Na podstawie analizy wypowiedzi prezydentów autor podkreśla wagę niezależności i niezawisłości urzędu prezydenta w rozwiązywaniu sporów i ważnych kwestii obywatelskich i społecznych. The aim of the article is to present the role of Germany in the geopolitical game over Ukraine. It consists of three parts, in which successively were presented: general frameworks and the geopolitical dimension of Ukrainian crisis, the controversies around Ukrainian crisis policy towards Russia in Germany, and the role of a federal government in the geopolitical game over Ukraine in the period 2013–2015. The general thesis of the article is that despite internal controversies in Germany the CDU/CSU/SPD government works to keep the armistice in Donbas (Minsk I and II) as a foreground premise for carrying out long-range reforms and reconstruction of Ukraine as a associated partner of the EU, at the same time heading toward gradual search of agreement and compromise with Russia. In spite of criticism on the part of some NATO and EU members Germany entirely exclude weapon supplies to Ukraine, betting on the long-term need of peaceful resolution of Ukrainian crisis and demure the possibility of Ukraine’s membership in NATO.

The author analyzes the genesis of the Weimar Triangle and its contribution to Polish integration with NATO and the European Union. Despite many differences, and differences in interests between the three partners, the result is positive. Major opportunities for Triangle should be sought in the intensifi cation of cooperation in the Common Security and Defence Policy of the European Union. In the author’s opinion, should strengthen its functioning by the creation of small informal “Weimar Triangle”.

The aim of the article is to present the figure of Annegret Kramp-Karrenbauer – the new leader of the Christian Democratic Union, her political path and her worldview. An attempt was also made to evaluate her current political actions and indicate her chances of assuming the post of the Chancellor. Moreover, the subject of the research explores the direction of her political views, relating both to the party profile and internal affairs, as well as German political activity in the international arena. Although A. Kramp-Karrenbauer is considered Merkel’s successor in terms of presenting similar views and the manner of operation, the new leader made an attempt to create her own political profile. Therefore, the question remains open whether she will strive to continue Chancellor Merkel’s political legacy or peruse her own vision of the party leadership.
Wraz ze zwycięstwem Annegret Kramp-Karrenbauer w rywalizacji o stanowisko przewodniczącego CDU rozpoczęły się spekulacje dotyczące jej szans na objęcie urzędu kanclerskiego. Niniejszy artykuł przybliża sylwetkę nowej liderki chadeków, drogę jej kariery politycznej i światopogląd, a także dotychczasowe działania, mające na celu przezwyciężenie kryzysu partii i jej odnowę. Autorka podejmuje ponadto próbę odpowiedzi na pytanie, czy była premier Saary zostanie następczynią Angeli Merkel na stanowisku szefa rządu RFN i będzie kontynuowała jej wizję polityki.

In the paper the author raises the issue of challenges resulting from euro zone crisis for shaping new role and partnership of Germany and Poland in the EU. The paper consists of three parts, in which one by one the following problems has been presented: Germany’s role in the stabilization of the euro zone (1); implications of the crisis for Poland seeking new role within the EU (2); and challenges for developing of a permanent Polish-German partnership in the EU (3). The principal thesis of the article is as follows: during 2010-2013 Germany, due to its significant economic and financial potential as well as successively implemented domestic reforms, assumed the key role in actions aimed at stabilizing the euro zone. Because of questionable effectiveness of former German strategy for saving the euro area its gradual modification towards substitution of cuts and sanctions policy with activities for economic growth and reduction of unemployment in the EU cannot be excluded. The progressing euro zone crisis with accompanying divisions within the EU led to Poland seeking to enter the first integration circle by development of Polish-German partnership among other things. The successive accomplishment of the above-mentioned goal is a giant challenge for Poland, demanding on its part to unambiguously determine of its interests and aims within activities for accession to the euro area. It also entails providing the public opinion with deepened and thorough analysis of real benefits and threats resulting from Poland’s accession to the euro zone.

The article describes the process of developing the Polish-Germany military cooperation in the 21st century. It presents the bases for the bilateral military relationships between Poland and Germany and shows their development. The paper underlines the role of Germany in the Polish participation in NATO. The Author describes the common initiatives after joining the Pact, especially the participation of Bundeswehr in training and technical modernisation of the Polish armed forces. He claims that after the year 2015, the Polish-German military cooperation will be a function of Germany’s pragmatics and Poland’s history politics. The main problem of the Polish government will be the German willingness to constantly build NATO military bases in Poland.

Furthermore, the challenges for the cross-border cooperation between two states were elaborated. Fragile states pose a risk to regional and global security and an immense challenge to international development cooperation. The term fragile states generally refers to countries with dysfunctional, deteriorating or collapsed central authorities, as well as weak, failed, failing and collapsed states. In recent years they have attracted considerable and increased attention in the international development community, including the German development policy. Documents such as the Federal Ministry for Economic Cooperation and Development (BMZ) strategy “Developmentoriented Transformation in Conditions of Fragile Statehood and Poor Government Performance” and the guidelines on dealings with troubled states demonstrate that the German development cooperation has tried to tailor its approaches to these circumstances. This new policy crosses ministry boundaries and sets out a framework of closely action for the German foreign ministry, the defense ministry and the ministry for economic cooperation. This paper gives a short summary of the German policy towards fragile states, portrays their limitations, efforts and strategies for the future.

The article focuses on analysis of Germany’s stance as regards transatlantic cooperation in the 21st century, presenting successively 1) main elements concerning the evolution of the transatlantic cooperation with special regard to Germany’s stance toward the U.S.; 2) controversies in Germany around working out provisions of the TTIP agreement; 3) the attitude of Christian Democrat-Liberal government towards the prospects of successful negotiations as well as the significance of finalizing the TTIP agreement. In evaluating Germany’s attitude as to the Transatlantic partnership the biggest emphasis has been devoted to Germany’s determinants and interests in its relations with the U.S. in political and socio-economic grounds. As regards controversies around future shape of TTIP agreement positions of CSU/CDU/SPD government, opposition parties in Bundestag as well as economic circles, trade unions, experts, scholars and non-governmental organizations have been taken into consideration. Basing on conducted opinion polls in the U.S. and in Germany in the final part of the study the attitudes of public opinion in both these states as for the crucial questions of Transatlantic cooperation have been presented between the EU and the U.S. There is ambivalence because generally supporting the signing of TTIP agreement between the EU and the U.S. the German society expresses stringent opposition to importing American genetically modifi ed food to European markets. Changing social moods among German society on TTIP agreement’s provisions force CDU/CSU/SPD to declare enhanced readiness to European standards and the EU’s interests.

Artykuł podejmuje zagadnienie przyszłości Unii Europejskiej w kontekście dyskusji prowadzonych w Niemczech przez polityków i wiodące media na temat przyczyn „rozchodzenia się” wspólnoty państw. Zauważa się i poddaje analizie główne przyczyny tego stanu rzeczy: neoliberalną dominację z przede wszystkim ukutą przez niemiecki rząd restrykcyjna polityką fi nansową, obawy związane z globalizacją wzmacniające prawicowo-populistyczne i prawicowo-ekstremistyczne siły, także niepowodzenia socjaldemokracji, jak i zmiany w międzynarodowym porządku. Zaproponowano rozwiązania, które albo dotychczas okazały się nieskuteczne (Europa wielu prędkości, jądro Europy) albo które są zagrożeniem powrotu w czasy zimnej wojny (siła militarna). Niezbędna jest jednak odważna decyzja polityczna, która służyłaby zwalczeniu przyczyn kryzysów w Europie i na świecie.
The article raises the matter of the European Union‘s future in the context of discussions in Germany held by politicians and leading media on the causes of „separation“ of the community of states. The main resons for that situation are noticed and analyzed: neoliberal domination with, fi rst and foremost, restrictive fi nancial policy forged by the German government, fears concerning globalization that strengthen the right populist and the right extremist forces as well as failures of socialdemocrats and the shifts in the international order. The solutions have been offered that either so far proved to be ineffective (Multi-speed Europe or Core Europe) or threatens with the return of the Cold War (military power). Nevertheless, the courageous political decision is essential, which would serve the elimination of the causes of crises in Europe and the world.

The article compares migration and asylum policies of Poland and Germany with particular attention paid to the events of 2015. Although matters of migration policy do not cause disagreements in bilateral relations, the issue of refugees is potentially controversial. It is not, however, purely a matter of bilateral relations between Poland and Germany, but also those with European Union itself, whose responses to the crisis have been delayed and not very effective. The humanitarian crisis has now become a structural crisis and the solutions proposed by the Commission do not promise to be successful. Moreover, the agreement with Turkey so far has fallen short of expectations.

The article aims to present the stand of relationship between Germany and Poland in context of changes that took place in the EU Common Foreign, Security and Defense Policy and New East Policy of Germany and Germany’s Russia policy deeply influence threw aggressive Russian policy agents Ukraine and adders postsoviet countries. Author also analyses Poland’s “resets” with Germany and Russia and interested in changing German-Russian relationship in the future. German see Russia as a partner due to its global role while Poles see it as a partner due to its geographic proximity and needs to stabilize the region. While Germans do not see Russia as a direct threat Poles understand why Ukraine, Belarus, and the Caucasus see it as a threat. Poland and Germany has consistently supported the strengthening of cooperation between member states within Common Foreign, Security and Defense Policy of the European Union with an aim of making this international organization gain a status of the key player in the international politics in the future.

The aim of the paper is to present signifi cance of Germany in Polish trade in goods and services as well as investment cooperation during the Poland’s membership in the European Union. The role of Germany was compared to other EU-15 countries. The research was carried out using both the traditional foreign trade statistics (in gross terms) downloaded from WITS-Comtrade database and trade statistics in value added terms calculated based on World Input-Output Database (WIOD). The foreign direct investment data came from the National Bank of Poland. The research results show that since 1990s Germany has been the main trade and investment partner of Poland. It’s accession to the European Union has accelerated the Polish-German economic cooperation. One of the most important factors infl uencing this cooperation was participation of Poland and Germany in global value chains.
