European Commission Regulation (EU) No. 445/2011 regarding the system of certification for entities in charge of maintenance (ECM) of freight wagons requires such entities to supervise the condition of wagons, without specifying the methods of supervision to be used. Each ECM should establish a Maintenance Management System (MMS), which will include the obligation to monitor the fleet of freight wagons. Monitoring railway vehicle maintenance operations should include tracking all significant technical and operational indicators. The key question is which indicators are the have the greatest impact on safety. This paper discusses some issues related to the monitoring of maintenance operations for railway vehicles. It also looks at dedicated solutions for entities in charge of the maintenance for freight wagons based on PN-EN 50126:2002 standard and RAMS indicators (Reliability, Availability, Maintainability and Safety). This paper describes factor analysis of the proposed indicators as a means of selecting those that have a decisive impact on the correctness of the process for monitoring vehicles. This paper shows an example of the implementation of the requirements of the European Commission Regulation 445/2011 [3] regarding the monitoring of the state of railway vehicles and the possibility of using the information so gained as part of a process of continuous improvement. Reducing the number of indicators will reduce the amount of data needed to calculate all the RAMS indicators, without compromising the benefits of the rail vehicle monitoring system.

The Commission Regulation (EU) No 445/2011 introduced requirements on certification system for Entities in Charge of Maintenance (ECM). It contains requirements regarding the need to create and, more importantly, verify by the certifying body of the Maintenance Management System (MMS). It assumes that only Entities in Charge of Maintenance for freight wagons will be subject to certification. With the development of legislation on the safety of rail transport the extension of ECM certification began. The article presents the proposal of the European Union Agency for Railways to extend the scope of Commission Regulation (EU) No. 445/2011 and discusses the most important changes.

The article presents the theoretical basis of the EOQ (economic quantity order) model, which allows you to optimize the size of the order so as to minimize the cost of frozen capital. The next part presents the results of implementing the model at Bahlsen Polska, assuming that it does not receive any discounts from suppliers in relation to the size of the order. This assumption can be excluded in the case of the functioning of the disposition system, carried out taking into account large contracts with the supplier. Optimization in this situation does not apply to the quantity in the contract, but only to a single call which is information for the supplier who must deliver a certain amount of goods, and at the same time reduce the balance appearing in the contract.

This paper deals with the integrated supply chain management problem in the context of a single vendor-single buyer system for which the production unit is assumed to randomly shift from an in-control to an out-of-control state. Two different strategies, integrating production, shipment and maintenance policies, are proposed and compared to satisfy the buyers order at a minimum integrated total cost rate. The first strategy is based on a classical production policy for which the buyer’s order of size nQ is manufactured continuously and shipped by lots of size Q. The second strategy suggests that the same buyer’s order should be produced and shipped separately by equal sized lots Q. For both strategies, a corrective or preventive maintenance action is performed at the end of each production cycle, depending on the state of the production unit, and a new setup is carried out. The total integrated average cost per time unit is considered as the performance criterion allowing choosing the best policy for any given situation.
