The earliest records referring to the town of Chojna date from the 13th century. The town developed on the site o f an earlier settlement, as indicated by remnants of a gród (circular fortified centre) and an early-mediaeval market square. The civic rights, based on the Magdeburg law, were confirmed in 1298. The town — together with its defences — was completely shaped in the 14th century. Its successful development continued until the Thirty-Year War which brought a considerable destruction in its the wake. The town’s repeated development in the 17th and 18th centuries was characterized by half-timbered construction o f the buildings raised there at time. The process of that reconstruction was interrupted by the Napoleonic war after which Chojna has never recovered its former splendour. In 1945 the town suffered again almost complete destruction. Among the ruins there have survived few dwelling houses and the walls of the most important historical monuments: St. Mary’s Church dating from the 15th century, burnt down and left in ruin, the Augustinian Church and Monastery, 14th century, already reconstructed, the Town Hall — dating from mid-15th century, partly rebuilt in the 17th, burnt in 1945, and intended for reconstruction as a seat o f the municipal library. What has also been preserved is a complete ring o f 14th century town walls, with gates and watch-towers, and the building of former caserns now adapted for dwelling purposes. Chojna, with the population of 5,656 makes at present the administrative centre o f the commune. Its principal functions are the administrative activities, those in the field of services, industrial production, agricultural production, market gardening, breeding and also in that of services for agriculture and forestry. In spite of its total destruction the Old Town district continues to be that o f supreme compositional value. This is manifest in the panorama of the town as well as in its interior where the main historical monuments — dominating by their size and attractive in their architectonic detail — spring up from the historical ground-work o f streets. The programme for revalorization, prepared in close correlation with that for the economic and regional development o f the town of Chojna and its environment, should start from the following criteria: — the Old Town makes an area valuable from the historical and compositional point of view, calling for due consideration o f the existing lay-out and the historical monuments preserved; — the building dating from the 18th and 19th centuries — especially in the neighbourhood of the monastery grouping and the town walls — should be preserved and complemented with individual buildings filling the gaps therein, stress should be laid, in particular, on the lay-out of the old market square within the boundaries of which the town hall and the parish church are situated; — the area between the said church and the market square should be intended for buildings not higher than two storeys so as to provide for a visual contact between those two historical m onuments; — transit traffic should be eliminated from the Old Town district and only the local one — o f limited range — made admissible without any change in the character o f the streets; — a promenade and green belt should be laid out around both the outer and inner side of the town walls; •— the new building should be noted for commination of the streets and pathways and emphasis laid on vertical divisions referring to the old property division; — the Old Town should be given the character o f a residential district provided with some non-onerous, basic and municipal services; i.e. the retail shops, craftsmen’s workshops, catering establishments and cultural life and tourist facilities. The reconstruction of the town, conducted in 1968—1976 did not fulfil, for the most part, the postulates above what is confirmed by the illustrations inserted in the text. Hence the urgent need for a revision of both the presently binding general plan and the detail one for revalorization o f the historical district discussed. The relevant proposals are comprised in the enclosed concept o f its revalorization and development, as expounded by Andrzej Skorupski in his M. Arch, degree-thesis, prepared under the au th o r’s direction at the Department o f Building and Architecture, Szczecin College of Science and Technology. The concept meets all the postulated mentioned above. The condition of the reconstruction work carried out so far gives the grounds to assume that the prospects o f changes in the mode of development o f the Old Town district are still feasible. The wealthy historical tradition o f the town o f Chojna, its historical monuments and lay-out and, first and foremost, the concern to ensure the best possible conditions o f life to the town’s inhabitants today and the generations to come — the conditions based on a symbiosis o f the past and the future — should all make an incentive to a quick action for the sake of implementation of the postulates and the concept herewith discussed.

In 1970—1972 Monuments Conservation Workshops in Lublin prepared ,,A Perspective Renewal Programme” and ,,A Local Detailed Plan of Land Development” for the Old Town in Lublin. The plans represent a basic tool in carrying out conservation, land, programme actions on that territory. The Old Town covers the area of 10 ha. It is situated on the promontory of the upland elevated 17 m. above the surrounding land. Main values of this complex are concentrated in an unimpaired mediaeval urban arrangement, an interesting town silhouette and quite a big number of fine structures from the mediaeval times, through Renaissance, baroque, classicism to the 19th century. The beginnings of the settlement date back to the turn of the 12th and 13th centuries. Civic rights were granted to Lublin in 1317. D e s i g n Wo r k s . „The Renewal Plan” was preceded with a series of scientific and historic studies as well as with a preparation of preliminary materials concerning a technical condition of the buildings, groundwork and underground outfit. Data on the use and insolation of buildings have also been compiled. A study of the green and transportation systems has been prepared as well. Design works have been based on the following foundations: — to leave intact an urban arrangement of the mediaeval town, — to set off a historic trade route, ' — to change the programme of the use of the buildings so to ensure their proper exploitation, — to maintain a division of former building plots with a simultaneous use of the interiors as interblock spaces in housing areas, — to pay a full respect to all stylistic values of subsequent layers, — to carry out repair and conservation works as well as modernization aimed at the equipment of buildings of buildings with water supply and sewage systems, central heating, gas, electric and telephone appliances, — to eliminate traffic to the maximum degree. The utility programme has been subordinated to conservation requirements. A proposed use of buildings is flexible and it combines housing and servicing functions. In the Old Town there are 155 buildings, used for living-in and servicing purposes, with the total cubature of 775,000 m3 and usable floor area of 92,900 m2. 4,720 people live in 1,354 flats. Only those rooms which have a required standard may be used as flats. And so, the Old Town will eventually have 1,600 inhabitants. Services are to be rendered mostly on behalf of tourists and they are to comprise hotels, catering places, tourist information, shops and small craftsman’s workshops. Comprehensive works will cover the reconstruction of infrastructure and the protection of underground excavations. The arrangement of roads and squares will be left unchanged. Traffic, with the exception of ambulances, fire brigades and suppliers, has been prohibited. T h e E x e c u t i o n . The whole area of the Old Town has been divided into blocks worked up according to the order of questions, rendered in full conservation problems and concluded with „The Proposals to the Block Renewal Plan” . Preliminary materials, together with an analysis of optimum technical solutions, constitute a point of departure for projects that are to be executed.

The „S” block — discussed by the author is situated at the East End of the Old Town in Toruń, dose to the fortified walls which separate the town from the territories of the Old Teutonic Knight’s castle. The Mostowa Street constituted the fare part of parcels, while the Podmuma Street was a household drive way to their subsidiaries. The following groups of structures have been distinquished in the modernization project: a) Monuments expected to be totally preserved together with interior decorations e.g, Fenger’s palace complex with (numerous Baroque elements of interior decorations extended in the first half of the 18th century i(the structure is designed for the Institute of Monument Theory and Conservation at M. Kopernik University in Toruń); the tenement houses in the Mostowa Street No 22, 24, 26, 28, which have the gabarits of storeys and Gothic front and courtyard elevations — almost totally preserved (they are assigned for public utilités); b) Buildings with business apartments on the ground- -floor and flats on the upper storeys. In this case the project stipulates for enlargement of store-rooms on the ground-floor by the total building an sites, whereas social subsidiaries are to be located in premises with extremely narrow rooms en suite added on the first floor. In this the terrace accessible from the first floor flats has been obtained; _ c) Administrative buildings. In this block several institutions have their administrative apartments for which two buildings No 32 and 34 have been whorly designed. They are of office character. d) Dwelling-houses in the oMstowa Street No 16, 18 and 20 have been wholy assigned for flats. Their windows an the ground floor are situated high. They warrant isolation from the street and good insolation. e) Subsidiary buildings to which belong: the boiler house, the transform station and laystalls. In future the whole Old ToWn will be heated by warmth-piping. At present we plan two boiler houses for the „S” block. It has also been suggested to build laystalls in the frontage of the Podmuma StreeL Underground passages lead there from the building in the Mostowa Street. Playgrounds are situated in the castle moats nearby. Last of all it is proper to emphasize the fact that the principal — the Toruń Gity Caunsil — has proposed to extend the project in such a way to show adaptation possibilities of particular buildings. It should also present usable living spaces for which appropriate tenants would be sought for

Due to its historical role and numerous monuments, Kraków has become a symbol of Polish identity. The Kraków City Council takes care of the appearance and condition of its monuments — the most valuable treasures of Kraków — by co-financing renovation and conservation works. Over the last 10 years, the amount of funds provided reached a total of nearly PLN 25 million. The historic city centre features many old bourgeois tenement buildings and palaces, numerous churches and monasteries (St. Mary’s Church, Church of saints Peter and Paul, Church of St. Andrew, Dominican and Franciscan monasteries), public buildings, both official and commercial in nature (Town Hall Tower, Wielopolski Palace housing the Kraków City Council Offices, and Cloth Hall), and old university buildings (Collegium Maius, Collegium Iuridicum). The architecture of Kraków is characterised by extraordinary diversity — each artistic epoch left its traces in this city. In order to take care of the City’s image and seek to ensure the preservation and proper maintenance of its numerous historic monuments, Kraków City Council adopted a resolution proposed by Mayor under which the city budget has been used to fund targeted grants for works on historic monuments every year since 2006. Kraków was one of the first cities in Poland to undertake to co-finance conservation, restoration or construction works on historic monuments. The purpose of the subsidies is to support and complement activities enabling owners or holders of historic monuments to take proper care of their valuable elements, in particular their front façades, which undoubtedly have an influence on Kraków’s image. In the years 2006-2016, subsidies for a total of PLN 24,910,000 were granted from the city budget to over 230 applicants. The fact that works on many old buildings that were co-financed by the Municipality of Kraków were also supported financially by the National Fund for the Renovation of Kraków Monuments is of immense importance. The operator of this Fund in the Civic Committee for Restoration of Kraków Heritage is a civic forum. The Committee introduced mechanisms and principles governing the co-financing of the renovation of Kraków’s monuments from national and local government funds and the private funds of the owners. Based on these well-established mechanisms and financing rules, the owners of historic buildings contribute funds at least equal in value to the subsidies. It is an example of effective cooperation for the sake of the culture and image of Kraków. Thanks to such large-scale restoration works, financed jointly by the National Kraków Monument Renovation Fund, the City, and the building owners, Kraków is regaining its original splendour. Additionally, in order to protect the material and landscape cultural heritage more effectively and in order to enhance the beauty of Kraków, the City Mayor has undertaken activities aimed at establishing a specific form of protection, i.e. a cultural park. In accordance with the Act on the Protection of Monuments and the Guardianship of Monuments, the Kraków City Council, on a proposal from the City Mayor, adopted a resolution on the establishment of the Old Town Cultural Park, covering the entire area of the Old Town. The resolution, which is an act of local law, places particular emphasis on the preservation and presentation of heritage and the landscape of the historic urban layout; the protection of its historic buildings and the size of its architectural forms; the functional and compositional protection of Planty Park and other green areas, in particular gardens and garden squares; the protection of visual corridors and scenic overlooks; the protection of the cultural landscape through counteracting the domination of commercial activities, advertising, and services which interfere with the historic space and disturb its aesthetics; and the principles of desirable display. The effects of these actions, which are not easy to perform on a daily basis, have been noticed by the local governments of several cities, as well as smaller communities. Observing the positive effects that have been achieved through the introduction of the Old Town Cultural Park and in response to the numerous initiatives of city residents, the Mayor of the Royal Capital City of Kraków has taken steps towards establishing culture parks in other parts of the city. In June 2014, on a proposal from the City Mayor, the Kraków City Council adopted a resolution concerning plans to establish culture parks within the area of North Kraków: “Nowa Huta Cultural Park” and “Stare Podgórze and Krzemionki Cultural Park”. It needs to be emphasised that these activities have a very beneficial effect on the appearance of Kraków, which is very important both for its inhabitants and its large numbers of tourists, not only from Europe, but also from all over the world. In recent years, Kraków has been visited by over 10 million tourists a year, and in 2016, due to the fact that the city hosted the World Youth Day, the number of visitors exceeded 12 million. Taking care of the historic City of Kraków is a special mission that we should carry out both for us — the contemporary inhabitants — and generations to come. This mission is fully reflected in the development strategy of the City, in the close links between its economy, its historic heritage, and its creative and scientific potential.

For the past fifty years Maria and Andrzej Szypowski have delighted us with their magnificent publications, many of which are about Warsaw. The first in a series of books inviting the reader to visit the oldest part of the city is the album Gdy wchodzisz w progi Katedry... (As You Enter the Cathedral...). The successive “Warsaw” publication – Gdy wchodzisz na Stare Miasto... (As You Enter the Old Town...) – reminds us that the year 2000 marked the twentieth anniversary of the introduction of the Warsaw Old Town onto the UNESCO World Heritage List. A following volume in the series in question is entitled Gdy wchodzisz na Nowe Miasto... (As You Enter the New Town...). The inimitable style of all the publications has been achieved by combining outstanding and precise information with lavish illustrations, and by presenting not merely historical monuments or the story of their reconstruction but also by depicting the connections between Old Warsaw and the life of the town’s residents. Extraordinary skill and remarkable sensitivity are required to convey the local atmosphere by resorting to word and image. The three volumes have reappeared under the joint title: Trylogia Staromiejska (The Old Town Trilogy). Issued in a smaller and more convenient format, they are available in a decorative box and accompanied by a supplement – Tablice Pamięci (Memory Tables). This fusion of particular parts of the series into a whole produces an ever more distinct awareness of impressive variety and an excellent selection of illustrations composed not only of photographs but also numerous reproductions of engravings, paintings and drawings. Many photographs have been published for the first time. Compared with earlier iconography, they depict transformations affecting space and architecture, as well as the daily life of this most ancient fragment of Warsaw.

Opis:
The article describes the palace of Bishop Erazm Ciołek (beginning of the sixteenth century), situated in the Old Town in Cracow, and presents an outline history of the object, stressing the devastation of the building during the post-World War II period. The present-day programme of the palace’s function was devised in a manner guaranteeing a display of its rich architecture and historical transformations. The object in question is to be adapted for the purposes of two permanent Old Art Galleries at the National Museum in Cracow. The article proposes a classification of the methods applied for reinforcing the foundations of historical objects and basic criteria for choosing suitable methods. It also contains a characterisation of the discussed palace, in whose case attention was paid to the conditions of the base and the construction requirements; the ultimately accepted stabilisation method called for microposts.

Zamość figure parmi les plus grandes villes de la voïvodie de Lublin, à côté de Chełm et de Puławy. Elle compte plus de 30.000 habitants et est le chef-lieu de la subrégion qui comprend trois districts au sud de la voïvodie qui bénéficient de ses services en ce qui concerne l’enseignement secondaire et supérieur, la culture, le commerce, le transport et l'approvisionnement. La construction, prévue dans les plus proches années, des Etablissements de matériels électriques et d’isolation en 1985, influera sur le développement de la ville qui pourra atteindre 50 à 70.000 habitants. Elle influera sur le changement de la fonction de la Vieille Ville de Zamość qui dès lors fera partie du nouveau grand centre industriel. Depuis 1964, des travaux complexes de rénovation sont menés dans la Vieille Ville. Ces travaux englobent successivement les pâtés des maisons anciennes. Après le relogement des locataires et le transfert des services, on procède aux réparations capitales liées avec la modernisation des intérieurs autant que le permet le respect de leur substance historique. On procède également à l’assainissement des cours intérieures. Dans le plan actuel détaillé de l ’aménagement spatial de la Vieille Ville (élaboré au cours des années 1966— 1967 par Zofia Haman et son équipe), le principe de conserver et de protéger en procédant à sa replanification toute la substance des bâtiments historiques et non historiques, est de rigueur. De cet ensemble en accord avec la direction des services de conservation, seront éliminés les objectifs n’ayant aucune valeur ou se trouvant en colision avec le système historique spatial. Le plan détaillé sera accompagné de recherches, études et projets englobant les problèmes conçus à l’échelle de toute la Vieille Ville, concernant par exemple, les revêtements des rues et des places, les terrains des anciennes forteresses, les terrains verts, la petite architecture, la coloristique, etc. Ils doivent être efféctués le plus rapidement possible afin de faire face aux besoins croissants et de contrecarrer l’action immédiate.

Opis:
Thorough research into town houses was initiated during the first half of the twentieth century, the period of the first modern studies dealing with the urban development of old towns (the most extensive investigations were conducted in Lvov, Warsaw and Cracow). The investigations encompassed an analysis of particular town houses as well as their complexes perceived from the viewpoint of the history of architecture. Scientific investigations conducted at the time inspired the conservation of old town houses, which entailed reconstruction of wartime devastation, the recreation and rebuilding of transformed parts of buildings, and the conservation of historical townhouse complexes as well as a reform of the development of the lots. A number of town houses in Lvov, Cracow, Warsaw, Toruń, Vilno and several smaller centres was subjected to conservation. Greatest importance was attached to the façade and rendering its spatial configuration more legible, without, as a rule, due attention paid to the development of building lots. Conservation entailed the repair and conservation of elevations and, sometimes, of particular details (masonry or ceilings). Upon certain occasions, the conservation of interiors led to the removal of secondary divisions and rendering the historical outfitting of the interiors more legible. Upon other occasions, old town houses were arranged in a contemporary mode. Such reconstruction was carried out in a historical spirit (arbitrary compositions of neo-Renaissance, neo-Baroque, Neoclassical and modern elements). The town houses were also granted a contemporary modernist outfitting which referred to stylised historical forms. The work conducted at the time frequently exceeded the binding theory of the history and conservation of architecture, and the applied solutions were repeated after the second world war when they probably influenced the conception of reconstructing the townhouse development of historical cities. The article analyses research focused on old town houses, conducted in Poland up to 1939, and the trends of reconstruction after World War I. The author went on to consider the conservation of historical buildings, focusing on their range and applied methods, and presented the most important conservation undertakings of the period. The last discussed issue is the problem of modern architecture adjoining historical town houses, widely considered at the time.
