The subject of this speech is the economic potential of our cultural heritage. There are the resources that can be used and the resources that cannot be used. We have to perform a lot of work and investments before we reap the harvest that will become consumer goods available for sale for cash. Certain aspects of the economic potential of heritage beyond tourism are illustrated by the example of Li-Pen – a businessman who has arrived in Europe to conclude profitable contracts. Li-Pen sees the well-preserved historic districts and a large number of old buildings, many of which have been adapted to modern functions. In his opinion, people can take care of their monuments here. Such people are most trustworthy and diligent than those who have no bonds with the past and do not cherish the memory of it. At the same time, Li-Pen is surprised how big emphasis is put on moneymaking, which he regards as a very materialistic approach. In his opinion, the importance and value of these buildings and works of art is more spiritual and involves historical, existential, educational, aesthetic and identity values. During negotiations, Li-Pen visits a restaurant specialising in regional cuisine with the use of available local and seasonal products. It is a proof of creativity and attention to quality. At the end of negotiations, local business partners take him again to the restaurant in the historical place. The host says that it is the restaurant in which tradesmen and businessmen have concluded contracts since the end of the 14th century. Li-Pen reflects on this historical continuity and signs the contract. One of Li-Pen’s tasks is to estimate the opportunity to open a production plant in this region. Li-Pen estimates the attractiveness of skilled labour force and analyses what the region can offer to a foreign specialist. He becomes familiar with the infrastructure and other offers. He sees how the region creates its own brand. The cultural landscape and the historical environment are important for middle-class specialists whom Li- Pen needs. They appreciate them due to their recreation base and aesthetic values. Historical buildings are provided with all modern conveniences and constitute an attractive place of accommodation. This shows that people have understood resource- based economy and environmental economics. Li-Pen has found out that this place is a very important cultural centre and local people and society as a whole show good qualities that are necessary to survive in the future. Li-Pen writes a favourable report on the opportunities offered by this region.

European Heritage Days are mainly local initiatives that give inhabitants an opportunity to learn about the history of their nations and regions inhabited by them and arouse their sensitivity to treasures of nature and culture. In 2011 the thematic scope of programmes offered in almost 50 countries played a significant role in the improvement of the level of awareness among citizens. The year 2011 was marked by the introduction of the Framework Convention of the Council of Europe on the value of cultural heritage for society, called alternatively the Faro Convention, on 1 July 2011; it is the first treaty containing a detailed definition of the conception of “common European heritage”. The subject of the Wrocław forum in 2011 is: “Value the Heritage. European Heritage and Economic Development”. In modern society, guaranteeing the future of the heritage requires not only work on the part of professions and specialised administration, but also collective projects and joint responsibility that would engage the public sector, legal entities, voluntary workers and the entire civil society. The economic nature of the Wrocław forum should not be surprising if we take into account the current crisis that causes anxiety in many countries. The discussion regarding the subject of the 4th European Heritage Forum will be continued in works of the Steering Committee for Culture, Heritage and Landscape (CDCPP) of the Council of Europe. EHDs reveal the importance of joint activities of the Council of Europe and the European Union for the purpose of experiencing the common European heritage in a more direct way and making life better for all of us.

Heritage preservation is a process. A process of identifying, researching, documenting, maintening, monitoring, documenting, etc. The process is a timely ordered sequence of changes or conditions occurring one after another. Each process is a function carrier, and functions make up the system. The heritage preservation is not a process that occurs in isolation. Instead, it plays a function important from the perspective of the human environment understood as a system in cultural, environmental, social and economic terms. Caring for the correctness of the protection of monuments, one cannot forget the context, causes and consequences of this process. This edition of “Ochrona Zabytków” (“Protection of Monuments”) reflects upon this. Traditionally, you can find precisely described examples of research and conservation works regarding a number of historic monuments. However, the theme of this edition is the heritage value from the economic perspective. It’s not about a commercial approach to monuments, but about perception and description of the importance of monuments for the modern socio-economic processes. An intelligent usage of heritage resources by man does not have to mean compromising their values. On the other hand, assigning social and economic context to the heritage values significantly increases chances for its preservation. An important voice in the debate on the economic potential of the cultural heritage was the 4th European Heritage Forum which took place in Wrocław in 2011 under the slogan “Value your heritage! The European heritage and economic development”. The conference, which was co-organized by the Council of Europe, the European Commission and the National Heritage Board of Poland, brought together more than 250 experts from dozens of countries around the world. It was one of the official events of the Polish Presidency over the Council of the European Union. It also became a turning point in the European debate on the importance of the heritage to the European economy, especially in times of crisis. At the end of its work, the 4th European Heritage Forum adopted a final declaration which reads as follows: The participants in the 4th European Heritage Forum, held in the city of Wrocław, Poland, on 10-12 October 2011: • recognising the value of heritage to society in this beautiful, historic and multicultural city and in all cities and territories throughout Europe; • noting a continued need in all sectors for a greater understanding of the potential which heritage can offer for quality of life and the needs for its integration in planning for an economically sustainable future; and • fully conscious of the current pressures upon resources, both public and private recommend, in the context of European Heritage Days activities, that: 1. all relevant actors should seek to balance the potential social, cultural and economic benefits when using heritage as a resource; 2. strategies should be developed for evaluating and demonstrating the positive economic and social benefits to local communities of conservation and access to the heritage; 3. a community-focussed approach has the potential to mobilise resources for sustainable heritage development, conservation and access; 4. the EHD programme should focus resources on increasing the European dimension, encouraging exchange, collaboration and cross-border event development, with the object of promoting a vision of a common European heritage. And, finally, recommend that future European Heritage Days be taken forward in the positive spirit and on the basis of our discussions here in Wrocław in a truly collaborative manner, emphasising diversity as a source of strength and not of division and highlighting our shared European heritage as well as our rich local, regional and national heritages. Declaration of Wrocław has become a corner stone laying the foundations for projects at local and European level, the common denominator of which is the search for answers to questions about how we should sustainably use the potential of the historic monuments, as nobody will dispute that it’s well worth doing it. Also the National Heritage Board of Poland has since launched a number of activities in this field: social studies, development of a model of heritage impact on the economy, and many more. A lot of work is still ahead of us, but today I encourage you to read the texts which are a major breakthrough in the way the process of historic preservation is perceived in a broader context, in accordance with the requirements of the twenty-first century.

European Heritage Days have been organised for many years on one of the weekends of September on the initiative of the Council of Europe under the patronage of the European Union, which was inspired by Historical Monument Open Door Days launched in France in 1984. Their aim is to raise the society’s awareness of the existence of monuments and the need to protect them. The celebrations of the Days in Europe on behalf of the Council of Europe were co-ordinated successively by: the Dutch foundation, the King Baudouin Foundation in Brussels (6 years), Centro National de Cultura in Lisbon and Europa Nostra. Currently this function is being fulfilled to a limited extent by the secretariat of the Directorate for Cultural Heritage and Landscape of the Council of Europe. Poland organised EHD for the first time on 25-26 September 1993. Events were held under the theme “Heritage of Poland – Heritage of Europe” in five regions of Poland: Pomerania, Lublin Region, Wielkopolska, Krakow and Warsaw. Their organisation was handled by the then Regional Centres for Studies and Protection of Cultural Environment. The characteristic feature of editions of EHD held in the late 1990s and at the beginning of 2000 was the fact that they were carried out as a part of the campaign of the Council of Europe – “Europe, a common heritage”. The European dimension of Days was emphasised by the common logo that all organisers were obliged to put on printed materials and flags hoisted during the celebration. In Poland, European Heritage Days were usually organised on the third weekend of September in co-operation with social co-organisation that collaborated with Regional Centres for Studies and Protection of Cultural Heritage, provincial conservators of monuments, city and self-government authorities. The General Conservator of Monuments co-financed the implementation of the best programmes selected in a competition, and Małgorzata Fokt-Willmann from the Monument Protection Department acted as national co-ordinator. Poland has always taken an active part in various international initiatives undertaken as a part of EHD. Special importance was attached to educational projects addressed to young people. Out of 37 projects that won awards in years 1994-2000, 5 were submitted by Polish organisers. Another international initiative that Poland joined as one of the first countries was a photographic competition for young people organised by Catalonia as a part of EHD.

The year 2003 marked the eleventh European Heritage Days held in Poland under the honorary patronage of Waldemar Dąbrowski, Minister of Culture of the Republic in Poland. The event was attended by eleven voivodeships. The prime intention of the numerous meetings which took place on 18-21 September was to shape cultural identity by means of free-of-charge access to museum exhibitions and interiors of historical buildings, a presentation of particular regions and the protection of cultural property. The European Heritage Days included education workshops, conferences, artistic shows, exhibitions, festivities, folklore performances, etc.

At the end of 2006, the Centre for the Protection of Archaeological Heritage and the National Centre for Research and Documentation of Monuments were merged, a new statute of the institution was prepared and the name “National Centre for Research and Documentation of Monuments” was retained. The statute reflected the new priority of the Centre’s activity – education in its broad sense. The Law of 26 July 2003 on the protection and care of monuments extended the role of owners of monuments in the protection of monuments and their responsibility. The problem of the new legal system was the enforcement of legal provisions – a consequence of low social awareness of the role of cultural heritage for the nation and local communities. Paulina Florjanowicz, Deputy Director of NCRDM decided to prepare the educational strategy of the Centre for years 2007-2011. The analysis of the situation helped to find out the reasons of the present situation – years of neglect in the protection of monuments, the decentralisation of conservation services, the low awareness of rights and obligations of owners of monuments and the low level of social engagement in the preservation of the cultural heritage. The analysis distinguished between three target groups and aims of educational and popularisation activities. On 23 December 2010, the Minister of Culture and National Heritage signed an order regarding the change of the name and scope of activity of NCRDM, which was transformed into the National Heritage Board of Poland. Changes created a strong basis for activities determined by the educational strategy and its adoption resulted in the performance of annually planned educational activities addressed to three groups. Activities were regular and cyclical or carried out as projects. Among important activities there were those involving the implementation or the use of the website of NHBP and social networking services. Activities addressed to specialists included training courses for uniformed services, co-operation with Voivodeship Offices for the Protection of Monuments and the propagation of standards of protection, the issuing of the Kurier Konserwatorski magazine, speeches delivered by employees of the Board at courses and conferences regarding the protection and care of monuments that were organised independently or jointly by the Board or any other entity. Activities addressed to owners and administrators of monuments concerned co-operation with custodians of World Heritage sites and history monuments. NCRDM/NHBP organised conferences and workshop meetings that created opportunities to exchange knowledge and experiences. NCRDM started to build a brand of history monuments. The form of support of owners and administrators of monuments is the competition „Well Cared- For Monument” that has been organised by NHBP since 2011. The most important tasks of the educational strategy of NHBP include the co-ordination of European Heritage Days promoting regional cultural heritage (since 1993) and the conducting of the “Voluntary work for the benefit of heritage” programme (since 2009). According to public surveys regarding cultural heritage that were ordered at the end of 2011, 89% of respondents think that heritage plays an important social role, but the level of Poles’ knowledge of the rules of its protection is low. This confirms the rightness of choice of priorities in NHBP’s activities.

In 2007 Poland held the fifteenth edition of the Heritage Days, established by the Council of Europe in 1991. The prime objective of the event is to promote regional cultural heritage and to recall the common roots of European culture. The fact that the Days are addressed to an extremely large and differentiated group of recipients endows them with a truly universal character. This year’s edition of the European Heritage Days was organised in all voivodeships under the slogan “People of the Road. Travellers, Pilgrims, Wanderers”. In 240 localities across Poland the organisers and coordinators proposed more than 1 300 events, including presentations, stagings, fairs, festivities, exhibitions, meetings with artists, etc, held in the course of several September days. Several hudred thousand Poles enjoyed an opportunity to take part in the largest cultural event in Europe. The Days offered a unique chance for free-of-charge guided tours of usually inaccessible sites, for discovering the history of one’s region, and for learning about the lives of our ancestors in the distant past. The honorary patron of the European National Days in Poland is the Minister of Culture and National Heritage, whose partners include Polish State Rail Joint Stock Company and the Civic Education Centre; national media patronage was entrusted to the daily ”Rzeczpospolita”, TVP2, the Wirtualna Polska portal and the bimonthly ”Zabytki Heritage”. The coordinator was The National Heritage Board of Poland.

In times of financial crisis, heritage can be perceived as a pleasant but unnecessary addition. This opinion is wrong, because heritage plays an extremely important role in the life of the European population. Many respondents in Great Britain consistently say that heritage is important to them, which is proved by large numbers of members of organisations relating to this field: the National Trust and the English Heritage. Heritage gives us the sense of identity and diversity. It is the character determined by the heritage of a given place that makes this place exceptional. Heritage gives the sense of belonging to society and to a given community. It also helps to generate economic benefits, which are additionally supported by income from tourism. Heritage-related tourism can often constitute an important part of local or even national economy. Heritage helps us to gain a better understanding of our own past. Once destroyed, the places representing our heritage will not be restored to posterity. All considerations concerning our approach to the issue of heritage in times of economic crisis must begin with the ensuring of long-term protection and conservation of a given heritage site. A very large number of volunteers is engaged in the care of heritage. The society is ready to respond to potential requests for the financial support of specific initiatives. Non-governmental initiatives play an important role in taking care of heritage. Currently, however, a decrease in the number of available resources can be observed. Public financing in England is decreasing, and other sources of funding are becoming smaller, too. The number of professional monument conservators is decreasing. This may result, for instance, in the readiness to acknowledge economical reasons underlying a given building project, regardless of its impact on the historical environment. It may be more difficult, due to the lower rate of ROI, to implement renovation programmes based on the use of historic heritage. Funds for repair and maintenance are necessary. It is, therefore, necessary to elaborate new strategies, to increase the society’s awareness of the huge importance of heritage, to find a useful manner of the use of historic buildings, to convince the public that this solution can be cheaper and more efficient than the costly construction of new objects and to carry out cheaper temporary repairs and conservation works. In 2007, the National Heritage Board of Poland (at that time the National Centre for Research and Documentation of Monuments) as the Polish nationwide co-ordinator of celebrations of European Heritage Days (EHD) proposed the common guiding topic of EHD for the first time. Making use of European Heritage Days as a tool for reinforcement of joint social responsibility for the condition of monuments and being supported by selfgovernment authorities, dozens of non-governmental organisations, hundreds of organisers of particular events and the Polish nationwide and regional media, we managed to create within a few years our own formula of this oldest cultural program in Europe. European Heritage Days in Poland comprise mainly an educational programme, exhibitions, excursions, lectures, games and competitions aimed at familiarising local communities with the history of their lands. The first common topic of European Heritage Days in Poland was entitled “People of the Road. Travellers, Pilgrims, Wanderers”. We discovered roadside shrines, inns and local monuments of technology, at the same time focusing on traditions and rituals accompanying them. In 2008, the guiding topic was: „The Roots of Tradition. From Patrimony to Homeland”. The joint search for the roots of the Polish culture and references to the multicultural society and the tradition of tolerance dating back to the Commonwealth of the Two Nations helped to emphasise important aspects of life of every human being – its identity and sense of belonging that leads to the formation of the sense of national value. In 2009, the topic of EHD – „To the Rescue of Monuments! On the Route of Gords, Castles and Fortresses” was connected with a campaign for the protection of military monuments. In 2010, the topic „From Idea to Industry” became an opportunity to focus the society’s attention on industrial objects, which very often had not been perceived as monuments until then. The year 2011 ran under the slogan „Milestones”. This time we wanted to draw attention to Poland’s contribution to the development of Europe throughout history. The key to the effective preservation of heritage is to involve local communities in taking care of it. European Heritage Days are an excellent opportunity to do so, as they gather the local community together so that it could discover local monuments and learn the history and intangible values of its own region, thus improving the knowledge of our common history.
