further research.

    Opis:
    The article reflects upon the concept of public-social partnership. Developments within the public sector, in particular shared public management and the aim to initiate civic and civic association activities associated with it, is the background of these considerations. Based on them, partnership is identified as a form of collaboration between the administration and non-government organisations featuring attributes that facilitate reinforcement of competences and performance of public sector operations. It is also connected to the concept of institutional capacity and development of Polish local government units. The primary objective of the article is to assess the functioning of Polish local government units in the area of public-social partnership as well as to analyse its importance to the development of their institutional capacity. The Institutional Development Planning method has been used to accomplish the objective.

    Opis:
    Purpose: The aim of this article was to determine the financial situation of various levels of local government units during the COVID-19 pandemic in comparison to selected periods from previous years. Design/methodology/approach: To achieve the aim, the authors used one of the methods of multidimensional statistical analysis – the TOPSIS technique. The study included the most important indicators of the financial situation of local government units at all levels (voivodeships, poviats and communes). The authors used data from the Polish Ministry of Finance. Findings: According to the study results, the lower the level of local government, the greater the share of current income in total income, current transfers per capita, operating surplus per capita and total liabilities per capita. However, a negative trend was observed as well: the share of investment expenditure in total expenditure decreased at all levels of local government units. Research limitations/implications: An important limitation of the article was the inability to reach the managers of LGUs in order to learn their opinions on the functioning of these entities during the COVID-19 pandemic. Practical implications: A proportional decrease of investment expenditure in the overall expenditure of local government units may lead to deteriorated financial situation of enterprises that were beneficiaries of these orders. Social implications: A smaller proportion of investment expenditure in total expenditure means less investment for the local community (usually infrastructural) and, consequently, slower development of local government units. Originality/value: The originality of the study is based on the fact that it was conducted comprehensively and covered all communes, poviats and voivodships in Poland in 2018-2020.

    W niniejszym artykule analizie poddaje się sytuację polskich jednostek samorządu terytorialnego w kontekście rozwoju inteligentnych miast próbując odpowiedzieć na następujące problemy badawcze: Czy małe miasto może być smart? i Czy kreowanie inteligentnych miast nie pogłębia różnic społeczno-gospodarczych pomiędzy regionami? Z międzynarodowych rankingów dotyczących inteligentnych miast wynika bowiem jednoznacznie, że smart city to jednostka o dominującym regionalnym potencjale demograficznym, technologicznym oraz ekonomicznym. W artykule wykorzystano studia literaturowe z zakresu inteligentnych miast oraz analizę struktury budżetów i dochodów gmin w Polsce.
    This article analyses the financial situation of Polish local government units in the context of the development of smart cities and tries to answer the following research problems: Could a small city be smart? and Doesn’t the creation of smart cities deepen socio-economic differences between regions? Because, the international rankings – which identifies and evaluates smart cities – clearly show that smart city is a unit with dominant technological, demographical and economic potential. In the article the literature studies in the field of smart cities were used as well as the analysis of local budgets and incomes structure.

    The aim of the article was to identify risks and measure the level of risk factors present in the processes of information flow in self-government units, on the example of selected communes in the Opolskie voivodship. An analysis of the existing risk factors for eight isolated processes carried out in selected research entities.

    Opis:
    Socio-economic development of local government units (communes, poviats and self-government voivodships) is not possible without efficient administration. The activities of each local government unit (l.g.u.) consist of its basic tasks as well as auxiliary processes, so-called support functions (eg. accounting, personnel, training, archives, IT, property management, e-administration). Centralization of the support function is one of the more frequently used tools to optimize this area of activity. The article presents the possibilities of creating Local Government Shared Service Centers (LGSSC) as a way to optimize costs and standardize the processes taking place in the activities of local governments. A detailed LGSSC analysis shows the advantages of a modern approach to how to deliver better quality services by l.g.u.
    Rozwój społeczno-gospodarczy jednostek samorządu terytorial-nego (gmin, powiatów i samorządowych województw) nie jest możliwy bez sprawnie działającej administracji. Na działalność każdej jednostki samorządu terytorialnego (j.s.t.), składają się podstawowe jej zadania, jak i procesy pomocnicze tzw. funkcje wsparcia (np. księgowość, kadry, szkolenia, archiwum, IT, zarządzanie majątkiem, e-administracja). Centralizacja funkcji wsparcia jest jednym z częściej wykorzystywanych narzędzi do optymalizacji tego obszaru działalności. W artykule przedstawiono możliwości i efekty jakie niesie ze sobą stworzenie Samorządowych Centrów Usług Wspólnych (SCUW) jako sposobu na optymalizację kosztów i standaryzację zachodzących w działalności samorządów procesów. Szczegółowa analiza SCUW pokazuje zalety nowoczesnego podejścia do sposobu dostarczania lepszych jakościowo usług przez j.s.t.

    Komunikacja to kluczowa forma aktywizacji życia społecznego. Dzięki przekazowi informacji od nadawcy poprzez kanał dystrybucji do poszczególnych kategorii odbiorców możliwe jest właściwe zaspakajanie potrzeb wspólnoty samorzą-dowej, a także integrowanie społeczności lokalnych. Partycypacja obywatelska w sprawowaniu władzy także nie zaistnieje w pełni bez wiedzy samych zaintereso-wanych o życiu miasta – ważnych wydarzeniach, planach rozwoju, przedsięwzięciach kulturalnych, sportowych, rekreacyjnych, inwestycjach, przeznaczeniu nakładów budżetowych itd. Z kolei badanie skuteczność podejmowanych działań pozwala na wzbogacanie strategii komunikacyjnej. Strategii, która zapewnić ma odpowiednie warunki do prowadzenia debaty publicznej, a także realizacji celów z zakresu marketingu terytorialnego.
    Communication is a key form of activating social life. With the transfer of information from the sender through a distribution channel to each category of recipients it can be appropriate to satisfy the needs of local community, as well as the integration of local communities. Citizen participation in the exercise of power will not also fully arise without the knowledge of the interested parties about the life of the city – the important events, development plans, cultural, sports, leisure events, investments, allocation of budgetary outlays and so on. On the other hand, the study of the effectiveness of the actions allows the enrichment of communication strategy. Strategy, which seeks to ensure the right conditions for public debate, as well as the objectives in the field of territorial marketing.

    W niniejszym artykule ukazano istotę zarządzania niską emisją w kontekście zarządzania środowiskowego. Podjęto próbę usystematyzowania pojęć, roli oraz funkcji zarządzania środowiskowego, przypisywanych heterogenicznym lokalnym podmiotom (np. mieszkańcom, nauczycielom, mikroprzedsiębiorcom, lokalnym liderom) w zakresie redukcji i przeciwdziałania niskiej emisji. W części empirycznej przedstawiono studium przypadku szkoleń środowiskowych, realizowanych w formie webinariów z wykorzystaniem Społecznościowej Platformy Transferu Wiedzy „Zanim udusi nas SMOG”.
    In this paper it is shown the essence of the management of low emissions in the context of environmental management. An attempt to systematize the concepts, the role and function of the environmental management attributed to heterogeneous local actors (eg. the residents, teachers, micro-entrepreneurs, local leaders) to reduce and prevent low emissions. In the empirical part the cognitive focus concerns the case study of environmental trainings carried out in the form of webinars with the use of the Social Knowledge Transfer Platform "Before Smog Suffocates Us".

    The development and realization of the growth strategy of the community, the voivodship and the county is the obligation according to the legal regulations. The effective development and realization of this strategy is to ensure the growth of the local government units. The authors discussed the implementation of the growth strategy of Gliwice with the use of projects. The portfolio approach in the strategy implementation was proposed.

    Purpose: The aim of the article is to identify and assess the differentiation of the financial situation of communes without cities with poviat status in terms of changes in the number of their inhabitants in the eastern and western regions of Poland. Design/methodology/approach: Identification and evaluation of the diversification of the financial situation of communes without cities with poviat status in terms of changes in the number of their inhabitants in the eastern and western regions of Poland. The empirical material of the article consists of figures from the Local Data Bank of the Central Statistical Office in Warsaw for the years 1995 and 2018-2020. They apply both to the entire country and to all municipalities without cities with poviat rights, located in six voivodships of eastern and western Poland, i.e., Lubelskie, Podkarpackie and Podlaskie as well as Dolnośląskie, Lubuskie and Zachodniopomorskie. The collected and structured empirical material was developed in a descriptive, tabular, and graphic form, using the method of comparative analysis. Additionally, a score was made of all diagnostic features illustrating the financial situation of the analyzed local government units in the eastern and western regions of Poland against the background of the entire country for 2018-2020. Findings: The analysis of statistical data showed that changes in the number of population (inhabitants) constitute essential demographic conditions for the economy and financial situation of municipalities without poviat status in the analyzed regions of Poland. It also confirmed the research hypothesis, which assumes that communes in western regions of Poland are in a better financial situation compared to eastern regions, especially those with an increase in the number of inhabitants. Originality/value: The originality of the work is based on the author's approach to the analysis of the undertaken research issues and making a point evaluation of the financial situation of the examined local government units. The work is addressed primarily to local government officials responsible for local government public finances and the possibilities and directions of local socioeconomic development, as well as to decision-makers who implement regional development policy in Poland.
