    Artykuł podkreśla, że nie ma zdrowego społeczeństwa ani sprawnego państwa bez wykształconej moralności społecznej, pozostającej w związku z dobrymi pomysłami polityków, doradców, ekspertów na organizację i funkcjonowanie państwa i prawa oraz gospodarki. Dobrego, sprawiedliwego państwa nie zbuduje się wyłącznie w oparciu o prawo stanowione i gospodarkę rynkową. Państwo, prawo oraz funkcjonowanie administracji musi wyrastać z powszechnie akceptowanej tradycji i moralności ogólnoludzkiej.
    This article highlights the fact that there can be no thriving society or state without a welldeveloped social morality, which is a corollary of good ideas developed by politicians, advisors and experts for organization and functioning of a state, its legal system and economy. This kind of state cannot be constructed only on the basis of positive law and market economy. The state, law and administration must always be anchored in the widely accepted tradition and universal moral principles.

    W artykule podjęto próbę analizy idei stojących u podstaw funkcjonowania zaplecza wojskowego władz RP na uchodźstwie po zakończeniu II wojny światowej na przykładzie Brygadowego Koła Młodych „Pogoń” i ewentualną użyteczność jego doświadczeń w obliczu współczesnych wyzwań i zagrożeń dla systemu bezpieczeństwa państwa. Szczególnie pomocna w rozważaniach była analiza treści materiałów źródłowych oraz metoda porównawcza, które pozwoliły zweryfikować tezę o ograniczonych możliwościach osiągnięcia pełnego sukcesu w tym zakresie. Nie oznacza to jednak, że koncepcja zbudowania międzypokoleniowego pomostu, w ramach którego następuje przekazanie współcześnie działającym w systemie bezpieczeństwa państwa organizacjom pozarządowym doświadczeń przymusowego wychodźstwa, nie może skutecznie wspierać procesu kształtowania w kolejnych pokoleniach odpowiedzialności za niepodległość państwa. W konkluzjach autor nie wyklucza ich wykorzystania przez inne, zmuszone z powodów politycznych do czasowego opuszczenia własnego kraju, środowiska emigracyjne.
    The article attempts to analyse the ideas behind the functioning of the military facilities of the Polish authorities in exile after the end of World War II on the example of the Brigade Youth Circle “Pogoń” and the possible usefulness of its experiences in the face of contemporary challenges and threats to the state security system. Particularly helpful in the following considerations was the content analysis of source materials and the comparative method, which made it possible to verify the thesis of the limited possibilities of achieving full success in this regard. This does not mean, however, that the concept of building an intergenerational bridge, through which the experience of forced exile is passed on to contemporary non-governmental organisations operating in the state security system, cannot effectively support the process of shaping responsibility for state independence in subsequent generations. In conclusions, the author does not exclude their use by other emigration circles, forced for political reasons to temporarily leave their own country.

    Opis:
    One of the significant areas of social life, in which the Church has to fulfill its prophetic-critical function towards the world, is the domain of public life. The subject of the present study is an attempt to look at the presence and mission of the Church within social-political life. Albeit the character of academic analyses will touch the general view of the discussed issue in the light of the post-Conciliar teaching of the Church, but quite naturally some of the motifs had to touch directly the situation of the Church in the countries that from 1989 started a systemic transformation. A detailed analysis was made, among others, of the issues of the essence of genuine democracy, the relation of the Church to the state on the basis of the principle sana cooperation and the question about the way in which a challenge issued by the Church to the world and mundane reality should be introduced. The point here is making the choice that is not just apparent, between two ways of effecting social changes: the way of gradual reform and that of revolution.

    Opis:
    The question concerning the range of the functions of the state in contemporary market economies is not a new one, although it is a basic issue. It may still be encountered in the present day macro-economic discussions that express the anxiety connected with the great and ever increasing participation of the public sector in many countries' economies. The approaches to this issue may be divided into ones emphasizing the role of the state in economy and society, and hence proving that it is necessary for such a great public sector (and public finances sector) to exist; and ones considering the market as the basic regulator of the economy, and hence aiming at limiting the role of the state. These opposing approaches are presented against the background of the three basic functions of public finances: allocating, redistributing, and stabilizing ones. Concerning the first function – as there are lots of critical opinions, J. Gray's views deserve attention, concerning the state financing (but not producing) the access to public goods. Within the redistribution function of the state the concept of the welfare state is the most important one. And finally, the stabilization function of the state is dominated by the views of Keynes and his followers on the one hand, and the classical economics and its protagonists on the other. When discussing the state versus market issue one should stress the ideas of ordoliberals who developed the system of social market economy and contributed to the German economic miracle. The most recent theories are reflected in real life, in the experimental actions undertaken by the governments of some countries (e.g. Reaganomics in the USA, Thatcherism in Great Britain). However, they did not succeed in fighting the unemployment and making the economic growth more dynamic. This is why the process of investigating and reforming the state continues.
