Opis:
Under the impact of globalising market forces, public funding to higher education systems in many parts of the world has been reduced on a per capita basis, even as student enrolments continue to increase. Paralleling this phenomenon has been rapid privatisation of the university sector, achieved through the transfer of costs to the community, either through state universities imposing student fees or new private institutions being established. The paper analyses the course of privatisation in the higher education systems of Poland, Iran, Australia and the Philippines and concludes that the various privatisation pathways being followed are reflective of the differing national traditions of the countries concerned.

Opis:
The following article examines the constitutional principle of universal and equal access to education enabling each person to exercise their right to education. The other provisions concerning the right to education contained in Article 70 of the Constitution are to be interpreted in the light of this principle. This applies to the right to choose and establish schools, right to receive financial help, the autonomy of higher education institutions, as well as the principle of gratuitousness of education and permissibility of making certain educational services payable. The above rights constitute instruments whereby the Constitution guarantees universal and equal access to education.

The school as having, after the home, the second largest impact on children and teenagers is an area of education which is becoming particularly crucial and difficult these days. The educational environment is a system of conditions which exert influence on the process and results of education. John Bosco, the founder of Salesian Society, bearing in mind the future of a young person fulfilled and carried into effect an essential educational system known also as preventive. In the hopelessness and disarray of today's world a young person needs ideas, timeless thought, as the source of resort and support which would never fail and would be found helpful in various moments in life. Wholeperson development of an individual is the most essential objective of education. In Polish conditions a Salesian school also applies the preventive system to the spirit of the time, modifying its methods according to the surroundings. The relation between the family and the school is based on reciprocal trust, in particular parents' trust who freely choose the educational project of the Catholic school. School is an essential place for a young person. Regardless of the fact that going to school is according to the adolescent's will or against it, it is indispensable in one's development. Salesian school supports the family by emphasizing its fundamental role and relation with culture and family traditions.

Opis:
As of January 1, 2018, the provisions of the new Act on the financing of education tasks came into force, whereby the statutory legislator authorised the legislative bodies of local government units to, among others, determine the procedure for the granting and settlement of subsidies, as envisaged by Article 38 para. 1 of the act on the financing of educational tasks. These powers (convergent with the powers granted by the provisions of the subordinate act on the education system) give this body the possibility of technically regulating the scope of data which an application for subsidy must contain, but not to determine the principles and conditions as necessary conditions. The article presents selected judgements of administrative courts (based on previous regulations), which emphasize the abuse of power by the legislative bodies of local government units.

Opis:
The present study discusses the issue of the supreme school authorities of the last decades of the 18th century in the First Polish Republic. The rules according to which the Commission of National Education (KEN) functioned as well as its political position are characterized. The main subject of the work is showing in what way the KEN was independent of the authorities of the state, owing to which we may talk about the institution as the first Ministry of Education. The origin of the Commission is discussed against the background of education reforms in selected European countries like Prussia, Austria and France. However, these countries did not establish so independent education departments as it was the case with Poland. Apart from this institutions are discussed that were parts of the KEN, and without which it would be impossible to effect the reforms, namely, the Society for Elementary Books and the office of General Inspectors. The former one was responsible for curricula and handbooks, but it often had to take over part of the duties of the very KEN. The inspectors were a kind of a link between the central education authorities and schools all over Poland; they also supervised effecting the reforms and passed the postulates formulated by the education system employees to the Commission. In the conclusion the effects of the KEN's work and its influence on the society harassed by the partitions are summarized. The whole allows the reader to have a closer look at the functioning of the schooling system of that time from the historical-legal perspective.

The idea of education according to the 19/20th century Roman catholic priest Bronisław Markiewicz has been nowadays appreciated as one of the innovatory educational concepts. This idea of education is also valuable in our days as to suffice the needs of individuals, communities and the Church as well. The aim of the present study is to reconstruct theoretically different factors that influenced that innovatory educational concept, and presentation of its specificity and genesis. The author of the present study especially analyses its theoretical principles based on the religious movement Temperance and Labour, and the other factors like the love of one’s neighbour in service of social, cultural and axiological education. Moreover, a role of the preventive method in the educational method of father Bronisław Markiewicz is particularly exposed in the broad context of a system of education and discussions on the idea of a teacher.
