Wroclaw agglomeration is presented in the structure of the national and international transport system as well as directions of development of basic transport modes in Wroclaw. The situation of intermodal transport in Poland against the background of Europe and other countries was presented. Attention was drawn to the technical and technological problems of existing intermodal transport terminals in the Wroclaw agglomeration. The economic premises of the International Logistic Centre in Wrocław and the concepts of the Centre’s construction are discussed. The PKP PLK Wroclaw Osobowice station was proposed as the location of the Logistic Centre, whose main technological element is the intermodal transport terminal.

The purpose of this paper is to present intermodal transport as a part of the companies' supply chain in which rail transport is not a necessity but a value added element. The European Commission stated in its current "White Paper" as follows: "Railway is sometimes seen, particularly as far as freight transport is concerned, as an unattractive means of transport. However, certain examples of some Member States have shown that railway can offer high quality transport services". In fact, rail freight transport has undergone a large transformation in recent years. A growing number of shippers and forwarders have discovered rail transport as an economically viable and environmentally friendly alternative to road transport for the movement of cargoes.

The main objective of the text is to try to carry out the analysis with the predominant objective to try and present in realistic way the factors influencing the choice between a service realised only with the use of a road transport and intermodal transport. The author of the analysis put particular stress on the costs of the carriage service, time of its realisation and CO2 emission. The analysis also aimed at showing which of the presented technologies of service providing is more friendly to natural environment. This is due to the fact that the market for intermodal transport and road transport in Poland, knowledge of the mechanisms of price formation and the costs are still low. It is often difficult to determine the unit price of transport modes or mechanisms of shaping them. This results primarily from difficulties with the calculation of the actual cost of transport, terminal operations, management and other issues occurring in road transport and intermodal logistics functions.

The article assesses the possibility of activation of transport and logistics services in relation Silesia – Trieste - Alexandria and by continuation towards India. The increasing demand for transport on this route, where the section will be located onshore in the sixth (and part of fifth) transport corridor and the forecast of traffic on the route for transportation of bulk materials, justify launching intermodal connections there. It is expected that the market for transport in the analyzed route will have significant bulk loads (coal, coke) in the area of Silesia, in the direction to the south of Europe and further by maritime transport to customers in Egypt and India (coke plants, steel mills).

There is a high demand in Poland for new intermodal container terminals. Increased rate of freight transport requires however new solutions for durable roads. Intermodal operations are carried out by swap bodies, trailers or most often containers. The intermodal terminals play the function of a storage, transportation and handling of the containers. The road surfaces within the terminals are exposed to different types of loads due to untypical types of transportation that operates on them. New types of roads demand new design methods that consider loads applied by special types of vehicles (container cranes, types of forklifts called reach-stackers). They also need to consider the method of container stacking, where the local forces can reach up to 1400 kN. The article presents typical loads that can be found in intermodal terminals, including the storing area and maneuvering aisles. The article presents also typical materials used for road construction, as well as method of dimensioning that incorporates different exposure factors. The method allows to design load-bearing and durable road surfaces. The calculations were performed for materials typically used in road construction, as well as in industrial flooring. The study presents a case study calculation of a parking lot designed for heavy load trucks.

New changes and a new way of obtaining EU funding emerged in the intermodal transport sector in 2004-2006 and 2007-2013.The new economic situation requires changes of the ways of obtaining EU funding to subsidise projects involving the development of intermodal transport in Poland. Intermodal transport projects are one type of investment projects that increase safety and promote environmentally friendly solutions in transport. The article is an analysis of the available sources of EU funding for intermodal transport projects. The objectives and priorities of funding projects within two financial perspectives are presented. The article also looks at the principles of Poland’s policy on implementing such projects subsidised by the EU.

Intermodal transport and especially container shipments have been characterized by a dynamic growth, both in Poland and globally. One cannot ignore the importance of technical preparation and organization of terminals which perform integrated loading units reloading. Various elements of IT infrastructure have been introduced to seaports for the last years and they aim at improving the working conditions. Ground terminals, usually small reloading centres, most often give up any modern solutions and blame it on the lack of appropriate funds. The paper presents the rules of carrying out a simple simulation the results of which can become useful for improving activities at container terminal.

Co-modality means the efficient use of transport modes operating on their own or in multimodal integration in the European transport system to reach an optimal and sustainable exploitation of resources. Due to the growing demand for freight transport high efficiency and co-modality of different branches of transport in the European transport system are imperative. The basic criterion for assessing the effectiveness of all the available and proposed solutions must be economical bill, complex conducted both in terms of micro (at the level of each customer) and macro (at the level of the whole transport sector), endearing issues of economic, ecology, social, etc. An important aspect are the additional costs such as those related to the creation of new element of infrastructure, especially point elements of infrastructure.

This paper aims to analyse the planning of chemical transports shift from road to the more complex multimodal freight transport, and presents a toolbox developed to support the participants in the process. In literature the research problem of multimodal freight transport planning is analysed mainly from mathematical models’ perspective. There is a lack of studies focused on multimodal transport chain collaboration and the tools supporting it. Within the framework of research conducted during the ChemMultimodal „Promotion of Multimodal Transport in Chemical Logistics” project, within INTERREG Central Europe Programme, the research team identified challenges related to modal shifts in the chemical industry, and next developed the toolbox addressing these challenges and supporting participants’ collaboration on multimodal chemical freight transport planning. The toolbox embraces: (1) consulting services, (2) planning guidelines, (3) the Intermodal Links platform, which suggests intermodal connections between two points, and (4) a CO2 calculator. Conclusions from the first pilot tests showed the necessity of a complex approach to the process of modal shift planning. Transport managers testing the toolbox the most appreciated the consulting services, which include a marketing platform integrating chemical producers and distributors, logistics companies, carriers, terminal operators, rail network operators and others. This platform is used to share information on current transport patterns, existing potentials, and possible actions to establish and promote modal shift.

The only solution to the growing problem of transport infrastructure congestion is the intermodal transport. With the sharply increasing number of vehicles on the roads and the ever decreasing possibilities for creating enough new resources to cater to demand, road traffic threatens to come to a grinding halt. Clearly other transport modes - especially railways, inland waterways and sea shipping, will have to play a greater role, if we are to avoid the chaos that looms ahead. The major obstacle to the smooth implementation of the plans in regards of intermodal transportation is the lack of a strategic plan, which should include an analysis of regional needs of individual parts of the country, and the demand for such transport. To cope with the extra traffic prompted by economic growth, different modes need to combine their services to create a sustainable and efficient transport system. And this system must be environmentally-friendly and not put the competitiveness of the European economy at risk. For this purpose the European Government and UE members have to concentrate on a law regulation in order to avoid problems with proper intermodal transport implementation.
