According to the data presented at the World Geothermal Congress 2010, geothermal energy is directly used in 78 countries. Geothermal electricity generation is reported by 24 countries. In Europe geothermal is directly used in 37 countries. In 2009 installed capacity amounted to 24 469.3 MWt while heat use was 233 736,7 TJ (46.7% and 53,4% of a global share of geothermal, respectively). In Europe (including Turkey) geothermal power plants using geothermal steam to generate electricity are operated in Iceland, Italy, Turkey, Portugal (12,5% of installed capacity and geothermal electricity production worldwide). The interest is growing in power generation via binary schemes using 100-120°C water (in Europe first pilot installations of 0,2-3 MWe capacities were launched in recent years). In many countries geothermal energy is among the most prospective renewable because of ecological and economic reasons. It is less sensitive to changes of traditional energy prices at the international markets and makes it possible to reduce dependence on imported fuels and, in this way, increase energy safety.

Opis:
Poland possess geothermal energy resources suitable for direct implementation, especially in a wide heating sector. However, adequate legal provisions and financial instruments are necessary as a basis for its development. The paper presents main legal and financial barriers that hamper geothermal development in Poland as well as necessary amendments and new tools proposed by professionals – scientists and practitioners involved in geothermal sector. The proposals take into account the proven solutions which have been successfully implemented in other EU countries (e.g. France and Germany) for many years . They shall be followed while introducing adequate changes in Poland. Furthermore, the changes and amendments of some legal provisions and principles of financial support initiated by some ministries and governmental agencies for geothermal projects. These proposals, when considered jointly with the initiatives coming from geothermal sector, shall initiate wider geothermal development and shall also contribute to the realization of national energy strategy as well as country's international obligations on renewable energy sources uses' increase in Poland.

Opis:
Since April 2012, the Division of Renewable Energy Sources of the Mineral and Energy Economy Research Institute of the Polish Academy of Sciences has been participating in the EU Project called Promote Geothermal District Heating Systems in Europe (GEODH) within the frame of Intelligent Energy Europe Program. The Project will last 30 months and aims to accelerate the market penetration by geothermal energy in district heating systems in Europe. This shall be achieved by addressing and removing regulatory, financial and market barriers at regional and local levels - adequate proposals will be developed and then presented to relevant decision makers in all countries embraced by the Project. The GEODH gathers 10 partners representing 14 countries, was initiated and is coordinated by the European Geothermal Energy Council (EGEC). The activities will focus on seven Central and Eastern European member states (including Poland) and on seven old member states. The purpose of the Project is directly coupled with a long-term perspective of increasing the uptake ofgeothermal district heating in the heat market by 2020 (following 3x20 set ofEU directives) through the improvement and expansion of geothermal district heating systems in European countries. Moreover, geothermal energy is still in a shadow of other renewable energy sources on our continent, but does creates a prospective source for many district heating systems, which can significantly contribute to achieve 20% of renewables in final energy consumption in EU by 2010.
