    Konflikt na wschodzie Ukrainy spowodował największe „schłodzenie” w stosunkach niemiecko- rosyjskich od chwili zjednoczenia Niemiec w roku 1990. Wzmocnił on poczucie zagrożenia znacznej części społeczeństwa niemieckiego i wpłynął na przewartościowanie dotychczasowej polityki Niemiec wobec Rosji, na zdecydowanie bardziej krytyczną wobec władz tego państwa. Spowodował modyfikację polityki bezpieczeństwa Niemiec, w tym wzrost akceptacji władz RFN dla zaangażowania żołnierzy Bundeswehry na wschodniej flance NATO. Wydaje się, że mimo tych nowych akcentów, w najbliższych latach główne założenia dotychczasowej niemieckiej Ostpolitik, w tym Russladpolitik, zostaną utrzymane.
    The conflict in Eastern Ukraine has caused the most serious “cooling of relations” between Germany and Russia since the unification of Germany in 1990. The conflict has reinforced the sense of threat experienced by a significant part of the German society and triggered a re-evaluation of the previous policy towards Russia, changing it into a more critical one. The conflict in Easter Ukraine has modified German security policy and increased the German government’s support for a stronger engagement of Bundeswehr on the NATO’s Eastern flank. Nonetheless, it seems that despite these new developments, the main premises of the German Ostpolitik, including Russlandpolitik, will be upheld in the upcoming years.

    Akt wypowiedzenia wojny od wieków stanowił jedną z podstaw prowadzenia konfliktu zbrojnego jako wyraz dojrzałości decyzji odpowiedniego organu państwowego. Wymóg jego stosowania zapobiegał przed pochopnym rozpoczynaniem wojen. Z biegiem czasu zwyczaj ten w końcu został zarzucony. Kwestia znaczenia aktu wypowiedzenia wojny wróciła wraz z „dziwną wojną” na wschodniej Ukrainie. Część ukraińskich środowisk politycznych domaga się od władz oficjalnego wypowiedzenia wojny Federacji Rosyjskiej, która stale zaprzecza swojemu zaangażowaniu się w tym konflikcie. W pracy została przeanalizowana kwestia doniosłości aktu wypowiedzenia wojny, jego konsekwencji prawnych i dotychczasowej praktyki państw. Ponadto przedstawione zostały konsekwencje, jakie może mieć wypowiedzenie wojny w warunkach tzw. wojny hybrydowej toczącej się na wschodniej Ukrainie. Wskazane zostały niejasności na gruncie prawa międzynarodowego, wiążące się z tym konfliktem wraz z oceną, czy wystosowanie aktu wypowiedzenia wojny może pomóc je rozwiązać.
    Declaration of war from the centuries was one of the main element of armed conflict as an expression of the maturity decision of the relevant state body. The requirement to declare war prevented rashness in starting war. But over time this practice was abandoned. The issue of significance of the declaration of war returned after outbreak „strange war” in eastern Ukraine. Part of the Ukrainian political circles demands from the authorities the official declaration of war on the Russian Federation, which constantly denies the facts of involvement in this conflict. This article focus on the question of significance of the declaration of war, legal implications and the current practice of states. Moreover, there are pointed out the consequences of declaration of war in the conditions of the so-called hybrid war in eastern Ukraine. In this article presented also unclear under international law binding of this conflict with the opinion of whether the declaration of war can help solve them

    The article analyses the approach of the so-called West to the Ukrainian political crisis which started at the end of 2013. In this context it is fundamentally important to analyse the Western response to the Russian interference in Ukraine’s domestic affairs and also the reasons for Russian actions. The aim of the West is to force Russia to cut off its support for separatists operating in eastern Ukraine. Another Western aim is to stabilise the situation in Ukraine at the earliest possible time in order to prevent Russia from making further attempts to interfere in this country with a view to its disintegration. It can be achieved by unofficial diplomatic channels called Track two diplomacy.
    W artykule poddano analizie reakcję tzw. Zachodu na kryzys polityczny na Ukrainie, który rozpoczął się pod koniec 2013 roku. W tym kontekście kwestią zasadniczą jest przeanalizowanie zachodniej reakcji na rosyjskie zaangażowanie w wewnętrzne sprawy Ukrainy, a co za tym idzie także przyczyny działań Rosji. Celem Zachodu jest zmuszenie Rosji do odcięcia wsparcia dla separatystów działających na wschodniej Ukrainie. Innym celem Zachodu jest ustabilizowanie sytuacji na Ukrainie, tak szybko jak to jest możliwe, aby uniemożliwić Rosji dalsze oddziaływanie mające na celu rozbicie Ukrainy. Można to jednak osiągnąć jedynie dzięki nieoficjalnym kanałom dyplomatycznym zwanym Track two diplomacy.

    The dominant view towards the Middle East is that the region is stuck in the past and plagued by conflict. Therefore, it was anticipated that Middle Eastern states would take a side in the Russian invasion of Ukraine. Despite expressing sympathy for Ukrainians due to their own experiences of humiliation caused by several wars, the Middle Eastern people and states remained cautious and chose to avoid getting involved in the conflict. It seems that the view of the Middle Eastern middle class had an influence on state decision-making regarding involvement in the war in Ukraine. Considering the rise of an educated middle class in the region, it can be hypothesized that the middle class’s priority is political-economic instability rather than engaging in further wars. The objective of this research is to comprehensively understand the Middle Eastern middle class’s viewpoint on war.

    According to Oleksandr Kirichuk, Ukraine’s honorary consul in Auckland, by the first week of March 2022, over 500 New Zealanders had volunteered to fight in Ukraine against Russia. The exact number of New Zealand veterans fighting in Ukraine fluctuates on a weekly or even daily basis as NZ veterans are killed, wounded or simply decide they have done enough and return home. However, from interviews with veterans, it can be estimated that there are somewhere between 15–25 New Zealanders posted to front line combat units at any particular time. The motivations of New Zealand veterans fighting in Ukraine are complex and multifaceted, reflecting a unique blend of personal, political, and cultural factors. This article explores the underlying motivations of these New Zealand veterans to engage in a conflict far from home; delving into the various personal, social, and political factors that have influenced their decision to serve in Ukraine.

    The paper presents the views on the effectiveness of the Polish Policy towards Russia, Ukraine and Belarus. The issues such as the Eurasian Economic Community, the importance and the role of the above-mentioned countries in the Polish foreign policy have been successively presented and analyzed. Then has been carried out the analysis of existing relations between Russia, Ukraine and Belarus, including the potential impact of Russian and Polish „historical policy”. The paper in the final parts contains an assessment of the effectiveness and the ability to increase the importance and the role of Poland in relations with these countries, at different levels. The conclusion consists of ten proposals recommendations that are the author’s vision to increase the effectiveness of our action towards these tree partners.

    The article “Status and prospects of the U.S. military presence in Europe in the second decade of the twenty-first century”, analyzes the involvement of U.S. armed forces in Europe in this period. It is an important topic because of the changes that the U.S. administration announced in past few years. Additionally, worth to consider, because the events in Ukraine can produce a new approach to this issue. The author tries to answer, among others, the following questions: How the U.S. Military involvement looks like in Europe at the beginning of the first decade of the twenty-first century? What are and were the U.S. administration’s plans for the military presence in Europe and in the world? What impact on the decisions of the United States has the situation in Ukraine ? Analysis and answers to the above questions led the author to a number of conclusions and these in turn allowed to outline several scenarios for further U.S. military presence in Europe.
